HomeMy WebLinkAboutReso 17-1992RESOLUTION NO. 17-92 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION OF THE CITY COUNCIL OF SOUTH SAN FRANCISCO ADOPTING A POLICY FOR THE RECRUITMENT, EVALUATION AND TERMINATION OF DEPARTMENT HEADS WHEREAS, the City Council adopted Ordinance No. 1110-92 on January 22, 1992; and WHEREAS, such Ordinance was adopted to allow the Council to oversee the appointment of Department Heads to positions in the City service; and WHEREAS, the Council is committed to establishing a process which will result in the efficient selection of qualified professionals to administer and operate the various departments of the City; and WHEREAS, the process is intended to assure that appointments are made based upon experience, qualifications, education and work history; and WHEREAS, the process assures that appointments will not be made for political reasons or be based on the bias of a single individual. NOW THEREFORE, the City Council of the City of South San Francisco does hereby resolve as follows: Section 1: The recruitment and appointment process set forth in Section 2 of this Resolution shall be followed for all recruitments and appointments of Department Heads in South San Francisco. Section 2: Department Head Recruitment. Termination Process Evaluation & I. Solicitation of Applications A. The City Manager shall be responsible for the conduct of the Department Head Recruitment Process. B. Prior to initiating a Department Head Recruitment, the City Manager shall interview each Councilmember to ascertain his or her views on desirable qualifications for the vacant position. The results of each interview shall be reduced to writing and shared with the remaining members of the Council. C. The City Manager shall inform the Council in writing of the process he/she intends to utilize to solicit applications. D. The City's adopted rules, regulations and policies shall be adhered to by the City Manager. E. The City Manager shall make the final determination on how the application solicitation process is conducted. F. The Manager shall provide the Council with updates on an ongoing basis during the Recruitment Process. II. Testing A. Prior to establishing any testing procedure for a Department Head Recruitment, the City Manager shall inform the Council, in writing, of the procedure he/she intends to use. B. The city Manager shall make the final determination on how the testing process will be conducted. III. Selection A. Prior to an offer being made by the City Manager the following shall be done: 1. An Executive Session shall be held with the City Manager and full Council being present. 2. At least three days prior to the Executive Session, the City Manager shall forward the top three finalists' names, resumes, employment applications, and other pertinent information to the Council. 3. During the Executive Session, the Council shall discuss the three candidates' skills, abilities and qualifications and the City Manager's recommendation for the appointment and rationale for the recommendation. 4. After discussing the City Manager's recommendation, the Council may schedule an interview. If the Council desires to interview the recommended candidate, it shall schedule a date for the interview and adjourn the closed session to the selected date. 5. During the Executive Session, the Council shall, by a majority vote, either confirm or reject the City Manager's recommendation. e Manager Council. The City Manager shall conduct yearly evaluations of the City's Department Heads. The City Manager shall report back to the City Council, in writing, the results of the yearly evaluations and any pertinent comments therein made or received. V. Termination A. Prior to the termination of any Department Head, an Executive Session shall be held to discuss the proposed termination. B. During the Executive Session, the City Manager shall make a recommendation to the Council concerning the termination. C. Prior to the end of the Executive Session, the city Council shall, by a majority vote, approve or disapprove the Department Head's termination. D. If the Council votes to approve a termination, the City Manager shall carry out the decision. VI. Waiver of Procedure The procedures set forth in this Resolution may only be waived if there is a unanimous vote of the Council to do so. Secsion 3: Effective Date This Resolution shall take effect concurrently with Ordinance No. 1110-92. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 26th day of February , 1992 by the following vote.
