HomeMy WebLinkAboutReso 101-1990RESOLUTION NO. 101-90 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFICATION PLAN TO ESTABLISH THE POSITIONS OF ASSISTANT CITY MANAGER AND BUILDING TECHNICIAN BE IT RESOLVED by the City Council of the City of South San Francisco that the Enployee Classification Plan, as amended, is further amended effective ~uly 25, 1990 as follows: 1. Tt~e Class Specification for Assistant City Manager is c~eated, as set forth in Exhibit "A". This position iS included in the Executive Management Employee Group. 2. The Class Specification for Building Technician is c~eated, as set forth in Exhibit "B". This position iS included in AFSCME, Unit A. Haffey None None None . ~ATTEST: y~Cierk ~~ EXHIBIT A TO RESOLUTION NO. 101-90 City of DEFINITI~)N ~outh San Francisco ASSISTANT CITY MANAGER(U) July 1990 Under d~rection, to assist the City Manager by providing coordination of internal City operations; to assist City department heads wi~h a variety of administrative problems; to perform special studies relating to City administration; to act as representative of the C~ty Manager's Office; and to do related work as required. EXAMPLESi OF DUTIES Assists the City Manager by providing coordination of internal City operatiohs; conducts special studies for the City manager as directedl; as assigned, investigates and replies to complaints from private icitizens; works with and assists the City Manager in the development of a variety of plans programs and projects designed for thel betterment of the City Administration including the developmbnt of near-term and long-range City financial planning strategies; assists in preparing total City budget; represents the City andl City Manager in meetings with other City and government personneil; speaks before civic, school, and other groups, investigates, analyzes and prepares reports on a wide variety of City administrative matters for the City Manager and Council, provides! information and briefings to the press relative to news releasesl involving municipal affairs. DESIRABLE QUALIFICATIONS Knowledg!e of: Priinciples, problems, and procedures of public and business administration as applied to the management of a public age!ncy; Orgianization and methods analysis, personnel administration, andl general purchasing and fiscal management; Offiice management principles and procedures, and Ability !to: Ana!lyze and recommend solutions to problems of organization and management; Assista Page 2 As City Manager sist and advise the City Manager on a variety of ministrative, operating, and budgetary problems; Speak and write effectively; Establish and maintain effective and cooperative relationships with the public, City department heads, the press and employees. Experience: Five years of progressively responsible experience with a City or County Government, and Educations: Graduation from a college, or university with a bachelors degree in Public or Business Administration or related field. A master's degree in public administration or a related field is desirable. ASSTCM.SPC City of DEFINIT EXHIBIT B TO RESOLUTION NO. 101-90 South San Francisco BUILDING TECHNICIAN [ON May, 1990 Under 9eneral supervision of the Chief Building Inspector, to performI a variety of responsible and specialized work involving ~ubstan~ial public contact; to provide direct support to the public in the processing of plans and permits at the counter; to enforce building, plumbing, mechanical, electrical, zoning codes and laws; to issue permits and collect fees; and to do related work as require~. DISTINGUISHING CHARACTERISTICS: Incumbelnts in this class shall be capable of disseminating a variety[ of technical information to the public including, building code i~terpretations, building division policies and procedures, zoning !codes and laws. The Building Technician is also responsible for: the intake of permit applications, the issuance of building permits, and their associated record keeping, the intake of plans, their review for completeness and approval, writing letters and other documents, maintaining files, and in-putting daily statistics. EXAMPLE OF DUTIES Provides direct support to the public as an information source on City pQlicies and procedures as they relate to the Building permit process; review submitted plans and applications for completeness and conformance to state and local building code requirements; reads and interprets plans to perform the less complicated plan checks land approvals at the counter; provides the applicants with information on completing the various permit applications; responds to requests for information on state and local building code regulations, procedures and policies; calculates and collects plan check and permit fees, issues receipts and permits; checks the addresses and parcel numbers for any previous work or department actions regarding the property; verifies contractor's and subcon~ractor's workman compensation insurance coverage and business licenses; routes various sets of plans to appropriate departments/divisions for approval; verifies that other pertinent divisions have approved the project prior to permit issuance; maintains Division plan check records; and provides plan check support to the Division and other duties as needed. BUILDIN( TECHNICIAN Page 2 LICENSE PossessJ.on of an appropriate California Driver's License issued by the State Department of Motor Vehicles. DESIRABLE QUALIFICATIONS Knowledge of: Construction procedures, tools and materials; accepted safety standards in building construction work; building codes and State regulations; and principles, practices and methods of buSlding plan check and Ability!to: Deal effectively with public; learn specific provisions of applicable codes, ordinances and regulations enforceable by the City; employ good judgement and make sound decisions in accordance with codes, ordinances and established procedure and policy; read and interpret diagrams, plans, specifications and standard installation practices; make arithmetical computations rapidly and accurately; communicate clearly and concisely, orally and in writing; establish and maintain cooperative working relationships with engineers, architects, contractors and the general public; and establish and maintain accurate records and project files EXPERIENCE AND EDUCATION A patteirn of education and experience most likely to represent these k~owledges and abilities would be any combination equivalent to- A idegree in Building Inspection Technology and one year experience in a public agency performing similar building permit issuance tasks; or two years experience with a public agency as stated, may be substituted for degree in Building InSpection. I.C.B.Oi certification as a plan checker or combination building inspector is desireable.
