HomeMy WebLinkAboutReso 104-1988RESOLUTION NO. 104-88 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFICATION PLAN TO ESTABLISH THE POSITIONS OF FIRE EDUCATION SPECIALIST AND FIRE SAFETY SPECIALIST BE IT RESOLVED by the City Council of the City of South San Francisco that the Employee Classification Plan, as amended, is further amended effective July 1, 1988 as follows: 1. The Class Specification for Fire Education Specialist is created, as set forth in Exhibit "A". This position is included in Unit A at a salary range of 1850-2249 per month. 2. The Class Specification for Fire Safety Specialist is created, as set forth in Exhibit "B". The position is included in Unit A at a salary range of 1750-2128 per month. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 27th day of July , 1988, by the following vote: AYES: NOES: ABSTAIN: ABSENT: Councilmembers Mark N. Haffey, Gus Nicolopulos, and Roberta Cerri Teglia None None Councilmember Jack Drago EXHIBIT "A" RESOLUTION NO. 104-88 CITY OF SOUTH SAN FRANCISCO FIRE EDUCATION SPECIALIST JULY 1988 DEFINITION Under supervision of the Fire Marshal, performs fire prevention activities related to the educational aspect of public and private instruction. Performs other duties as assigned. DISTINGUISHING CHARACTERISTICS This is an entry level classification which excludes firefighting duties and is not a public safety position. This position specializes in development, implementation, and instruction of Fire Prevention Safety Programs. This is a 40 hour per week position, but a flexible schedule may be required to accommodate the responsibilities of the position. EXAMPLE OF DUTIES Develops, implements, and instructs Fire Prevention Safety Programs for elementary and secondary schools; prepares materials for and delivers lectures and demonstrations to the public sector relative to providing fire and safety education; formulates lesson plans, develops standards and teaches; utilizes audio/visual and related equipment; assists in the development of Fire Prevention expertise for suppression personnel; assists in evaluating programs and related equipment; analyzes and develops record systems; participates in related groups and committees as needed; maintains effective public relations that would include addressing private and public gatherings. LICENSE(s) Possession of a valid California Class III operators license issued by the State Department of Motor Vehicles. Drivers license must be maintained as a condition of employment. QUALIFICATIONS Knowledge of: Principles, practices, and procedures of modern teaching techniques - Various audio/visual techniques and equipment - Effective communication techniques SOUTH SAN FRANCISCO FIRE EDUCATION SPECIALIST Page 2 QUALIFICATIONS Ability to: - Communicate effectively with children of all ages. - Coordinate, participate, and deliver educational programs. - Communicate with persons of all ages. - Understand and comply with the rules and regulations of the City of South San Francisco and the South San Francisco Fire Department. - Establish and maintain relationships with those contacted in the course of work. - Prepare clear, concise, and complete oral and written reports. - Spanish speaking ability is desirable. EDUCATION AND EXPERIENCE Experience: One year's experience in the field of teaching on a full or part-time basis. Education: A bachelor of arts degree and a multiple subject teaching credential from an accredited institution. EDUCATION AND EXPERIENCE NOTE: The education and experience is as shown above. However, persons having any combination of education and experience equivalent to two years work in this field may be considered. CITY OF SOUTH SAN FRANCISCO Exhibit "B" RESOLUTION NO. 104-88 JULY 1988 FIRE SAFETY SPECIALIST DEFINITION Under supervision of the Fire Marshal, conducts safety inspections, reviews building plans to insure proper fire protection, investigates the cause of incidents and origin of fire, assists with public awareness programs, and does related work as required. DISTINGUISHING CHARACTERISTICS This is an entry level classification which excludes firefighting duties and is not a public safety position. This position specializes in conducting safety inspections, reviewing plans, and performs investigations of a routine to moderate complexity. This is a 40 hour per week position but a flexible schedule may be required to accommodate the responsibilities of the position. EXAMPLES OF DUTIES Enforces all applicable fire prevention codes, regulations and ordinances; personally inspects structures and occupancies of all types; issues citations and notices of code violations; investigates cause and origin of emergency incidents; investigates and resolves complaints relative to fire and safety hazards; assists in public awareness programs; reviews plans for compliance with recognized regulations. Performs other related duties as assigned. LICENSE(s) Possession of a valid California Class III operators license issued by the State Department of Motor Vehicles. Drivers license must be maintained as a condition of employment. May be required to undergo psychological and polygraph examinations and successfully complete PC 832. QUALIFICATIONS Knowledge of: Fire prevention and safety methods, programs and equipment and familiarity with the engineering, enforcement and educational facets of prevention and safety work. SOUTH SAN FRANCISCO FIRE SAFETY SPECIALIST Page 2 Fire behavior as it relates to building construction, fire protection systems, equipment, and devices. - Effective communication techniques. Ability to: Understand and comply with the rules and regulations of the City of South San Francisco and the South San Francisco Fire Department. - Recognize fire and safety hazards. Prepare clear, concise, and complete oral and written reports. - Understand and carry out oral and written directions. Establish and maintain cooperative relationships with those contacted in the course of work. - Spanish speaking ability is desirable. EDUCATION AND EXPERIENCE Experience: One year's experience in safety, building, or fire prevention inspections or in a capacity which clearly demonstrates the ability to perform the required duties. Education: An Associate Degree in Fire Science, or a degree in a related field which matches the training necessary to possess the required knowledge and abilities.
