CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION AWARDING THE CONSTRUCTION
CONTRACT TO ST. FRANCIS ELECTRIC FOR THE EAST
GRAND AVENUE-HASKINS WAY TRAFFIC SIGNALS
INSTALLATION PROJECT IN AN AMOUNT NOT TO
EXCEED $131,892 AND REJECING THE BID PROTEST
WHEREAS, staff issued a Notice Inviting Bids for construction of the East Grand
Avenue-Haskins Way Traffic Signals Installation Project ("Project") and on October 26, 2010,
received six construction bids; and
WHEREAS, St. Francis Electric ("St. Francis") of San Leandro, California, was the
lowest responsible bidder; and
WHEREAS, staff recommends rejecting the bid protest and recommends awarding the
Project contract to St. Francis in the amount of $131,892; and
WHEREAS, pursuant to Public Contract Code Section 20166, a public entity retains the
discretion to reject all bids it receives on a given project; and
WHEREAS, the Project is included in the City of South San Francisco's 2010-2011
Capital Improvement Program (CIP) and sufficient funds have been allocated to cover the
Project cost.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby:
1. Awards the construction contract for the East Grand Avenue-Haskins Way Traffic
Signals Installation Project to St. Francis :Electric in an amount not to exceed
$131,892, conditioned on St. Francis' timely execution of the Project contract and
submission of all required documents, including but not limited to, executed
bonds, certificates of insurance, and endorsements, in accordance with the Project
documents.
2. Rejects the bid protest.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City Council upon timely submission by St. Francis of the signed
contract and all other required documents, subject to approval by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 8th day of
December 2010 by the following vote:
AYES: Councilmembers Mark Addiego, Pedro Gonzalez, and Karyl Matsumoto,
Vice Mayor Richard A. Garbarino and Mayor Kevin Mullin
