CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE PLACEMENT OF PART
TIME REGULAR AND GRANT FUNDED EMPLOYEES INTO
AFSCME CITY UNIT "A" AND THE MANAGEMENT AND
CONFIDENTIAL EMPLOYEE GROUP
WHEREAS, AFSCME Local 1569 AFL-CIO City Unit "A" petitioned the City
to represent part time regular and grant funded employees as defined in
the Personnel Rules and Regulations of the City of South San Francisco;
and
WHEREAS, the State Mediation and Conciliation Service certified to the
City that AFSCME Unit "A" had obtained signature cards from seventy-six and
one half per cent (76.5%) of the part time regular and grant funded employees;
and
WHEREAS, the City Manager, in his capacity as Municipal Employee Relations
Officer, and in conformance with Section 3.080.090 of the City's Employer-
Employee Relations Ordinance considered the relevant factors in determining
the appropriate representation unit for part time regular and grant funded
employees, which included the community of interest of employees; the effect
of the unit on the efficient operation of the City; the extent to which employees
have simila!r skills, job duties and responsibilities; the effect upon the City's
classification structure of dividing a single classification among two or more
units, and other factors; and
WHEREAS, the City Manager, in his capacity as Municipal Employee Relations
Officer, de%ermined that the part time regular and grant funded employees
listed in Attachment "1" should be placed in AFSCME City Unit "A" with the
exception of the positions of Personnel Clerk and Project Read Director
(Department Head, Project Read), which should be placed in the Management and
Confidential Employee Group.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco that the part time regular and grant funded employees listed in
Attachment "1" shall be placed in AFSCME City Unit "A" with the exception of
the positions of Personnel Clerk and Project Read Director (Department Head,
Project Read), which shall be placed in the Management and Confidential Employee
Group.
BE IT FURTHER RESOLVED that the act of placing said employees into the
appropriate employee representation unit does not carry with it any additional
rights or privileges of employment which they do not now enjoy; but that such
rights or privileges of employment may become the subject of consultation with
the appropriate employee representation unit.
I hereby certify that the foregoing Resolution was regularly introduced and
adopted by the City Council of the City of South San Francisco at a regular
meetin§ held on the 12th day of April , 1989 by the followin§ vote:

the City during the term of this Resolution.
Part Time Regular - An employee hired to fill an authorized
position on a part time basis {a minimum of 20 hours per
week on a continuous year-round basis, however, not to
exceed 1560 hours per fiscal year}.
One position assigned variable rate for assignments
performed as a Library Assistant I and Library Assistant II.
One position assigned 20 hours per week as a part time
regular employee and 15 hours per week as a grant funded
employee.

funds for particular projects or programs and subject to and
governed by the terms of the grant. These appointments are
temporary in nature and employees serve at the discretion of
the Department Head.
