WHEREAS, parking violation fines are considered a civil penalty and may be set by the
governing body of a local jurisdiction pursuant to California Vehicle Code section 40200 et seq.;
and
WHEREAS, SB 1407, effective January 1, 2009, amended Government Code Section
70372(b) to increase the amount the State can withhold from the City for each parking citation
and to provide that the City must pay $4.50 per citation to the County Treasurer for State court
construction projects; and
WHEREAS, the Budget Act of 2010 (SB 857), signed on October 8, 2010, further
increased the amount the State can withhold from the City for each parking citation by an
additional $3.00; and
WHEREAS, under California Vehicle Code section 40203.5, to the extent possible,
issuing agencies within a county must standardize penalties; and
WHEREAS, South San Francisco's parking citation fines currently fall within the mid-

with that of nearby cities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council hereby:
1. Authorizes a three dollar ($3.00) increase in the penalty for all South San
