CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION DESIGNATING C/CAG AS SERVICE
AUTHORITY FOR ABATEMENT OF ABANDONED
VEHICLES, IMPOSING ONE DOLLAR ($1.00)
REGISTRATION FEE, AND AUTHORIZING
AMENDMENT NO. 4 TO THE C/CAG JOINT
POWERS AGREEMENT
~EREAS, the City of South San Francisco is a party to the
Joint Powers Agreement Establishing the City/County Association
of Governments ("C/CAG"); and
~HEREAS, Vehicle Code §22710 authorizes the establishment
of a service authority for the abatement of abandoned vehicles
and the imposition of a one dollar ($1.00) vehicle registration
fee to fund the activities of the authority; and
WHEREAS, Vehicle Code §22710 provides that the County
Board of Supervisors, by a two-thirds vote, and a majority of
the cities having a majority of the incorporated population
within the County may establish the authority and impose the
fee by adopting resolutions; and
~EREAS, the County and the Cities desire to (1) amend the
C/CAG Joint Powers Agreement to authorize C/CAG to serve as the
service authority under Vehicle Code §22710; (2) designate
C/CAG as the service authority under §22710; and (3) impose the
one dollars ($1.00) vehicle registration fee.
NOW, THEREFORE, BE IT RESOLVED by the city Council of the
City of South San Francisco as follows:
1. C/CAG is hereby designated as the service authority
under Vehicle Code §22710.
2. That the one dollar ($1.00) vehicle registration fee
authorized by Vehicle Code §§9250.7 and 22710 shall be imposed.
3. The Mayor is hereby authorized and directed to
execute Amendment No. 4 attached hereto as Exhibit "A".
I hereby certify that the foregoing Resolution was
regularly introduced and adopted by the City Council of the
City of South San Francisco at a special meeting held on
the 18th day of November , 1992 by the following
vote:

EXHIBIT A TO RESOLUTION NO. 147-92
AMENDMENT NO 4 TO JOINT POWERS
AGREEMENT ESTABLISHING THE CITY/COUNTY
ASSOCIATION OF GOVERNMENTS
THIS IS AMENDMENT NO. 4 to the Joint Powers Agreement
Establishing the City/County Association of Governments and is made
in light of the following recitals:
A. THE COUNTY OF SAN MATEO ("County") and 19 cities within
the County ("Cities") previously entered into a Joint Powers
Agreement Establishing the City/County Association of Governments
("the Joint Powers Agreement").
B. County and Cities desire to amend the Joint Powers
Agreement to authorize the City/County Association to serve as the
service authority for the abatement of abandoned vehicles under
Vehicle Code §22710.
NOW, THEREFORE, COUNTY AND CITIES AGREE as follows:
1. Section 22 is added to the Joint Powers Agreement to
read:
"22. Service Authority for Abatement of Abandoned
Vehicles. The City/County Association of Governments
shall be the service authority for the abatement of
abandoned vehicles under Vehicle Code §22710. C/CAG
shall impose a service fee of one dollar ($1) on
vehicles registered to an owner with an address in San
Mateo County as authorized by Vehicle Code §§ 9250.7
and 22710. As provided in Vehicle Code §22710(b),
C/CAG may contract and undertake any act convenient or
necessary to carry out any law relating to its duties
as the service authority."
2. Ail other provisions of the Joint Powers Agreement
shall remain in full force and effect.
