HomeMy WebLinkAboutReso 136-1988RESOLUTION NO. 136-88 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING THE AMENDMENT OF THE STATEMENT OF OBJECTIVES AND PROJECTED USE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR FISCAL YEAR 1988-89 WHEREAS, on May 25, 1988 by Resolution No. 65-88 the City Council approved the 1988-89 Community Development Block Grant (CDBG) Program and Statement of Community Development Objectives and Projected Use of Funds (budget); and WHEREAS, the City wishes to reprogram additional unexpended funds and program income from Fiscal Year 1987-88 in the amount of Thirty-Six Thousand Six Hundred Ninety-Eight Dollars ($36,698), and wishes to reallocate funds previously reserved for Public Services Contingencies in the amount of Five Thousand Three Hundred Dollars ($5,300); NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that it hereby approves the "Amended Statement of Objectives and Projected Use of Community Development Block Grant Funds for Fiscal Year 1988-89" and authorizes the City Manager to submit the Statement to the Department of Housing and Urban Development, along with any additional information required. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 9th day of November , 1988, by the following vote: AYES: Councilmembers Mark N. Haffey, Gus Nicolopulos, Roberta Cerri Teglia, and Jack Drago NOES: None ABSTAIN: None ABSENT: None ATTACHMENT TO RESOLUTION NO. 136-88 CITY OF SOUTH SAN FRANCISCO AMENDED STATEMENT OF OBJECTIVES AND PNOJECTED USE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR FISCAL YEAR 1988-89 II. STATEMENT OF OBJECTIVES The City of South San Francisco enters into its fourth year as an Entitlement Community in the Federal Community Development Block Grant Program with $458,000 in new entitlement funds available for Fiscal Year 1988-89. In addition, $44,604 in program income and $27,929 in unexpended funds from the 1987-88 fiscal year will be available for 1988-89 programs, bringing the to%al amount of funds available for 1988-89 to $530,533. The City of South San Francisco Community Development Block Grant Plan for 1988-89 contains five basic objectives. The projects contained in this Proposed Statement address all of these objectives as follows: Address housing needs of targeted groups of residents. 2. Equal opportunity for housing. Ensure improved living environment in residential and commercial neighborhoods. Ensure adequacy of social services to low and moderate-income persons. 5. Maintain and improve public facilities. The following section outlines the projects proposed to be implemented with 1988-89 funds. All projects meet the national objective of benefiting low and moderate income persons. All proposed activities address at least one of the City's objectives. PROJECTED USE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR FISCAL YEAR 1988-89. Senior Day Care - $27,400 - Citywide - Objective #4 Funds will be used to subsidize the costs of providing day care services to lower-income senior citizens. The Senior Day Care Program, operated by the City, provides social, educational, and recreational activities for frail or chronically impaired seniors. Neighborhood Services Center - $15,000 - Citywide - Objective #4 The North Peninsula Neighborhood Services Center will receive funds for the provision of social services, including emergency financial assistance, emergency food and lodging, crisis intervention, and employment and housing services. Friends to Parents - $9,000 - Citywide - Objective #4 These funds will be used for the provision of day care services to infants at the ch~ldcare center operated by Friends to Parents. Center for Independence of the Disabled (Social Services) - $2,000 - Citywide - Objective #4 These funds will be used for social services for disabled persons, including counseling, the development of independent living skills, and homecare/respite assistance. Project REACH - $10,000 - Citywide - Objective #4 This project will provide for recreational services to disabled children. Downtown Commercial Rehabilitation - $200,000 - Downtown Target Area - Objective #3 This program will provide funds for rehabilitation of commercial buildings in the downtown area. Downtown Street Improvements - $100,114 - Downtown Target Area - Objective #3 and #5 This project will provide for rehabilitation of the City's downtown alleys, including repaying and related improvements. Housing Rehabilitation/Development - $86,019 - Downtown Target Area and Citywide - Objective #1 & #3 This project will continue the City's housing rehabilitation program, and enable the City to utilize not only CDBG funds, but funds from the HUD Rental Rehabilitation Program and Section 312 Program, in its rehabilitation efforts. Primary consideration for rehabilitation assistance will be given to residents of the City's Downtown Target Area, with secondary consideration going to residents of other areas of the City. In addition to rehabilitation, the City will explore the development of ownership housing for low and moderate-income families in the target area. Senior Home Repair Program - $10,000 - Citywide - Objective #1 This project will fund a minor home repair service for seniors. Specific services include plumbing, electrical, painting, carpentry, roof repairs, and masonry work. Fees will be charged on a sliding scale dependent upon the income of the client. Center for Independence of the Disabled (Housing Accelssibility Modifications) - $15,000 - Citywide - Objective #1 This project will provide housing accessibility modifications (grab bars, railings, ramps, etc.) in the homes of handicapped persons. Operation Sentinel (Fair Housing Services) - $6,000 - Citywide - Objective #1 & #2 These funds will be utilized to provide fair housing information and mediation services to residents of South San Francisco, investigate complaints of housing discrimination of all types, and provide fair housing education services to landlords and tenants. Program Management - $50,000 These funds will be utilized for consulting services in the overall operation and management of the CDBG program, including the monitoring of subgrantees, for the Federally- required program audit, and for miscellaneous office expenses in connection with the administration of the program. Since July 1, 1988 CID has provided 66 modifications in 18 South San Francisco households. These numbers far exceed our current contract goals. Due to this level of need we have currently expended the $5,000.00 allocated by the city Council for this program. .As you remember the City Council did agree to an additional $5,000.00 if the need indicated in South San Francisco warranted these additional funds. I am hoping the City Council will consider a request for an additional $10,000.00. I have had discussions with San Mateo County HCD and other agencies indicating because the H~M program assures continuing low income housing to low income residents this program would meet the requirements for 20% housing set aside funds. I hope that with the proven need in South San Francisco, and with the possibility of this new source of funds, that the City Council will honor this request for an additional $10,000.00.
