HomeMy WebLinkAboutReso 100-1987RESOLUTION NO. 100-87 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFICATION PLAN TO CREATE THE POSITION OF ASSISTANT TO CITY MANAGER (UNCLASSIFIED) BE IT RESOLVED by the City Council of the City of South San Francisco that the Employee Classification Plan, as amended, is further amended effective August 12, 1987 as follows: The position and Class Specification of Assistant to City Manager (Unclassified) are created, as set forth in Exhibit "A". This position is to be allocated to the Management and Confidential Employee Group at Control Point 36. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 12th day of Auqust 19 7 by the following vote: AYES: Councilmembers John "Jack" Drago, Richard A. Addiego None None Councilmember Gus Nicolopulos City Clerk RESOLUTION NO. 100-87 EXHIBIT "A" - CITY OF SOUTH SAN FRANCISCO August 1987 (Unclassified) DEFINITION: Under the general direction of the City Manager, assists the City Manager in performing the managerial and administrative functions necessary to the operations of a city government. DISTINGUISHING CHARACTERISTICS: This is a professional position which requires the incumbent to perform managerial, and administrative work of a highly responsible nature. The incumbent must personally perform complex analysis, prepare reports and policy implementing documents, exercise leadership skills and establish effective relationships with a variety of groups and individuals. The work is performed under the general policy direction of the City Manager and is conducted in accordance with accepted public administration standards. EXAMPLES OF DUTIES: As assigned by the City Manager: Supervises office procedures, controls department budget expenditures, provides day-to-day guidance to City Manager's office operations and manages the researching, investigation and response to various inquires from elected officials and citizens. Develops and implements new projects and programs. Works with City departments to ensure program effectiveness. Investigates problems and issues, makes recommendations on how to resolve and carry out problem resolution. Coordinates the development and implementation of administrative procedures which assure the effective interaction of central and departmental operations, and which meet legal, policy and systems requirements. Projects service needs and resources; analyzes costs/benefits of resource allocations; coordinates the preparation and prepares budget recommendations and grant applications. Formulates alternative policies, develops and processes through enactment local resolutions and ordinances; advises local and state legislators on the implications of proposed legislation. CITY OF SOUTH SAN FRANCISCO ASSISTANT TO CITY MANAGER Page 2 EXAMPLES OF DUTIES (Cont.): Serves on behalf of the City Manager in representing the City and its officials with other organizations and individuals such as the County of San Mateo, governing bodies of joint powers agreements, other local cities, professional organizations, school districts, local clubs, individual citizens, and appointed boards and commissions. QUALIFICATIONS: Knowledge of: Principles and practices of public administration; Legislative procedures; Methods and techniques of trend analysis, cost/benefit analysis, budgeting systems; Principles of Supervision; Techniques of effective public Relations; and Ability to: Evaluate complex problems, develop a positive course of action, and accomplish policy objectives; Exercise sound, professional judgment, reason logically and think imaginatively and creatively; Prepare clear, concise reports and communicate effectively both verbally and in writing; Develop and maintain good working relationships with City officials and good public relations With the community. and EDUCATION: Graduation from an accredited college with a major in Public or Business Administration or a closely related field.
