CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION RULING ON WRITTEN AND ORAL OBJECTIONS AND
ADOPTING WRITTEN FINDINGS IN RESPONSE TO WRITTEN
OBJECTIONS RECEIVED FROM AFFECTED PROPERTY OWNERS AND
TAXING ENTITIES AND OVERRULING OBJECTIONS TO THE
PROPOSED REDEVELOPMENT PLAN FOR THE DOWNTOWN/CENTRAL
REDEVELOPMENT PROJECT
WHEREAS, a Redevelopment Plan for the Downtown/Central Redevelopment
Project has been prepared by the Redevelopment Agency of the City of South
San Francisco; and
WHEREAS, on June 14, 1989, a duly noticed joint public hearing on the
proposed Redevelopment Plan was conducted by the City Council and the
Redevelopment Agency of the City of South San Francisco; and
WHEREAS, any and all persons having any objections to the proposed
Redevelopment Plan or who deny the existence of blight in the Project Area,
or the regularity of the prior proceedings, were given an opportunity to
submit written comments prior to the commencement of the joint public hearing,
or to give oral testimony at the joint public hearing, and show cause why the
proposed Redevelopment Plan should not be adopted; and
WHEREAS, written objections were received from affected property owners
and taxing entities and the City Council directed Agency staff to respond to
such written objections in detail, giving reasons for not accepting specified
objections~ and suggestions; and the City Council has reviewed such responses;
and
WHEREAS, the City Council has heard and considered all evidence, both
written and oral, presented in support of and in opposition to the adoption
of the Redevelopment Plan for the Downtown/Central Redevelopment Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San FranciSco that all persons have had the opportunity to be heard or to file
written objection to the proposed Redevelopment Plan for the Downtown/Central
Redevelopment Project and to the regularity of the proceedings with respect
to the proposed Redevelopment Plan, and having heard and reviewed such oral
and written objections, the City Council hereby makes findings in response to
each written objection as set forth in Attachment "A" and determines that there
are compelling reasons to justify adoption of the Redevelopment Plan as proposed,
notwithstanding such written and oral objections.
BE IT FURTHER RESOLVED that the City Council and the Redevelopment Agency
of the City of South San Francisco have duly complied with all the provisions,
requirements and procedures of the California Community Redevelopment Law
IHealth & Safety Code, Section 33000 et seq.) relating to the preparation and
adoption iof the Redevelopment Plan for the Downtown/Central Redevelopment
Project a~nd the City Council, accordingly, overrules any and all objections
to the adioption of the Redevelopment Plan for the Downtown/Central Redevelopment
Project.
I hereby certify that the foregoing Resolution was regularly introduced and
adopted by the City Council of the City of South San Francisco at a regular
meeting held on the 28th day of June
, 1989 by the following vote:
