HomeMy WebLinkAboutReso 138-1989 RESOLUTION NO. 138-89 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING THE SAN MATEO COUNTY HAZARDOUS WASTE MANAGEMENT PLAN WHEREAS, the quality of life in California is based upon a large variety of consumer goods, and the complex industrial and manufacturing processes that produce t~ese goods also generate waste byproducts, some of which are hazardous to the pu)lic health and environment; and WHEREAS, safe and responsible management of hazardous waste is one of the most important environmental problems facing the state; and WHEREAS, California's present system for managing hazardous waste relies heavily o~ land disposal of untreated hazardous waste, an approach that has proven unacceptable and will be prohibited in 1990; and WHEREAS, there exists a statewide need to site hazardous waste treatment facilities whereby hazardous waste can be recycled or rendered less hazardous through carefully controlled industrial processes; and WHEREAS, safe and responsible management of hazardous waste also requires improved programs stressing waste reduction, regulatory compliance, and the needs of small quantity generators, including households; and WHEREAS, in 1986, the State legislature enacted AB 2948, known as the Tanner Bill, which recognizes that hazardous waste management is a responsiblity which must be shared by all communities, and establishes a planning process for counties to prepare comprehensive hazardous waste management plans; and WHEREAS, in March 1987, the San Mateo County Board of Supervisors authorized the preparation of a Countywide Hazardous Waste 'Management Plan in accordance with the Tanner legislation; and WHEREAS, a ten member advisory committee comprised of representatives from the Board of Supervisors, the cities in the County, industry, small business, environmental organizations and the general public, assisted with the step-by-step development and review of the plan; and WHEREAS, the San Mateo County Hazardous Waste Management Plan was formulated in accordaqce with the administrative guidelines issued by the State Department of Health Services, and comprehensively: (1) analyzes the hazardous waste stream within San Mateo County, (2) determines the need for hazardous waste management facilities within the County, (3) identifies areas in the County suitable for siting hazardous waste facilities, (4) evaluates the potential for waste reduction, (5) discusses the opportunities to better manage hazardous waste generated by small quantity generators, including households, and (6) concludes with a set of policies describing activities and programs required to implement the goals of the plan; and WHEREAS~ on August 11~ 1988 and October 27, 1988, following fourteen public meetings~ the San Mateo County Nazardous Waste Management Plan Advisory Committee approved the draft plan; and WHEREAS, on November 22, 1988, following three public meetings, the San Mateo County Board of Supervisors authorized transmittal of the draft plan to each city in the County for consideration; and WHEREAS, on February 22, 1989, the content of the draft plan was presented to the South San Francisco City Council; and WHEREAS, the South San Francisco City Council was afforded thirty days to submit written comments on the content of the draft plan and did submit comments; and WHEREAS, on June 6, 1989, the San Mateo County Board of Supervisors held a hearing to consider the written comments received from all cities within the county, and reauthorized the plan, with revisions, for final consideration by each city. NOW, -HEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco approves the San Mateo County Hazardous Waste Management Plan las authorized by the Board of Supervisors on June 6, 1989), and thereby approves the policies and implementation program of the draft plan, including relevant siting and cost implications. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 27th day of September , 1989, by the following vote: AYES: Councilmembers'Mark N.
