CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION COMMENDING C. WALTER BIRKELO
WHEREAS, in January of 1977, C. Walter Birkelo, after a
career of successful, increasingly responsible professional
service and development, assumed the highest managerial post in
South San Francisco's municipal government; and
WHEREAS, as City Manager, through the application of his
considerable professional skills and admirable personal qualities
of honesty, integrity, patience, fairness, and especially wisdom,
Walter is recognized for fostering a period of political
stability, economic redevelopment, aesthetic enhancement,
professionalization of the City's employment force, and greatly
improved municipal service delivery, unparalleled in the history
of our City; and
WHEREAS, during his tenure of office, South San Francisco
has emerged as an important economic force and progressive leader
among the cities of San Mateo County; and
WHEREAS, Walter significantly participated and helped shape
many of the more noteworthy accomplishments of South San
Francisco during this decade, such as:
- The Oyster Point Marina expansion;
- The modernization and efficient functioning of the
Water Quality Control Plant, commencing a new era of
amLcability with the State's environmental protection
monitoring agencies;
- The initiation and construction of the major portion of
the Colma Creek Flood Control Project, resolving an annual
problem creating great liability exposure for this City
and great discomfort and loss to businesses and residences
located in the flood plain of our City;
- Realization of the Downtown Revitalization Project, the
crLtical first step in reclaiming Grand Avenue which has
paved the way for a larger scope revitalization effort
about to be initiated;
- Completion of the East Grand Avenue Grade Separation
Project, solving a decades-old problem of access to the
City's important industrial and redevelopment areas;
- Redevelopment of the City's decaying heavy industrial,
steel fabrication and meat packing areas into a modern
office, commercial, hotel, and marina zone; the gateway
to a new era of economic activity in South San Francisco;
- The attraction and location facilitation of major new
retail businesses, such as the Price Club, guaranteeing
the City at least a million dollars in new revenues
annually;
- The sensitive, yet practical, renovation of this City's
best loved historical structures - City Hall and Magnolia
School;
- The initiation of a multi-phased, multi-year public
facilities renovation, beginning with the construction of
the Municipal Services Building and concluding, in the
near future, with the relocation and construction of the
new City Corporation Yard;
- The refurbishment and enhancement of existing parks and
the establishment of a framework for a significant future
expansion of this City's only community park: Orange
Me~.orial Park;
- The successful implementation of the South San Francisco
Airport Insulation Project relieving residents and school
children of the burden of excessive noise, which project
has served as a model for similar programs across this
nation;
- The formation of the Pacific International Business Center
and the revitalization of the South San Francisco Chamber
of Commerce designed to promote and market the
attractiveness of South San Francisco as a desirable place
to locate and conduct business;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of South San Francisco that the City Council, representing
the over 50,000 residents and thousands of businesses in this
City, hereby expresses deep appreciation to C. Walter Birkelo for
his contrLbutions to the City's progress and welfare through his
services as City Manager, by which he unselfishly gave of his
time and ~alent to the advancement and betterment of this
community, and by which he established a high standard of civic
conduct worthy of emulation by those who desire to pursue careers
in municipal government service.
FURTHER BE IT RESOLVED, that the City Council wishes to
express to Walter and his wife, Ann, this community's best wishes
for a well deserved, mutually satisfying and rewarding retirement
and that they take with them the affection and respect of all who
have benefited from their participation in the life of this
community.
I hereby certify that the foregoing resolution was regularly
introduced and adopted by the City Council of the City of South
San Francisco at a regular meeting held on the 25th day of
March , 1987, by the following vote:
