CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING AMENDMENT TO THE
OCTOBER 1, 2009 TO JUNE 30, 2011 EXECUTIVE
MANAGEMENT COMPENSATION PLAN
WHEREAS, in October 2009, the Executive Assistant to the City Manager took on
significant duties previously performed by the Assistant to the City Manager, due to temporary
reassignment of the latter to the Parks and Recreation Department; and
WHEREAS, as compensation for taking on additional duties, the Executive Assistant to
the City Manager was granted special assignment pay of 15% over incumbent's base salary; and
WHEREAS, Ca1PERS does not recognize acting pay or special assignment pay as
PERSable compensation, unless there is a provision in the Personnel Rules or the applicable
MOU authorizing payment of this additional compensation; and
WHEREAS, the City's Personnel Rules provide for acting pay, but refer to the MOUs for
details on how it should be granted and paid; however, because acting pay does not typically
arise in the Executive Management Unit, there is no authorizing provision in that MOU; and
WHEREAS, Ca1PERS has informed staff that a side letter of agreement added to the
Executive Management Compensation Plan, authorizing the City Manager to grant specialty or
acting pay, would allow the 15% over the incumbent Executive Assistant to the City Manager's
base salary to become PERSable compensation; and
WHEREAS, the Executive Management Unit has approved this amendment; and
WHEREAS, this amendment, if approved, will expire at the end of the current Executive
Management Compensation Plan, June 30, 2011.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby authorizes amendment to the Executive Management
Compensation Plan by approving the Side Letter of Agreement amending the October 1, 2009 to
June 30, 2011 Executive Management Compensation Plan; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents necessary to effectuate the Amendment to the October 1, 2009 to June 30, 2011
Executive Management Compensation Plan on behalf of the City Council.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 23 day of
March, 2011 by the following vote:
AYES: Councilmembers Mark Addiego, Pedro Gonzalez, and Karyl Matsumoto,
NOES: None
ABSTAIN: None

Side Letter of Agreement
Acting and Specialty Pay
The City Manager has authority to grant up to an additional 15% of annual base pay to a member
of the Executive Management Unit as specialty pay in the event that a member of the unit
undertakes additional duties of such an extent or nature as to justify an increase in base pay.
