NOW, WHEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby urges the Legislature to amend SB 300 (Section 2127 of the Streets and Highways Code) to accomplish the following: (1) Allow the local agency to use an alternate year for the base year ~nstead of the 1984-85 fiscal year. (2) Since some Cities have not spent their allocations because it may become a liability, allow more time for expenditure of the allocations. BE IT FURTHER RESOLVED, that because of budgetary constraints, time is of the essence.
