HomeMy WebLinkAboutReso 16-1988RESOLUTION NO. 16-88 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION COMMENDING JAMES FRANKLIN SWINFARD WHEREAS, James F. Swinfard retired in December 1987 after serving the City for thirty-one (31) years; and WHEREAS, Jim began work for the City in December 1956 as a Police Officer, was appointed a Motorcycle Officer in May 1958, became a Detective in May 1962, advanced to Sergeant in February 1964, assumed the responsibilities of Training Sergeant January 1970, and attained the rank of Captain in November 1971 and served in that capacity until his retirement; and WHEREAS, during his progression through the ranks Jim obtained fifty-seven (57) certificates of completion of various subjects, including the State Teacher's Certificate for Technical Studies and graduation from the Federal Bureau of Investigation National Academy; and WHEREAS, throughout his career he served on a wide number of departmental committess, including Career Development Committee, Employee Assistance Program, Employee Evaluation Process, Police Department Rules and Regulations Revision, Warrior Booster Club, and Blood Bank Committee (Chairman); and WHEREAS, Jim was active in the Police Athletic League as both an Officer and with the Drum and Bugle Corps; and WHEREAS, during his tenure with the City Jim has been involved in a number of community organizations, and has served on the North County Mental Health Advisory Board, the Criminal Justice Council Mental Health Advisory Board, as a San Mateo County Human Relations Commission and as both Past President and District Officer for the Lions Club; and WHEREAS, Jim has always been a conscientious employee who took special pride in his ability to function best in emergency situations; and WHEREAS, while he pursues his personal interests of photography, music and motorcycle touring, Jim will be missed as a member of the management team and a congenial coworker; and WHEREAS, everyone wishes Jim well on his retirement and hopes he attains his goals of returning to college and traveling; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that it does hereby express appreciation to James Franklin Swinfard for his dedicated services to the City of South San Francisco and does order this Resolution incorporated in the official records of the City as this Council's expression of appreciation and its wishes for his long and happy retirement. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 27th day of January , 19 88 by the following vote: AYES: Councilmembers Mark N.
