HomeMy WebLinkAboutReso 119-1990 RESOLUTION NO. 119-90 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING MODIFICATIONS TO THE JOB ~P~CIKICATION~ FOR BATTALION CHIEF AND DEPUTY FIRE MARSHAL ~ WHEREAS, as part of the Operating Budget for Fiscal Year 1990-1991 the City Council previously approved reorganization of the Fire Department; and WHEREAS, this reorganization involves modifying the job specifications for the positions of Battalion Chief and Deputy Fire Marshal. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that it hereby approves the modifications to the job specifications for Battalion Chief and Deputy Fire Marshal as set forth in Exhibit 1. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a reqular meeting held on the 8th day of August , 1990 by the following vote: AYES: Councilmembers Jack Drago, Gus Nicolopulos, Roberta Cerri Teqlia, and Mayor Richard A. Penna EXHIBIT I TO RESOLUTION NO. 119-90 CITY OF SOUTH SAN FRANCISCO APPROVED AUGUST 8, 1990 FIRE BATTALION CHIEF DEFINITION Under direction to have responsible charge of either a Fire SuppressSon Platoon, the Fire Prevention Bureau, the Training Program, or other administrative program as needed. Employees may be rotated between these assignments and work either a 40 or 56 hour work week. Assists in planning, assigning, and coordinating the activities of the Fire Department and does related work. DISTINGU2SHING CHARACTERISTICS Employees in this class are assigned as the Department Training Chief, Fire Marshal, or Fire Suppression Chief. Incumbents may also assume responsibility for all department activities in the absence of the Fire Chief and Assistant Fire Chief. EXAMPLE OF DUTIES Assists in the preparation and administration of department budget; prepares and maintains a variety of records and reports; conducts performance evaluations and supervises company officers; attends meetings as a representative of the department; answers requests for information and maintains effective public relations that may include addressing public gatherings; prepares a variety of comprehensive staff reports; responds to emergency incidents taking command '~ntil relieved by a superior; directs and supervises fire control work; may personally assist in the work of extinguishing fires and performing related lifesaving and property protection work. Manages the department Training Program, develops, administers, coordinaces, and supervises the training of all department personnel; writes technical manuals, policies, and operational procedures; develops training schedules and standards. Manages ~he Fire Prevention Bureau and participates, administers, and supervises, education, and enforcement activities; conducts fire inspections; investigates fires and determines cause and origin; checks building plans for fire and life safety code compliance Serves as Acting Chief or Acting Assistant Fire Chief as required. CITY OF SOUTH SAN FRANCISCO FIRE BATTALION CHIEF Page Two AUGUST 8, 1990 LICENSE Possession of a valid California Operator's License issued by the State Department of Motor Vehicles. License must be maintained as a conditSon of employment. DESIRABLE QUALIFICATIONS Knowledge of: Principles, practices, and procedures of modern fire suppression, prevention, and hazardous materials incident mitigation techniques. Rules and regulations of the Fire Department; Operation and maintenance of apparatus and equipment used by the Fire Department; First aid, rescue, and related equipment and practices; Principles of supervision, administration, and training; Modern and accepted methods of training, both classroom and in- service; Modern personnel management and supervision techniques; City, State, and National Fire Protection and Life Safety Codes; and Fire investigation methods, procedures, and equipment. Ability 5o: Effectiw~ly manage all functions of the department including Prevention, Training, and Suppression; Prepare clear, concise, and complete oral and written reports; Maintain records and submit reports; CITY OF SOUTH SAN FRANCISCO FIRE BATTALION CHIEF Page Three AUGUST 8, 1990 Interpret and explain laws, codes, and regulations affecting the various functions of the Department; Establish and maintain cooperative contacted in the course of work. relationships with those Effectively direct and coordinate all functions of the Department, including Fire Prevention, Fire Operations, Fire Training, and Administration; Effectively speak in public; Effectively command personnel and coordinate emergency incidents. EXPERIENCE Seven years of fire fighting experience comparable to the South San Francisco Fire Department, including at least three years of experience in a supervisory capacity. EDUCATION Equivalent to completion of the twelfth grade, supplemented by college-level course work in fire Science. Preferred supplemental education would be successfully meeting the Office of the State Fire Marshal's Certification requirements for Chief Officer. EXHIBIT I TO RESOLUTION NO. 119-90 CITY OF SOUTH SAN FRANCISCO APPROVED AUGUST 8, 1990 DEPUTY FIRE MARSHAL DEFINITION Under supervision of the Fire Marshal, performs Fire Prevention activities in the enforcement of applicable codes and regulations; conducts investigations as to the causes of fires; conducts public education and disaster preparedness programs and does related work as required. DISTINGUISHING CHARACTERISTICS This is an entry and journey level classification specializing in disaster preparedness, fire prevention, investigation, and fire code enforcement. EXAMPLES OF DUTIES Maintains a city disaster preparedness program; conducts disaster preparedness training exercises for city personnel; maintains and updates city emergency plans and files them with the State as necessary; provides disaster preparedness educational programs for the public; does other work related to disaster preparedness as assigned. Enforces all applicable Fire Prevention ordinances and other codes and regulations; personally inspects commercial and industrial buildings, schools, and related structures and facilities; checks building plans for conformance with State and local fire protection laws and regulations, and nationally recognized fire protection standards; issues citations and notices of code violations; investigates fire causes and makes arrests for fire related Penal Code violations, investigates complaints from private citizens and other city departments relating to fire and safety hazards; assists in conducting fire drills, speaks before school groups and other organizations on Fire Prevention matters; provides fire prevention information to the general public and interprets various codes, ordinances, and regulations; protects evidence of arson, prepares reports of arrests made and investigations conducted, conducts departmental background and other investigations as directed by the Fire Chief. Performs other related duties as assigned. QUALIFICATIONS Knowledge of: Fire Prevention methods, programs, equipment, and familiarity with public relations phases of Fire Prevention activities; Rules and regulations of the South San Francisco Fire Department; City fire protection and prevention codes and applicable Federal, State, and local laws and regulations; Fire and arson investigation methods, procedures, and equipment; Arrest, search, and seizure procedures. and Ability ~o: Prepare emergency plans; Conduct disaster preparedness training exercises, prepare and conduct fire life safety and disaster preparedness educational programs; Interprez and explain fire prevention laws and regulations; Check plans and drawings and recognize fire and safety hazards; Carry out investigations of arson and other suspected incendiary fires; Prepare clear, concise, and complete oral and written reports; Understand and carry out oral and written directions; Establish and maintain cooperative relationships with those contacted in the course of work. CITY OF SOUTH SAN FRANCISCO DEPUTY FIRE MARSHAL PAGE THREE AUGUST 8, 1990 EXPERIENCE Two years of fire fighting experience comparable to that of a Fire Fighter or Paramedic/Fire Fighter in the City of South San Francisco and experience with emergency planning or other equivalent experience which clearly demonstrates the possession of the requSred knowledge and abilities. EDUCATION Equivalent to the completion of the twelfth grade. Preferred supplemental course work would be courses leading to the Fire Prevention Officer I/II and Fire Investigator I/II certificates in accordance with the guidelines and requirements of the Office of the State Fire Marshal. NOTE: May be required to undergo psychological and polygraph examinations and successfully complete certain training courses in order to exercise powers of arrest and to carry a concealed weapon.
