A RESOLUTION FINDING AND DETERMINING THE
NEED FOR CHANGES OR MODIFICATIONS TO THE
UNIFORM FIRE CODE, 1985 EDITION
WHEREAS, Section 17958 of the Health & Safety Code requires the adoption by
the City Of South San Francisco of regulations imposing the same requirements of
certain uniform industry codes as specified in Health & Safety Code Section 17922;
and
WHEREAS, Health & Safety Code Section 17958.5 permits a city to make such
changes or modifications to the uniform codes as deemed reasonable because of
local climatic, geological, or topographical conditions; and
WHEREAS, Government Code Section 50022.4 provides that when a code is
adopted by reference, penalty clauses are not deemed adopted by reference but
may be enacted only if set forth in full in the adopting ordinance;
NOW, THEREFORE, BE IT RESOLVED by the City Council that pursuant to the
requiremenits of Health & Safety Code Section 17958.7 and Government Code Section
50022.4, tihe Council finds and determines there is a need to adopt the following
changes or~ modifications to the Uniform Fire Code, 1985 Edition, by reason of
local conditions:
1. Administrative Changes.
SEction 2.110, Violations and Penalties, is restated in light
of Government Code Section 50022.4 to conform with other Muni-
cipal Code provisions of the City of South San Francisco.
Section 4.108, Permit Fees is replaced by the City's Master
Fee Schedule. These changes are administrative rather than
technical in nature.

Changes related to sprinkler systems.
Section 10.308(h), Automatic Fire Sprinkler Systems Required in
Certain Buildings and Section 10.309, Sprinkler System Alarms
are modified for climatic and topographical reasons.
The City on an average experiences an approximate annual rainfall
of 18 to 20 inches. This rainfall can normally be expected between
October and April. During the summer months, some light precipi-
tation can be anticipated. Coupled with the above, the City has
sharp gusty winds which occur regularly throughout the year. The
wind and predominantly wooden residential structures create a
recognizable fire situation.
The City has terrain that ranges from flat to inclines of 45
degrees. The traffic congestion caused by the heavy influx of
the working public, in addition to its over 50,000 residents,
causes serious concern. Because of these difficulties, the
Fire Department may not have as rapid a response to some areas
due to the conditions stated. It becomes necessary to mitigate
these problems by requiring additional built-in automatic fire
protection and alarm system to control and detect fire until
arrival.
Section 10.315. Buildings greater than 4 stories but less than
75 feet in height.
Since the Uniform Fire Code does not contain provisions to deal
with taller buildings and since the State provisions do not con-
sider a structure a high-rise if it is less than 75' in height,
this provision is added to address what would otherwise be a gap
in fire prevention requirements.

Section 78.107 through Section 78.113 Fireworks.
The Uniform Fire Code is silent on the subject of fireworks. Since
fireworks traditionally have been permitted, it is prudent to include
provisions governing their sale and use, particularly in light of the
climatic and topographical characteristics of the City noted above.
I hereby certify that the foregoing Resolution was regularly introduced and
adopted by the City Council of the City of South San Francisco at a regular
meeting held on the 8th day of April , 19 87 by the following vote:
