CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING A PRECISE PLAN AND VESTING
TENTATIVE SUBDIVISION MAP FOR TERRABAY (PHASE I)
WHEREAS, pursuant to the provisions of Chapter 20.63 of the South San
Francisco Municipal Code there has been presented a Precise Plan (PP-88-18)
and a Tentative Vesting Subdivision Map (SA-88-104) for Phase I of the
Terrabay Project, covering two residential neighborhoods (Terrabay Village
and Terrabay Park), a fire station, recreation center, linear park, child
care center, improvements to Hillside Elementary School and various on-site
and off-site improvements including the construction of additional lanes on
Hillside Boulevard; and
WHEREAS, the Planning Director and Planning Commission have reported that
the Precise Plan and Tentative Vesting Subdivision Map are consistent with the
Terrabay Specific Plan and the General Plan and that they are in compliance
with the San Bruno Mountain Habitat Conservation Plan and Agreement and the
Section lO(a) Permit; and
WHEREAS, an Environmental Impact Report peviously has been prepared and
certified for this project in accordance with CEQA Guidelines; and
WHEREAS, the City Council has reviewed and considered all material
presented and concurs in the findings and determinations made by the Planning
Commission; and
WHEREAS, the City Council hereby further finds and determines that:
1. The proposed development and construction standards of the
precise plan are designed to achieve compliance with the development and
construction standards of the Terrabay Specific Plan.
2. The vesting tentative subdivision map is consistent with the
General Plan and is therefore compatible with the objectives, policies, and
general land uses and programs specified in the General Plan.
3. The vesting tentative subdivision map complies with the
requirements of South San Francisco Municipal Code Title 19 (Subdivision
Ordinance) and the requirements of the State Subdivision Map Act.
4. None of the findings set forth in Section 66474 of the
Subdivision Map Act have been made.
5. The discharge of waste from the proposed lots into the City
sewer system will not result in a violation of existing requirements
prescribed by the California Regional Water Quality Control Board.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco that it hereby approves Precise Plan PP-88-18 dated October 7,
1988, prepared by Dahlin Group, and Vesting Tentative Subdivision Map SA-88-104
dated September 22, 1988, prepared by Carroll/Resources Engineering and
Management, subject to the following conditions:
1. The final vesting subdivision map shall be substantially
consistent with the vesting tentative subdivision map.
2. The final vesting map shall comply with all applicable
requirements of South San Francisco Municipal Code Title 19 {Subdivision
Ordinance) and the State Subdivision Map Act.
3. Prior to recordation of the final vesting map the developer
shall comply with all applicable requirements of Precise Plan PP-88-18.
4. The developer shall comply fully with all adopted agreements,
permits, plan, plan amendments, ordinances and other documents pertinent to
the implementation of the Terrabay Project.
51. The developer shall comply fully with all conditions and
requirements imposed by the various City departments and divisions.
6. The developer shall incorporate the comments of the Design
Review Board into the final working drawings, subject to review and approval
by City staff.
7. The developer shall comply with the provisions of Resolution
No. 141-88 which sets forth the City's prevailing wage policy.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at a
