HomeMy WebLinkAboutReso 137-1988 RESOLUTION NO. 137-88 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE PERSONNEL RULES AND REGULATIONS MANUAL, 1980 EDITION, WITH REGARD TO CATEGORIES OF EMPLOYEES BE IT RESOLVED by the City Council of the City of South San Francisco that the City of South San Francisco Personnel Rules and Regulations Manual, 1980 Edition is hereby amended as provided in the attached Exhibit "A". BE IT FURTHER RESOLVED that to facilitate possible labor relations organization, all individuals employed as of or after the date of City Council adoption of this resolution shall be defined as specified in the amendments, but that no benefits or privileges of employment result from the adoption of definitional categories. Addiego, Richard A. Haffey, Gus Nicolopulos, Roberta Cerri Teglia, and Jack Drago None None None EXHIBIT A TO RESOLUTION NO. 137-88 CITY OF SOUTH SAN FRANCISCO PERSONNEL RULES AND REGULATIONS RULE 1. PURPOSE AND DEFINITIONS 1.16 EMPLOYEE CATEGORIES Full-Time Regular - An employee hired to fill an authorized position on a full-time basis (40 hours per week or 2080 per fiscal year except as otherwise authorized by the appropriate Memorandum of Understanding or other approved compensation program, or other Council action). Grant Funded - An employee hired pursuant to a grant of funds for particular projects or programs and subject to and governed by the terms of the grant. These appointments are indefinite in nature and employees serve at the discretion of the Department Head. Part-Time Public Safety - An employee hired to fill varied public safety positions such as Police Reserve Officer and School Crossing Guard. The hours and scheduling for such employees to be determined by Department requirements. Part-Time Regular - An employee hired to fill an authorized position on a part-time basis (a minimum of 20 hours per week on a continuous year-round basis, however, not to exceed 1560 hours per fiscal year). Temporary or Hourly - An employee hired to fill a position on a temporary or hourly basis at the discretion of the Department Head, not to exceed 1040 hours per fiscal year, unless extended by the Personnel Board. 1.38 PART-TIME EMPLOYEE (Deleted) RULE 5. HOURS OF WORK, OVERTIME AND PREMIUM PAY 5.01 HOURS OF WORK ae Work Day - The regular, straight time workday for Full-Time Regular employees shall consist of eight (8) hours within a nine (9) hour period except as may be provided for employees assigned to continuous operations, (i.e., operations which must be manned twenty-four (24) hours per day and seven (7) days per week) or as otherwise approved by the appointing authority or provided for by the appropriate Memorandum of Understanding or other approved compensation programs. OCTOBER 1988 be Work Week - The regular, straight time workweek for Full-Time Regular Employees shall consist of forty (40) hours in a period of five (5) consecutive days except as may be provided for employees assigned to continuous operations as defined above or as otherwise approved by the appointing authority or provided for by the appropriate Memorandum of Understanding or other approved compensation program. Ce Meal Period - Except for personnel assigned to continuous operations, a meal period of thirty to sixty (30 to 60) minutes shall be provided all Full-Time Regular employees to be scheduled approximately midway through the regular eight-hour workday, subject to Department Head approval. Scheduling (Deleted) RULE 10 EMPLOYMENT APPOINTMENTS 10.06 TEMPORARY APPOINTMENTS In cases where the immediate employment of an employee is necessary to the Department, the appointing authority shall have the power to make a temporary appointment for a limited duration not to exceed 1040 hours per fiscal year, unless extended by the Personnel Board. Employees hired on a temporary basis shall be notified, in writing, that such appointment is of temporary nature and does not entitle them to preference or right to a permanent position. Temporary employees shall not accumulate sick leave, vacation leave, be paid for holidays or have the right of appeal. -2- OCTOBER 1988
