CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING APPLICATION FOR LIBRARY
SERVICES AND CONSTRUCTION ACT GRANT FUNDS FROM THE
CALIFORNIA STATE LIBRARY (PROYECTO ALCANCE: YEAR 2)
WHEREAS, Congress, by enacting Public Law 84-597, as amended' has made
available.funds in the form of formula grants for library services and
construction; and
WHEREAS, these funds may be used for books and other library materials,
library equipment, salaries and other operating expenses; and
WHEREAS, the South San Francisco Public Library has developed a project
entitled "Proyecto Alcante: Year 2" to develop a link with the Hispanic
Community,served by the Grand Avenue Library by expanding: {1) special
classroom~visits to junior high age students in the neighborhood; (2) a
homework assistance center at the Grand Avenue library, staffed by an
Outreach Assistant and trained volunteers; (3) a parents'/students' program
series at the library to reinforce the classroom presentations and provide
an awards ceremony for those who complete the year's activities; (4) a
People Index of Hispanic professionals, artists, craftspeople, and community
contacts who can be drawn upon as resources; and (5) an English/Spanish
resource directory of community services.
WHEREAS, it appears that this program is eligible to receive Library
Services and Construction Grant Act funds;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South
San Francisco that the City Librarian is hereby authorized to make
application for Library Services and Construction Grant funds in the amount
of Fifty Four Thousand Eight Hundred Eighty Three Dollars ($54,883.00) to
implementthe program as set forth in Exhibit "A" attached.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at a
reguliar meeting held on the 26th day of July , 1989, by
the following vote:

The goal of Proyecto Alcance:Year 2 is to build upon the
successes of the First year and to expand the Focus of the
program to target groups not specifically addressed during the
First year of the program.
During the First year intensive outreach efforts were Focused
upon elementary age students, preschoolers and day care center
enrollees and their Families in the Grand Avenue library service
area. A Spanish videotape was produced to introduce Families to
the library and its services. Hospitality events introduced the
neighborhood to the library tn warm, friendly, culturally
significant ways. Students, preschoolers and adult ESL students
received special introductions to the library and special tours
and programs. Over three hundred new cards have been issued.
The Proyecto advisory group helped us determine the main
objectives of the second year: 1) special classroom visits to
junior high age students in the neighborhood; 2) a homework
assistance center at the Grand Avenue library, staffed by an
Outreach Assistant and volunteers; 3) a parents'/students'
program series at the library to reinforce the classroom
presentations and provide an awards ceremony for those who
complete the year's activities; 4) a People lnde~ of Hispanic
professionals, artists, craFtspeople, and community contacts who
can be drawn upon as resources; and 5) an English/Spanish
resource directory of community agencies.
Evaluation will consist of monitoring accomplishment of
activities outlined, continued monitoring of registration and
circulation statistics, meeting goals of number of volunteers
trained and attendance at presentations. Presentations will be
evaluated by attendees on forms distributed at the event.
Community reaction and support will also be measured through the
effort to raise $1000 for the program. Principal and teachers
will evaluate the presentations and homework assistance program
at midpoint and end.
