HomeMy WebLinkAboutReso 38-1989RESOLUTION NO. 38-89 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFICATION PLAN TO ESTABLISH THE POSITIONS OF DIRECTOR OF PUBLIC WORKS, DIRECTOR OF ECONOMIC AND COMMUNITY DEVELOPMENT AND CDBG COORDINATOR AND CHANGING THE TITLE OF DIRECTOR OF RECREATION AND COMMUNITY SERVICES TO DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES BE IT RESOLVED by the City Council of the City of South San Francisco that the Employee Classification Plan, as amended, is further amended effective April 1, 1989 as follows: 1. The Class Specification for Director of Public Works is created, as set forth in Exhibit "A". This position is included in the Executive Management Employee Group, with a five step salary range of $5269-$6404 per month. 2. The Class Specification for Director of Economic and Community Development is created, as set forth in Exhibit "B". This position is included in the Executive Management Employee Group, with a five step salary range'of $5269-$6404 per month. 3. The Class Specification for CDBG Coordinator is created, as set forth in Exhibit "C". This position is included in the Management and Confidential Employee Group, with a five step salary range of $3391-$4123 per month. 4. The Class Specification for Economic Development Coordinator is created, as set forth in Exhibit "D". This position is included in the Management and Confidential Employee Group, with a five step salary range of $3392-$4123 per month. 5. The Class Specification for Director of Recreation and Community Services is changed to Director of Parks, Recreation and Community Services, as set forth in Exhibit "E". Haffey, Gus Nicolopulos, and Mayor Roberta Cerri Teglia None None None -2- EXHIBIT A TO RESOLUTION NO. 38-89 March 1989 DIRECTOR OF PUBLIC WORKS (U) DEFINITION Under direction of the City Manager, performs difficult, highly responsible management duties of a professional nature in directing and administering public works activities; does related work as required. EXAMPLES OF DUTIES Plans, organizes and gives overall direction to the work of the public ~works service areas and supervises the activities of the Engineering, WQCP and Public Works Divisions. Has responsibility for the budget and personnel of the three divisions; prepares administrative and engineering reports/studies; establishes criteria for design and construction of public works projects; oversees preparation of specifications and the obtaining of bids for construction and maintenance projects; attends public meetings, makes presentations and confers with the City Manager on formulating the City's Capital Improvement Program; organizes and coordinates departmental activities with other City departments and outside agencies to ensure departmental and City goals are achieved; advises and speaks before the City Council and various community organizations on various public works issues. DESIRABLE QUALIFICATIONS: KNOWLEDGE OF: Principles and practices of public administration; civil engineering principles and practices as applied to the field of municipal public works, including planning and development, design, construction, operations and maintenance; technical, legal, financial and public relations problems involved in the conduct of a municipal public works program; methods of preparing designs, plans, specifications, estimates, reports and recommendations relating to municipal utilities. ABILITY TO: Analyze difficult programs and to develop a positive course of action; demonstrate sound, professional judgment and to reason logically and think imaginatively and creatively; communicate with others; direct the preparation of clear, concise reports; develop good public relations. EXHIBIT "A" Director of Public Works Page 2 EDUCATION: Graduation from an accredited college with coursework in Engineering, Planning, Public Administration or a related field. Graduate work in Public Administration or a masters degree in Public Administration is preferred; and EXPERIENCE: Five (5) years experience in the Municipal Public Works/Engineering field of which three (3) years must be in a management or administrative capacity. or Any equivalent experience, education and training which provides the required knowledge, skills and abilities. LICENSE: Possession of a valid California Driver's License. Possession of a valid certification of registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers is desirable. EXHIBIT B TO RESOLUTION NO. 38-89 CITY OF SOU~ S~%N i~3~NCISCO March 1989 DIRECTOR OF ECONOMIC AND COMMUNITY DEVELOPMENT (U) DEFINITION: Under direction of the City Manager, directs the staff and programs of the Department of Economic and Community Development, consisting of the divisions of Economic Development, Community Development Block Grant, Planning and Building; does related work as required. EXAMPLES OF DUTIES: Plans and directs all activities in connection with industrial, commercial and residential community development which include planning and zoning administration, economic development, redevelopment, transportation