HomeMy WebLinkAboutReso 171-1989 RESOLUTION NO. 171-89 CITY COUNCILj CITY OF SOUTH SAN FRANCISCOj STATE OF CALIFORNIA A RESOLUTION FINDING AND DETERMINING THE NEED FOR CHANGES OR MODIFICATIONS TO THE NATIONAL ELECTRICAL CODE, 1987 EDITION WHEREAS~ Section 17958 of the Health & Safety Code requires the adoption by the City of South San Francisco of regulations imposing the same requirements of certain uriform industry codes as specified in Health & Safety Code Section 17922; and WHEREAS, Health & Safety Code Section 17958.5 permits a city to make such changes or modifications to the uniform codes as deemed reasonable because of local climatic, geological, or topographical conditions; and WHEREAS, Government Code Section 50022.4 provides that when a code is adopted by reference, penalty clauses are not deemed adopted by reference but may be enacted only if set forth in full in the adopting ordinance; NOW, THEREFORE, BE IT RESOLVED by the City Council that pursuant to the requirements of Health & Safety Code Section 17958.7 and Government Code Section 50322.4, the Council finds and determines there is a need to adopt the following changes or modifications to the National Electrical Code~ 1987 Edition, (~unicipal Code Chapter 15.20) by reason of local conditions: 1. Administrative Changes. A-ticle 90-9, Violations, and Article 90-10, Penalties, are a~ded in light of Government Code Section 50022.4 to conform with other Municipal Code provisions. These changes are administrative rather than technical in nature. 2. C'imate, Geological & Topographical Changes. ae Provisions on wiring systems are added in Article 300-23, Wiring Methods, to clarify that approved electrical metallic tubing or rigid metallic conduit are required in all but a few instances in order to reduce potential electrical line problems, especially as a result of earthquakes. be An amendment to Article 334-23, Metal-Clad Cable, is needed to clarify that internal grounding conductors must be provided in each metal clad cable because the existing wording simply refers to an "adequate path." Ce It is appropriate, as reflected in amendments to Article 336-3, Nonmetallic-Sheathed Cable, and Article 336-4, Uses Not Permitted, to limit the use of Type NM and Type NMC cables to certain residential structures and not permit such cables in industrial and commercial buildings.
