A RESOLUTION APPROVING THE DOWNTOWN COMMERCIAL
REHABILITATION PILOT PROGRAM GUIDELINES
WHEREAS, the Downtown Revitalization Strategy for the City of South San
Francisco proposes commercial rehabilitation activities to improve the overall
image of downtown thereby encouraging new businesses and shoppers; and
WHEREAS, the City Council previously considered the Commercial Rehabilita-
tion Pilot Program Guidelines attached as Exhibit "1"; and
WHEREAS, the Guidelines set forth priorities, eligibililty requirements,
selection procedures and eligible improvements for commercial rehabilitation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco that the Downtown Commercial Rehabilitation Pilot Program Guide-
lines contained in Exhibit "1" are hereby approved and the implementation of
the pilot program authorized.

PROPOSED COMMUNITY DEVELOPMENT BLOCK GRANT
DOWNTOWN COMMERCIAL REHABILITATION
PILOT PROGRAM GUIDELINES
PROGRAM PURPOSE AND OBJECTIVE
The Downtown Commercial Rehabilitation Program has been
developed by the City of South San Francisco as an on-going
Community Development Block Grant (CDBG) activity commencing in
fiscal year 1987-88.
The main purpose is to assist and stimulate rehabilitation of
commercial, mixed-use and historically significant buildings
located within the CDBG Target Area between Railroad, Spruce,
Maple, School, North Spruce and Randolph Avenues and Airport
Boulevard (the Downtown Revitalization area).
This will be accomplished by providing financial assistance for
such activities as architectural services, sign removal, exterior
facade improvements, interior upgrading and site improvements.
The 1987-88 objective is to award funds for two or three pilot
projects primarily for upgrading the exterior facades of some
key historical or commercial buildings such as the Merriam
Building, the Metropolitan Hotel, the former Crocker Bank
building or other buildings which help implement the Downtown
Revitalization Strategy.
PROGRAM FUNDING ALTERNATIVES
Based on the significance, nature, location and private
resources available for each project the City will consider any
of the following financing terms:
A. Loans
Loans of up to $100,000 for any eligible activities listed
in Section IV, 1 through 4 of these Guidelines. Terms
would include an amortization period of 15 years and a 0%
interest rate.
B. Grants
Matching grants of up to $50,000 will be considered only
for exterior facade improvements listed in Section IV.1.
Unmatched grants of up to $5,000 may be considered solely
for new awnings, exterior painting, sign removal or
restoration, and architectural services provided by a City-
retained architect.
C. Other Benefits
Assistance to prepare and submit loan applications
for other potential private and public loans and
grants.
Fast tracking design review, parking exceptions,
public hearings, historical review and building
permit processes.
Assistance in the selection of architects, the bid
process and construction monitoring.
III. ELIGIBILITY AND SELECTION PRIORITIES
Only property owners, lessees or merchants within the
CDBG Target Area are eligible to participate.
Projects which primarily consist of exterior facade
upgrading will be given priority over other eligible
activities.
Financial assistance will be awarded for CDBG areas in
the following order of priority:

Buildings with higher historical ranking will be given
priority over other buildings.
Buildings which contain retail uses will be given
priority over other buildings.

Interior improvements will only be funded for retail,
office or personal service uses.
Final approval of all applications will be made by the
Council based on a recommendation by the City Manager
and any affected City Boards and Commissions. The
recommendation will be based upon a standardized rating
system as contained in Exhibit "A".
The City Manager may create additional administrative
procedures as necessary to implement the program.

quarterly schedule.

agreements, promissory notes and other related
documents within a specified time period after an offer
is made (generally 30 days) or the offer will become
null and void.