and code compliance; directs the development of policies, procedures, rules and regulations for the operation of the department; directs the preparation and administration of the department work program and budget; develops departmental goals and objectives and, based on priorities, directs programs and projects to accomplish same; organizes and coordinates departmental activities with other City departments and outside agencies to ensure departmental and City goals are achieved; oversees the selection of depar{mental personnel; directly supervises the departmental administrative staff responsible for Economic and Community Development functions; provides technical assistance to and attends meetings of the RedeVelopment Agency; advises and speaks before the City Councilland various community organizations on both general and technical Economic and Community Development'matters. MINIMUM QUALIFICATIONS: KNOWLEDGE OF: Modern administrative and management principles, practices, procedures and techniques, particularly as applied to the overall management of~ all phases of economic and community development; overall management of community development issues and planning law; statistical feasibility analysis methods as applied to economic and community development projects; land economics; real estate development practices. ABILITY TO: Communicate effectively; solve problems; respond to tight schedules and pressures; maintain effective working relationships with policy makers, administrative personnel, subordinates and general public; write and present clear, concise and comprehensive reports; establish objectives and maintain accountability; properly interpret and make decisions in accordance with pertinent laws, rules, regulations, and policies. EXHIBIT Director of Economic and Community Development Page 2 EXPERIENCE: Five (5) years progressively responsible experience in municipal management and Economic and Community Development, including three (3) years in a supervisory capacity. EDUCATION: Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in planning, economics, business or public administration. A Master's Degree in planning, public administration, business, or a related field is desirable. or A combination of experience, education and training which provides the required knowledge, skills and abilities of the position. LICENSE: Possession of a valid California Driver's License. EXHIBIT C TO RESOLUTION ~I0. 38-89 CITY OFI SOUTH SAN FRANCISCO CDBG COORDINATOR (U) March 1989 DEFINITION Under the general direction of the Director of Economic and Community Development, assists in the coordination, direction and implementation of all City activities funded through the Community Development Block Grant (CDBG); does related work as required. EXAMPLES OF DUTIES Prepares annual CDBG budget and application; complies with all federal processing and administrative requirements; collects data, .makes studies, field investigations, explains and enforces federal regulations, and prepares written reports on assigned matters; establishes contacts with representatives of other public agencies and organizations and serves as direct liaison with these agencies/organizations; coordinates program requests from public and administrative sources. MINIMUM QUALIFICATIONS KNOWLEDGE OF: Federal regulations and programs related to the CDBG program, including budgeting, project eligibility, processing, environmental and citizen participation programs; principles and practices of community planning; statistical and research methods and the sources of information and data pertaining to City economic and social composition. ABILITY TO: Prepare effective written reports and recommendations; make verbal reports at public meetings; prepare grant applications and related reports and documentation; obtain and process project funding and deal effectively with staff and the public. EDUCATION: Equivalent to the completion of a Bachelor's Degree in City Planning, Business, Economics, Public Administration or a related field. EXPERIENCE: Three years experience with a Planning Department, Housing Program, Redevelopment Agency, Community Development Department, Grants Department or related area; EXHIBIT "C" Economic Development Coordinator Page 2 or A combination of experience, education and training which provides the required knowledge, skills and abilities of the position. LICENSE: Possession of a valid California Class III Driver's License. EXHIBIT D TO RESOLUTION NO. 38-89 CITY OF SOUTH SAN FRANCISCO March 1989 ECONOMIC DEVELOPMENT COORDINATOR (U) DEFINITION: Under general direction of the Director of Economic and Community Development, assist in the development and management of programs to meet the City,s long- and short-term economic goals and objectives; does related work as required. EXAMPLE OF DUTIES: Perform work assigned on current and long-range development of business retention projects; participate in developing relationships between the City and representatives of private sector development opPortunities; work with and advise