CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING EXECUTION OF A
MEMORANDUM OF UNDERSTANDING WITH THE
COUNTY OF SAN MATEO CONCERNING TRANSFER
OF THE BAYFRONT SITE AND CONSTRUCTION OF
A DETENTION FACILITY
WHEREAS, the City of South San Francisco is the owner of real property known
as the Bay~ront Site; and
WHEREAS, the County of San Mateo has been involved in a process of locating
a site for construction of a new County jail facility to be funded in major part
by state funds made available to the County under Proposition 52; and
WHEREAS, the County has conducted a number of public hearings for the purpose
of identifying an appropriate site and facility configuration, at which City
officials spoke against locating a facility at the Sheriff's North County
Correctional Facility (SNCCF) on Mission Road, and supported location of the
facility at the Bayfront Site; and
WHEREAS, in response to the concerns raised about the Bayfront Site, the City
has offere¢ certain assurances concerning the Bayfront Site; and
WHEREAS, in return for the assurances and property offered by the City,
County has offered certain assurances concerning future expansion of the County
detention facilities at SNCCF and on land owned by the County adjacent to SNCCF;
and
WHEREAS, after due consideration of several alternative locations and
facility configurations, and in consideration of the assurances provided by the
City, County has determined to construct a 125 bed Type II detention facility
located at the Bayfront Site; and
WHEREAS, the City and County desire to set forth their assurances in the
form of a Memorandum of Understanding intended to provide a framework for future
action concerning the construction of a facility at the Bayfront Site; and
WHEREAS, a Memorandum of Understanding regarding the Bayfront Site has been
presented to the City Council which has reviewed and approved it;
