HomeMy WebLinkAboutReso 7-1988RESOLUTION NO. 7-88 CITY ~OUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION ACCEPTING AND APPROVING AN AGREEMENT BETWEEN THE CITY OF SOUTH SAN FRANCISCO AND THE SOUTH SAN FRANCISCO POLICE OFFICERS' ASSOCIATION, UNIT C, FOR THE PERIOD JANUARY 1, 1987, THROUGH DECEMBER 31, 1989 WHEREAS, the City Council of the City of South San Francisco has recognized the South San Francisco Police Officers' Association as the employee Organization representing a majority of those employees working in classifications in representation of unit c; and WHEREAS, the representative of the City and the representatives of the SouthiSan Francisco Police Officers' Association have personally met and conferred and freely exchanged information, opinions and proposals! and WHEREAS, the representative of the City and the representatives of the South!San Francisco Police Officers' Association have reached agreement ion those wages, hours and conditions of employment which are to be in effect during the period January 1, 1987, through December 31, 1989, for iemployees in representation Unit C; and WHEREAS, the representative of the City and the representatives of the South!San Francisco Police Officers' Association have jointly prepared an agreement; and WHEREAS, the City's representative recommends that the agreement be accepted and approved by the City Council; NOW,!THEREFORE, BE IT RESOLVED by the City Council of the City of South SaniFrancisco that it accepts and approves the agreement between the City Of South San Francisco and the South San Francisco Police Officers' Association, attached as Exhibit "1," which sets forth those wages, hoUrs and conditions of employment to be in effect during the period January 1, 1987, through December 31, 1989, for employees working i~ classifications in representation Unit C, and which shall be binding upon the City, upon the South San Francisco Police Officer's Associatian and upon the employees covered therein. . . · , . Hafner, Gus Nicolopulos, Roberta Cerri Te.qlia, and Jack Draqo NOES: Noine ABSTAIN: N0ine ABSENT: N01ne ~'ATTEST: ~ ~ ~ EXHIBIT 1 TO RESOLUTION NO. 7-88 AGREEMENT BETWEEN THE SOUTH SAN FRANCISCO POLICE OFFICERS' ASSOCIATION/UNIT C, AND THE CITY OF SOUTH SAN FRANCISCO The parties having met and negotiated pursuant to Government Code Section 3500 et seq. do hereby agree to the following changes to the Memorandum of Understanding in the terms and conditions of employment from the date of this agreement to December 31, 1989: Term:i Except for the salary provisions, the terms of the agreement will extend from the date of execution to December 31, 1989., Wages: Article IA, Section 1 of the Memorandum of Understanding for Sworn Personnel, and Article 2 Section 1 of the Memorandum of Understanding for Nonsworn Personnel will be expanded to include the f!ollowing: "Effective with the pay period including January 1, 1987, the salary schedule for all Unit members will be increased by three percent (3%). Effective with the pay period including January 1, 1988,1 the salary schedule for all Unit Members will be increased by a~ additional two percent (2%); and effective with the pay period including July 1, 1988, the salary schedule for all Unit members will be increased by an additional two percent (2%)." "Effective with the pay period including January 1, 1989, the salary schedule for all Unit Members will be increased by an additional two percent (2%) and effective with the pay period including July 1, 1989, the salary schedule for all Unit Members willibe increased by an additional three percent (3%)." StepS: a) Article 1 B of the Memorandum of Understanding for Sworn Personnel will be revised to reflect that Step 1 is elimLnated and Steps 11 through 16 shall be reduced to reflect six month intervals commencing January 1, 1988 for the classification of POlice Officer. Commencing January 1, 1989, a six year seven step pay scale will be implemented for the classification of Police Officer. The salary range shall consist of six equal steps starting with base or entry level step with the highest step commencing at the start of the sixth year. The pay steps shall become effective on the anniversary date of the Officer. Example: Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 Step 7 Entry Level 1 Year Anniversary 2 Year Anniversary 3 Year Anniversary 4 Year Anniversary 5 Year Anniversary 6 Year Anniversary e Effec'~ive January 1, 1989, all employees in the classification of