CiTY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO
EMPLOYEE CLASSIFICATION PLAN FOR THE POSITIONS
OF PERSONNEL CLERK, POLICE OPERATIONS ANALYST (U),
INDUSTRIAL WASTE INSPECTOR, RECREATION SUPERVISOR
AND RECREATION PROGRAM COORDINATOR (U)
BE IT RESOLVED by the City Council of the City of South San
Francisco that the Employee Classification Plan, as amended, is
further amended effective July 1, 1986 as follows:
AiClass Specification for Personnel Assistant is created,
as set forth in Exhibit "A", with a salary Control Point
of $2520 per month.

The Class Specification for Police Operations Analyst (U)
is revised as set forth in Exhibit "B", with a title change
tO Communications Systems Manager (U) and a salary adjust-
ment to a Control Point of $3990 per month.
The Class Specification for Industrial Waste Inspector
iS revised as set forth in Exhibit "C" with a title
change to Source Control Inspector.

The Class Specification for Recreation Supervisor is
revised as set forth in Exhibit "D", with a title
change to Recreation Services Manager.

The Class Specification for Recreation Program Coordi-
nator (U) is revised as set forth in Exhibit "E", with
a title change to Recreation Supervisor and elimina-
tion of the designation: Unclassified (U).

PERSONNEL ASSISTANT
DEFINITION
The Personnel Assistant is a single-position classification
having the primary responsibility for the majority of recruitment
and testing activities of the Personnel Division. This
responsibility includes the development of job announcements,
input on eXamination components, applicant screening and the
organization and conducting of interview boards. Those clerical
duties which may be performed are minimal and incidental to the
performance of the above duties. Work is performed under the
general supervision of the Coordinator of Personnel Services &
Employee Development. The incumbent may direct the work of
clerical personnel.
DISTINGUISHING CHARACTERISTICS
This classification is distinguished from the next lower class of
Personnel Clerk through its program responsibilities in the
testing and recruitment area. It is distinguished from the next
higher class of Coordinator of Personnel Services & Employee
Development in that the latter functions at a full professional
level and administers all operations of the Personnel Division,
including recruitment, training and employee benefits.
EXAMPLES OF DUTIES
(The dutie~s listed below represent examples of work performed and
are not all-inclusive of duties which are or may be assigned this
classification.)
Performs a variety of assignments related to the recruitment
and testing functions of the Division. These include: the
review and preparation of job announcements; providing input
on examination components; screening of applications;
administration of examinations; constituting and conducting
interview boards; and preparing eligible lists.
Coordinates all phases of the assigned recruitment,
including arranging for tests and testing facilities.
Consults with department managers in terms of recruitment
and examination scope.
- Conducts orientation sessions for new employees.

Assists the Coordinator of Personnel Services in specialized
recruitments, training programs and the administration of
emploFee benefit programs.
Provides information and assistance to departments,
individual employees and the public in conjunction with the
performance of the above duties.
As necessary, performs clerical tasks which are incidental
to the primary duties of the position.
- May direct the work of clerical personnel.
DESIRABLE QUALIFICATIONS
Knowledge of: Principles, regulations and laws governing public
personnel administration; principles and methods used in
personnel recruitment and testing; basic principles of
supervision; office management and equipment; and records
retention systems.
Ability toi: Effectively conduct personnel recruitment and testing
activitiesl; acquire a thorough knowledge of applicable policies
and regulations of the Division, City and other applicable
agencies; provide accurate interpretations of such policies and
regulationS; function independently and exercise initiative and
sound judgment; prepare reports and maintain statistical records;
communicate effectively in writing and verbally; working
effectively with other personnel, other agencies and the public;
and work extended or irregular hours.
Education .and Experience: Sufficient education and experience to
satisfactoirily perform the duties of this classification. A
typical qualifying background would be completion of the twelfth
grade; and four years of increasingly responsible experience in
personnel administration, including at least two years in the
performance of technical duties involving personnel recruitment
and testing.
Driver's License: Possession of a valid, appropriate State of
California Driver's License.

COMMUNICATIONS SYSTEMS MANAGER (U)
DEFINITION:
The Communications Systems Manager is a single-position, civilian
classificiation responsible for the management of public safety
data prociessing systems and City-wide telecommunications systems.
Functions of this position include overseeing usage of systems,
including the public safety dispatching system; systems analysis;
telecommunications engineering; and software development.
General direction is provided by a Police Lieutenant or Captain
primarily as to policy, budget and results obtained. The Manager
supervises dispatching personnel in the absence of the Bureau
Commander and provides technical direction to other staff as to
trainingiand other system-related activities.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from all others in the City
service through its specialization in the management of computer
and telecommunications systems.
EXAMPLES OF DUTIES:

are not all-inclusive of duties which are or may be assigned this
classification.)
Manages the operation of the Police and Fire automated
information systems, including those pertaining to
dispatching and building security. In accordance with
administrative guidelines, determines priorities for
computerization of information, its retention in the system
and access of personnel to the system. Conducts system
analysis and develops programs to meet user needs.
Manages the City-wide telecommunications and data
communications systems. This entails review and
consultation regarding user needs and the ordering of lines,
features and station equipment.
Performs telecommunications engineering functions involving
theidesign of voice and data communications systems, the
analysis and correction of equipment malfunctions and the
development of specifications for new equipment. Performs
volUme and load analysis concerning the telephone and radio
systems. Makes or provides for emergency repairs to both
data processing and telecommunications equipment.