the City Manager and members of the City Council on various economic development activities; develop work programs and techniques to be followed for the attraction of new business; support ongoing commercial projects, light industrial and commercial project development, expanded retail development and local labor force enhancement programs; work with relevant economic development groups and organizations at the local, regional, state and national levels; assist in the preparation of marketing and informational materials and the ongoing gathering of data necessary to support the economic development activities 'of the department; support an ongoing process of evaluation and review of program goals, objectives, strategies and plans to ensure the long term ability of the department to accommodate appropriate responses to new or changing issues of opportunities; coordinate economic development strategies for use of redevelopment funds in redevelopment areas; monitor activities in redevelopment areas. MINIMUM QUALIFICATIONS: KNOWLEDGE OF: Principals and practices of marketing/marketing research; economic and commercial development; statistical and research methods and the sources of information and data pertaining to economic development, business retention and labor force enhancement programs; evaluation and analysis of pro formas; the State of California Redevelopment Law; federal and state grant regulations and private sector development techniques. ABILITY TO: Prepare effective written reports and recommendations; make verbal reports at public meetings; deal effectively with the public; establish effective working relationships with staff, City officials and business representatives; provide strong administrative, fiscal management and policy analysis skills. EXHIBIT "D" Economic Development Coordinator Page 2 EDUCATION: Equivalent to a Bachelor's Degree in Business Administration, economics or a related field. EXPERIENCE: Minimum of three (3) years responsible experience in economic development, commercial development, marketing/marketing research which has resulted in familiarity with economic development issues and some~exposure to private-sector development; - or A combination of experience, education and training which provides the required knowledge, skills and abilities of the position. LICENSE: Possession of a valid California Class III Driver's License. EXHIBIT E TO RESOLUTION NO. 38-89 CI?Y OF SOD?B SAN FRANOISCO March 1989 DIRECTOR OF PARKS, RECREATION & COMMUNITY SERVICES (U) DEFINITION Under direction of the City Manager, plans, organizes, and directs the park and recreation activities of the City; supervises and performs recreation and park administration work; lays out and plans for the construction and maintenance of park facilities; does related work as required. EXAMPLES OF DUTIES Plans, organizes, directs, and supervises the park and recreation program of the City; coordinates park and recreation activities with those of other City departments and other park and recreation agencies; evaluates the recreation program and the needs of the community and makes recommendations; coordinates the use of park facilities and participation in recreation programs by school and community groups; evaluates the need for additional park facilities and prepares plans for new parks; interviews and recommends the hiring of the subordinate full-time and part-time personnel; evaluates employee performance; prepares department budget and controls budgetary expenditures; serves as advisor to the Park and Recreation Commission; meets the public and various officials and citizens in furthering the public relations of the department; maintains City facilities. DESIRABLE QUALIFICATIONS KNOWLEDGE OF: The concepts, objectives, and requirements for a recreational program for children, adults, and senior citizens; principles and procedures used in developing and administering a coordinated community recreation and park program; basic park and recreation facility planning principles and problems; community organization and facilities and activities of related agencies; ABILITY TO: Supervise and direct the work of park and recreation personnel; plan, coordinate, and direct an overall community park and recreation program; prepare effective written and oral reports; establish and maintain cooperative relationships with those contacted in the course of work. EXPERIENCE: Five (5)years of increasingly responsible full-time professional recreation experience, including at least three (3) years of experience in a supervisory or administrative capacity, and including experience in park planning or maintenance. EXHIBIT "E" Director of Parks, Recreation & Community Services Page 2 EDUCATION: Equivalent to graduation from an accredited four-year college or university with major work in recreation, physical education, or a closely related field; or A combination experience, education and training which provides the required knowledge, skills and abilities of the position. LICENSE: Possession of a valid California Driver's License.
