HomeMy WebLinkAboutReso 123-1987 RESOLUTION NO. 123-87 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFICATION PLAN TO CREATE THE POSITION OF ADMINISTRATIVE SERVICES OFFICER BE IT RESOLVED by the City Council of the City of South San Francisco that the E~ployee Classification Plan, as amended, is further amended effec- tive November 25, 1987 as follows: The position and Class Specification of Purchasing Officer is revised to that of Administrative Services Officer as set forth in Exhibit "1". This position iS to be allocated to the Management and Confidential Employee Group at COntrol Point 34. Haffey, Gus Nicolopulos, Roberta Cerri Teglia, and Jack Drago NOES: N ABSTAIN: N ABSENT: N Dne one one EXHIBIT I TO RESOLUTION NO. 123-87 Exhibit 1 Nov 1987 ADMINISTRATIVE SERVICES OFFICER DEFINIT] ON Ur~der direction, to plan organize and direct the City's Purchasing system; to procure a wide variety of materials, supplies and services for all City Departments, to be responsible for computer operation maintenance, supervises clerical and print shop employees, does related work as required. EXAMPLES OF DUTIES consults with departmental personnel regarding adequacy of specifiqations for materials to be purchased, reviews requisitions regarding item description, quantity and compliance with City's purchasing policies and procedures; interviews and corresponds with vendors; determines whether items and materials meet specifications and standards; prepares specifications and notices ifor informal and advertised bids; received, checks and evaluates informal bids and awards purchase orders; tabulates results iof formal bids; advises Council on acceptance of bids; maintains information on a variety of publications, vendors catalogs and supply literature for new products and processes; keeps records and maintains current market information; supervises print shop and stationery stores operation, mail service iand the City's information phone. Serves as Acting Director in Finance Director's absence. Would oversee computer operation and maintenance functions and assist with software implementation. DESIRABLE QUALIFICATIONS Knowledge Of: In Idepth purchasing functions including objectives, purposes and procedures; Legal influences and ethical practices as relates to City Purchasing; SeLection of supply sources, marketing practices, commodity pricing methods and discounts; Evaluating supplies and services; SuPervisory practices and procedures. GoVernmental management and the principles and practices of municipal finance. BaSic data processing concepts for IBM System 36 or similar computer and payroll and accounting software. IMB Personal Computer; related software and networking with SyStem 36 IIII [ ~ Ability to: Plan, direct and coordinate the purchasing activities of the city; Develop specifications and secure competitive bids. Supervise the work of subordinate employees; Keep accurate records and prepare required reports; Establish and maintain cooperative relationships with those contacted in the course of work. Plan, direct and coordinate the data processing operations oflthe City. Serve as Acting Finance Director in Director's absence. ED UCATI ON Graduation from college with major course of study in BuSiness Administration, Data Processing or closely related subject, MBA preferred. EXPERIENCE Twa (2) years responsible experience in purchasing. Two (2) years responsible experience in Data Processing and fir~ancial management. At least one year of the above experience must be in a supervisory capacity. LICENSE PoSsession of a valid, appropriate State of California Driver's License. IIII Ill [ ~