Negotiates and administers equipment leases and maintenance
agreements. Prepares and administers the Communications
Bureau budget relative to services and materials.
Consults with a variety of City staff regarding systems'
needs, costs, priorities and feasibility. As assigned,
pro~ides assistance to public safety officials in other
juri!sdictions regarding data processing and
teleicommunications systems.
Provides training and technical assistance to Police
Department staff and, as appropriate, to staff in other City
departments.
Supervises all dispatching personnel in the absence of the
communications Bureau Commander.
As assigned, serves as the City representative on committees
and~with professional organizations.
DESIRABLE QUALIFICATIONS:
Knowledge of: Principles, equipment, methods and trends relative
to public safety information and dispatching systems and
communications engineering; equipment and programs used in
computer,assisted public safety dispatching; methods used in the
planning, installation and maintenance of electronic equipment;
and principles of personnel and fiscal management.
Ability to: Effectively manage a variety of data processing and
telecommunications systems and programs; perform systems analysis
and develop programs to meet user needs; analyze and correct
technica2 problems in data processing and telecommunications
systems; relate effectively with a wide variety of systems'
users; periodically direct the work of dispatching staff; acquire
a thorough knowledge of applicable policies and regulations of
the Department, the City and other applicable agencies; and work
extended or irregular hours.
Education and Experience: Sufficient education and experience to
satisfactorily perform the duties of this classification. A
typical qualifying background would be possession of a Bachelor's
Degree from an accredited college or university in communications
engineering, electronics or a closely related field; and four
years of experience in the management of communications systems,
including at least two years of experience involving public
safety cOmmunications systems.

Certificates: Possession of a valid General Class Radio
Telephonel Operator's License issued by the Federal Communications
Commission, or its equivalent.

SOURCE CONTROL INSPECTOR
DEFINITION
The Source~Control Inspector performs technical tasks in the
inspection of industrial and commercial discharges to the sewer
system for compliance with applicable laws and ordinances. Work
is performed under the general direction of the Superintendent of
Water Quality Control. The incumbent performs chemical analyses
and coordinates the testing of individual waste samples with
laboratorypersonnel.
DISTINGUISHING CHARACTERISTICS
This classification is distinguished from all other technical and
professional classifications in the City service through its
specialized responsibilities in the area of industrial waste
programs.
EXAMPLES OF DUTIES
(The duties listed below represent examples of work performed and
are not all-inclusive of duties which are or may be assigned this
classification.)
- Enforces wastewater discharge ordinances.
Conducts and reviews field measurements and laboratory
analyses of industrial waste samples and wastewater flow to
determine compliance with applicable laws and ordinances.
Reviews, evaluates, recommends and approves business license
and ~astewater discharge applications as appropriate.
Establishes and maintains self-monitoring programs for
industrial users.
Conducts on-site inspections of commercial and industrial
users; issues notices of violation. Conducts pollutant
impact studies on treatment processes relating to industrial
waste.
Collects data relating to the sewer rental program, computes
charges and reviews protests.
Maintains a close liaison with industrial users, other
government agencies and other City representatives in
connection with the above duties.
Works irregular or extended hours as necessary to obtain
samples and conduct inspections.

DESIRABLE QUALIFICATIONS
Knowledge of: Chemistry, chemical engineering and laboratory
techniquesi techniques and methods of sanitary engineering in
conjunction with the interpretation and enforcement of laws,
codes and ordinances; industrial waste discharge laws and
regulations; operation of sewage collection and treatment
facilities; knowledge of hazardous materials inspection; and safe
work practices.
Ability to: Learn, understand and interpret applicable codes,
laws and ordinances; perform chemical analysis; make arithmetic
calculations; write clear and concise reports; maintain accurate
and orderly records; communicate effectively in writing and
verbally; and work effectively with other personnel, other
organizations and with the public.
Education and Experience: Sufficient education and experience to
satisfactorily perform the duties of this classification. A
typical qualifying background would be a Bachelor's Degree from
an accredited college or university in chemistry or a closely
related field; and one year of experience involving source
control inspection or a closely related function.
Additional qualifying experience may be substituted for up to two
years of the desired education on the basis that two years of
experience equals one year of education.
Driver's License: Possession of a valid, appropriate State of
California Driver's License.
Certificates: Possession of appropriate State certificates may
be required on employment or within a prescribed period following
employment.

RECREATION SERVICES MANAGER
DEFINITION
Under direction, to perform responsible professional and
technical Work in promoting, organizing, and managing a major
comprehensive recreation and community services program in the
City which!may include cultural arts, athletics, outdoor
recreation, aquatics, facility operations, playgrounds, special
community relations, senior citizens, public information, youth
services, and special events; and to do related work as required.
EXAMPLES OF DUTIES
Depending upon assignment, duties may include, but are not
limited to, the following:
- Develop and implement goals, objectives, policies and
priorities.
- Plan, organize, supervise, evaluate and administer one or more
major phases of a comprehensive recreation and community
serviceslprogram.
- Select, train, supervise and evaluate personnel.
- Meet with individuals, community groups, and school officials
to assure that facilities, programs and activities are meeting
the changing needs of the community.
- Prepare, administer annual budget and monitor authorized
expenditures.
- Respond ito inquiries or requests for service from interested
community groups and individuals.
- Inspect ~and evaluate the adequacy of existing park and
recreatiion facilities and prepare recommendations for
additions, alterations, and repairs.
- Conduct meetings to discuss and evaluate programs and service
techniques and content.
- Supervis~e and participate in the design, preparation, and
distribution of publicity including press releases, brochures,
pamphlets, flyers, and printed schedules.
- Supervise the inventory of necessary materials, supplies, and
equipment and follow through on purchases as required.
- Negotiate contracts for a variety of special services.
- Recommend changes in program staffing, program objectives,
policies and procedures to assure maximum effectiveness and
efficiency.
- Research, prepare and submit a variety of studies, reports, and
memorandum on a number of park, recreation and community
services related subjects.

- Assist in the preparation and administration of Federal, State,
and County special project grants effecting the Recreation
Division,
- Work with the community, other City departments and divisions
on matters relating to park and recreation facility ground
design, development and maintenance.
- Research and submit additional funding for specialized
programs.
DESIRABLE QUALIFICATIONS
Knowledge of:
- Recreation, cultural, human services and social needs of the
community.
- Modern theories, techniques, and methods for planning,
implementing and maintaining a variety of recreation, leisure
time, and human services activities and programs through
community participation.
- Principles and practices of program administration including
budgeting, purchasing, and personnel management.
- Principles and techniques used in supervision, training, and
performance evaluations.
- Design elements and concepts for developing and maintaining
park and recreation facilities.
- Playground safety and first aid methods.
- Exercise good judgement, tact, and courtesy.
- Deal effectively with people of various ages and interests.
Ability to,:
- Design, ~develop, coordinate, and implement recreation and
community services programs suited to the needs of the
community.
- Analyze-interpret, and explain Department policies and
procedures.
- SuperviSe, train and evaluate subordinates.
- Develop,i present, and administer a budget for assigned
program !area.
- EstabliSh and maintain effective working relationship with
public groups, agencies, the media, and others contacted in the
course of work.
- CommuniCate clearly and concisely, orally and in writing.

EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could
likely provide the required knowledge and abilities would be
qualifying. A typical way to obtain the knowledge and abilities
would be:
Experience: Three years of increasingly responsible
supervisory experience in the delivery of recreation,
leisure or human services.
Education: Equivalent to a Bachelor's Degree from an
accredited college or university with major work in
recreation, public administration, or related field.
License or Certificate
Possession of a valid appropriate State of California Driver's
License.

RECREATION SUPERVISOR
DEFINITION
Under the Supervision of the Recreation Services Manager,
organizes, directs and implements leisure service programs;
assigns duties to subordinate staff; supervises program staff and
leaders in'various program activities; performs related work as
required.
EXAMPLE OF DUTIES
Plans, organizes, publicizes, and implements program activities
of the Recreation Division; schedules special interest classes;
recruits, interviews, supervises and schedules leaders,
instructors and volunteers; operates and staffs pre-school, day
camps, playground programs and special events as assigned;
assists with evaluations of staff and programs and makes
recommendations; maintains communications with school district
staff and other community organizations; assists in development
of training procedures for staff; keeps records and prepares
financial, statistical and other reports; assists Recreation
Services Manager and/or Department Head in special administrative
tasks upon request; may be required to act as Recreation
Services Manager in their absence.
LICENSE
Possession of a valid State of California Driver's License.
DESIRABLE QUALIFICATIONS
Knowledge of:
Philosophy, methods and techniques utilized in organized
recreation; planning major and minor special events and
other recreational activities suitable for pre-schoolers,
children, teens, adults and seniors; community organizations
and ~esources; effective techniques of supervision and
evalUation; playground safety and first aid methods.
Ability to:
Plan,! organize and implement a variety of leisure programs
and activities; present clear and concise oral and written
reports; establish and maintain effective and cooperative
working relationships with the public, co-workers and other
City departments and staff.

Experience:
One year experience in professional recreation work
involving leadership and instruction to groups and/or
individuals in leisure activities.
Education:
Graduation from an accredited four (4) year college or
university with a major in Recreation and Leisure Studies,
Education, Public Administration or a related field.
