A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO
EMPLOYEE CLASSIFICATION PLAN TO ESTABLISH THE
POSITIONS OF SUPERINTENDENT OF RECREATION AND
COMMUNITY SERVICES, SENIOR CENTER COORDINATOR
AND ADULT DAY CARE COORDINATOR
BE IT RESOLVED by the City Council of the City of South San Francisco
that the Employee Classification Plan, as amended, is further amended
effective September 13, 1989 as follows:
The Class Specification for Superintendent of Recreation and
~ommunity Services is created, as set forth in Exhibit "A".
This position is included in the Management & Confidential
Employee Group, at Control Point $3870.

The Class Specification for Senior Center Coordinator is
created, as set forth in Exhibit "B". This position is
included in AFSCME, Unit A, at a salary range of
$1,766-$2,167 per month.

-he Class Specification for Adult Day Care Coordinator is
created, as set forth in Exhibit "C". This position is
~ncluded in AFSCME, Unit A, at a salary range of
S1,766-$2,167 per month.

SUPERINTENDENT OF RECREATION AND COMMUNITY SERVICES
DEFINITION:
Under the direction of the Director of Parks, Recreation and
Community Services, to perform responsible professional and
technical work in administering and managing comprehensive
recreation and community services. In the absence of the Director,
serves as Department Head. The position is a line position
supervising the day to day operation including the operational
budget, administering a Department Risk Management Program,
assisting in coordinating park development, serving as
liaison/facilitator of special interest groups and various City
Departments and managing a program staff of 13 full-time and 60
full-time equivalency in services to include cultural arts,
athletics, outdoor recreation, aquatics, facility operation,
playground, community relations, senior citizens, public
information, youth services, and special events.
EXAMPLE OF DUTIES:
Assist in developing and implementing goals, objectives and
policies;
Oversee the planning and implementation of various service delivery
systems;
Manage the day to day budgeting of the Department and monitoring
expenditures and revenues;
Prepare and present written and verbal reports;
Conduct meetings to evaluate programs and personnel on a regular
basis;
Inspect and evaluate recreation facilities and areas recommending
appropriate action;
Assist in the preparation and administration of Federal, State and
County grants affecting the Recreation Division;
Work with Special Interest Groups, other City Departments and
Divisions on matters relating to parks and recreation.
MINIMUM QUALIFICATIONS
KNOWLEDGE OF:
Recreation, cultural, human services and social needs of the
community;
Modern theories, techniques, and methods for planning,
implementirg, and maintaining a variety of recreation, leisure, and
human services activities and programs through community
participation;

Principle and practices of program administration including
budgeting, purchasing, and personnel management;
Principles and techniques used in supervision, training, and
performance evaluations;
Design elements and concepts for developing and maintaining park
and recreation facilities;
Playground safety and first aid methods.
ABILITY TO:
Design, develop, coordinate, and implement recreation and community
services programs suited to the needs of the community;
Analyze, interpret, and explain Department policies and procedures;
Supervise, train and evaluate subordinates;
Develop, present, and administer a budget for assigned program
area;
Establish and maintain effective working relationships with public
groups, agencies, the media, and others contacted in the course of
work;
Communicate clearly and concisely, orally and in writing;
Exercise good judgement, tact, and courtesy;
Deal effectively with people of various ages and interests.
EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could
likely provide the required knowledge and abilities would be
qualifying. A typical way to obtain the knowledge and abilities
would be:
Expe~ience: Three years of increasingly responsible
supervisory experience in the delivery of recreation, leisure
or h'~man services.
Education: Equivalent to a Bachelor's Degree from an
accredited college or university with major work in
recreation, public administration, or related field. Masters
Degree or higher education courses preferred.
LICENSE OF CERTIFICATE:
Possessio~ of a valid California Driver's License.

SENIOR CENTER COORDINATOR

Definition:
Under the general direction of the Senior Services Director
(Recreation Supervisor), is responsible for the day-to-day
operation of the Magnolia Senior Center; does related work as
required.
Examples of Duties:
Work with the RECREATION SUPERVISOR in developing and
implementing day-to-day programs of the Magnolia Senior Center;
supervise and evaluate staff; oversee the senior nutrition
project; serve as principal staff liaison to Senior Club;
coordinate all major programs, fund raisers and special events;
recruit and train volunteers.
Minimum Qualifications: Knowledge of:
Senior Center programs and operations; staff development
techniques; programs/activities suitable for seniors.
Ability to:
Plan, direct and implement senior program services; establish
and main:ain effective and cooperative relationships with clients
and co-workers.
Education:
Equivalent to a bachelor's degree in recreation, gerontology,
or a related human service field.
Experience:
Minimum of one year's experience in services or programs for
seniors. Experience in senior services administration can replace
education requirements on a one to one ratio if required
certification can still be attained

A combination of experience, education, and training which
provides the required knowledge, skills, and abilities of the
position.
License/Certificates:
Possession of a valid first aid and CPR Card;

ADULT DAY CARE COORDINATOR

Definition:
Under the direction of the Senior Services Director
(Recreation Supervisor), manages the City's Adult Day Care Program
for frail or impaired adults; does related work as required.
Example of Duties:
Oversee licensing regulations, making sure that staff,
facilities and programs meet appropriate requirements; supervise
and evaluate salaried and volunteer staff; provide in-service
training and arrange for outside training as needed; prepare grant
proposals and budgetary information; coordinate with appropriate
agencies to ensure that necessary services are provided to clients;
promote and publicize program; prepare monthly program and fiscal
reports; supervise all aspects of the program; serve as liaison
to community service networks; perform client assessments and
evaluations; coordinate family caregiver education and referral;
monitor client status with physicians and other service providers;
coordinate team care planning.
Minimum Qualifications: Knowledge of:
Needs of frail or impaired adults; effective techniques of
supervision and evaluation; day care programs suitable for frail
or impaired adults.
Ability to:
Plan, implement and direct service delivery programs related
to adult day care; establish and maintain effective and
cooperative working relationships with clients and co-workers.
Education:
Equivalent to a bachelor's degree in gerontology, social or
psychological sciences, recreation or related human services field.
Experience:
Minimum of one year's experience in services for impaired
adults. Experience in special skill can replace education
requirements of a one-to-one ratio totalling a minimum of five
years only if required certification can still be attained
or
A combination of experience, education and training which
provides the required knowledge, skills, and abilities of the
position.