Police officer shall have their pay rate adjusted to correspond to their respective years in service as of that date, and shall have their pay rates increased on their subsequent anniversary dates. Any 0~ficer at a higher rate will not have his or her pay reduced. The n~w salary structure shall be based on the salary structure in effec~ for the contract year 1988, with entry level Police Officer beingl at Step one (1) and the highest year being Step eighteen (18).! All wage percentage increases shall adjust to those rates. : b) Article 2, Section 1 Appendix A for Nonsworn Personnel shalli be revised to reflect that Steps 9 and 11 for the class!ifications of P.S.T., Police Clerk and Senior Police Clerk shal~ be compressed from the present 36 months down to 24 months commencing January 1, 1988; and that Steps 9 and 11 shall be compressed from 24 months down to 12 months commencing January 1, 1989.1 Holidays: Article 3 of the Memorandum of Understanding for Sworn Personnel shall be revised to reflect the addition of a Discretionary Holiday beginning January 1, 1988, and the following lang~iage shall be added: "B. Discretionary Holiday: Each employee shall be eligible for one full day holiday in addition to the holidays observed by the City. An employee's discretionary holiday may be taken at the discretion of the employee and as approved by the ~Police Chief or the Chief's designee. An employee must take his or her discretionary holiday each calendar year on or before December 13. An employee who has not used his or her discretionary holiday by December 13, shall forfeit the receipt of compensated time or pay for such holiday for that calendar year. An employee whose work schedule prohibited the use of his or her discretionary holiday by December 13 of a calendar year may receive payment for the holiday with the approval of the Police Chief or the Chief's designee." Visi~)n Care Plan: Article 7C of the Memorandum of Understanding for ~worn Personnel and Article 2 Section 3.c of the Memorandum of Understanding for Nonsworn Personnel shall be revised to add the following: ' "1. The Vision Care Plan provided by the City for members of the Unit shall provide for smoked-color eyeglass lenses rather thani rose-tinted eyeglass lenses." 6/3 Work Schedule: The Memorandum of Understanding for Nonsworn PersOnnel shall have the following statement attached: "6/31 Work Schedule The ~ndersigned parties agree that a Committee shall be formed for the pUrpose of studying the feasibility of re-instituting the 6/3 work schedule for Nonsworn Personnel, with a recommendation on the feasibility to be made by June 30, 1988 to the City. The Committee shall be comprised of a Police Management RepreSentative, a Nonsworn Representative, and the Coordinator of LaboriRelations." The Police Officers Association may reserve the rightito have its Labor Representative in attendance. Vacation: Article 9A of the Memorandum of Understanding for Sworn Personnel and Article 3 Section 2A of the Memorandum of Understanding for Nonsworn Personnel shall be revised to reflect the fbllowing accrual rates. 1) Effective January 1, 1988: "Length of ServiCe First through Foiurth years, incluslive Fifth through T~nth years, inclusive Eleventh through Fourteenth years, inclusive F teenth through Twenty-Fourth years, inclusive Twenty-Fifth and Succeeding years ~ 2) Accrual Rate Per Bi-Weekly Pay Period Based on Days Per Year 3.70 Hours 5.54 Hours 6.46 Hours 6.77 Hours 8.31 Hours Effective January 1, 1989: Approx Approx Hours Days Per Year Per Year 96 Hours 12 Days 144 Hours 18 Days 168 Hours 21 Days 176 Hours 22 Days 216 Hours 27 Days First through fourth years, inclusive Fifth through Tenth years, inclusive 3.70 Hours 5.54 Hours 96 Hours 12 Days 144 Hours 18 Days Eleventh through Fourteenth years, inclusive Fifteenth through Twenty-Fourth years, inclusive Twenty-fifth and Succeeding years 6.77 Hours 176 hours 22 Days 7.38 Hours 192 Hours 24 Days 9.23 Hours 240 Hours 30 Days Health Insurance: Article 7 A. of the Memorandum of Understanding for Sworn Personnel and Article 2 3. A. for Nonsworn Personnel will! include the following language: "Ail employees in the Blue Shield major benefits plan agree to transfer into other plans currently offered after representatives from Other plans meet with employees. At that time, the Blue Shield major benefits plan shall be removed from the list of medical plans offered by the City for members of the Police Officers Association." For Date: Date:
