HomeMy WebLinkAboutReso 192-1986 RESOLUTION NO. 192-86 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION ACCEPTING AND APPROVING AN AGREEMENT BETWEEN THE CITY OF SOUTH SAN FRANCISCO AND THE AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES, LOCAL 1569, AFL-CIO, UNIT A, REGARDING A CLASSIFICATION STUDY TO BE EFFECTIVE JUNE 27, 1986 WHEREAS, the City Council of the City of South San Francisco has recognized the AFSCME, Local 1569, AFL-CIO, as the employee organization representing a majority of those employees working in classifications in representation Unit A; and WHEREAS, the representative of the City and the representatives of Local 1569 have personally met and conferred and freely exchanged information, opinions and proposals; and WHEREAS, the representative of the City and representatives of Local 1569 have reached agreement on the results of a classification study to be effective June 27, 1986; and WHEREAS, the representative of the City and the representatives of Local 1569 have jointly prepared an agreement; and WHEREAS, the City's representative recommends that the agreement be accepted and approved by the City Council; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby accepts and approves the agreement between the City of South San Francisco and the AFSCME Local 1569, AFL-CIO which sets forth those salary adjustments, pay ranges, and revisions to specified job descriptions, effective June 27, 1986, to read as set forth in Exhibit "1" attached. Building Maintenance Custodian I rT I1 City of South San Francisco June 1986 ASSISTANT PLANNER DEFINITION The Assistant Planner performs a variety of technical and professional planning tasks with emphasis on zoning assignments. Work is normally performed under the general supervision of the Planning Director or other professional staff. DISTINGUISHING CHARACTERISTICS The Assistant Planner is the entry-level classification in the planning series. It is distinguished from the next higher class of Associate Planner in that the latter is the full, journey- level professional class assuming responsibility for zoning and planning issues, which are of a greater level of complexity. EXAMPLES OF DUTIES (The duties listed below represent examples of work performed and are not all-inclusive of duties which are or may be assigned this classification.) Provides the public with a variety of technical information related to zoning and planning requirements, environmental review procedures, application filing procedures and permit review processes. Assists higher-level planners in determining conformance of requested land use with current ordinances; provides assistance on other projects entailing graphics work, research and the preparation of technical data. Prepares basic staff reports to the Planning Commission; may present such reports to the Commission. Coordinates with other City departments to assure the conditions of approval are satisfied so that land use permits and building permits can be issued. Outlines properties on maps using parcel number or by reading a legal description. - Maintains case files. Conducts field inspections concerning possible zoning violations and use permits. City of south San Francisco October 1986 BUILDING MAINTENANCE CUSTODIAN DEFINITION Positions in the classification of Building Maintenance Custodian perform unskilled and semi-skilled cleaning duties in maintaining City buildings. Depending upon assignment and the shift work, work is performed independently or under general supervision. Incumbents may provide limited work direction to temporary and part-time per- sonnel. DISTINGUISHING CHARACTERISTICS The Building Maintenance Custodian is the experienced, entry-level classification in the Building Maintenance Custodian series. It is distinguished from the next higher level of Senior Building Mainte- ~nance Custodian in that the latter performs minor structural build- ing maintenance work in addition to janitorial duties. EXAMPLES OF DUTIES (The duties listed below represent examples of work performed and are not all-inclusive of duties which are or may be assigned this classification.) Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs. Dusts and polishes woodwork, furniture, fixtures and equipment; washes windows, walls and other fixtures. Empties and cleans trash containers and waste baskets; picks up paper and other debris. - Cleans restrooms and maintains supplies. Locks and unlocks doors, as necessary, provides for other forms of building security. - Sets up rooms for meetings and other special events. May provide limited work direction to temporary and part-time personnel. QUALIFICATIONS Knowledge Of: Methods, materials and equipment used in custo- ' dial maintenance; safe work practices. Education and Experience: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be the completion of the eighth grade and one year of janitorial experience. City of South San Francisco June 1986 CIRCULATION AND SYSTEMS SUPERVISOR DEFINITION The Circulation and Systems Supervisor is a single-position classi- fication responsible for the supervision of the Library circulation function and of computerized systems utilized by the Department. This position is also responsible for Library public relations pro- grams, including their development, organization and implementa- tion. General direction is received from the City Librarian; the Supervisor directly supervises the work of all full time and part- time circulation staff and provides technical direction to other Library staff as regards computerized systems. DISTINGUISHING CHARACTERISTICS This is a full, first-line supervisory class in the professional Librarian series. It is distinguished from the next lower class of Librarian I through its extensive program responsibilities and its supervisory functions. It is distinguished from the classes of Librarian II and Librarian III by its specialized assignments in the management of computerized circulation and related systems. EXAMPLES OF DUTIES (The duties listed below represent examples of work performed and are not all-inclusive of duties which are or may be assigned this classification.) In conjunction with the City Librarian, establishes programs and projects to be undertaken by the Circulation Department, and their priority. Implements such programs and projects. Serves as the Library's Project Manager for the computerized circulation system provided through the Peninsula Library Auto- mated Network. Insures implementation and effective utilization of this and other computerized systems. This includes the training and scheduling of personnel, the monitoring of usage and the resolution of problems encountered in application. Studies and develops recommendations regarding system refine- ments and the automation of other Library functions. Plans, organizes and provides for the implementation of Library public relations activities. Coordinates this function with appropriate staff of the Library, the City and of other agencies and groups. Circulation and Systems Supervisor Page 2 6/,86 Evaluates the performance of all circulation staff and makes effective recommendations regarding hiring, promotion and dis- cipline. Develops work schedules and priorities and approves leave time consistent with operational needs. Prepares and monitors the Circulation Department budget. Main- tains records, prepares reports and compiles data as applicable. Serves as the Library representative on applicable City and inter-agency committees. Participates in the work of the unit, including operation of standard and electronic office equipment, computer terminals and related equipment. QUALIFICATIONS Knowledge Of: Principles of modern library organization, objec- tives and services; computer systems and their application to library operations; and principles of personnel management and public administration. Ability To: Effectively manage all circulation functions; effectively implement and apply computerized systems to Library functions; and acquire a thorough knowledge of community needs and of applicable policies, programs and procedures of the Department and City. Education and Experience: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be education equivalent to a Master of Library Science Degree from an accredited college or university; and two years of professional library experience. Training and/or experience in computer concepts and applications is also required. Driver's License: Possession of a valid, appropriate State of California Driver's License. City of South San Francisco June 1986 GARAGE SUPERVISOR DEFINITION The Garage Supervisor is responsible for all activities relating to the operation of the City Garage. Work is performed under the general direction of the Superintendent of Public Works. DISTINGUISHING CHARACTERISTICS This is the highest classification in the Equipment Mechanic series. It is distinguished from the next lower class of Senior Equipment Mechanic by its complete responsibility for planning and supervising all activities of the City Garage. EXAMPLES OF DUTIES (The duties listed below represent examples of work performed and are not all-inclusive of duties which are or may be assigned this classification.) In accordance with administrative and fiscal guidelines, plans, implements and supervises all programs and activities of the Garage. - Establishes work priorities, schedules and costs. Inspects work in progress and conformance to shop standards. upon completion to insure Provides technical assistance to and evaluates the performance of all Garage personnel. Makes effective recommendations concerning hiring, promotion and disciplining of personnel. Develops equipment specifications in conjunction with other City departmental representatives. Establishes and maintains a variety of records, vehicle replacement accounts and preventive schedules. including maintenance Confers with other City staff and suppliers regarding purchase and maintenance of all City vehicles and equipment. the May directly perform maintenance work under unusual or emergency circumstances. Determines stock requirements and orders supplies and parts as needed. Garage Supervisor Page 2 QUALIFICATIONS Knowledge Of: Principles, methods, and practices pertaining to the operation of an equipment maintenance facility; tools, lubricants, equipment and procedures used in servicing and repairing a variety of automotive heavy equipment; principles and methods used in a program of preventive maintenance; and principles of supervision. Ability To: Plan and coordinate activities of the City Garage; estimate labor and material costs and requirements for major mechanical maintenance and repair; effectively and safely supervise all projects and programs of the City Garage; work extended or irregular hours; and work effectively with other personnel, suppliers, contractors and representatives of the agencies. Education and Experience: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be the completion of the twelfth grade and five years' journey-level experience in the maintenance and repair of automotive and other heavy equipment, including one year of supervisory experience. Driver's License: Possession of a valid, appropriate State of California Driver's License. Certificates: Possession of such State-issued certificates as may be required on employment or within a prescribed period following employment. ~ity of South San Francisco October 1986 LEAD BUILDING MAINTENANCE CUSTODIAN DEFINITION Positions in the classification of Lead Building Maintenance Custo- dian perform a variety of unskilled, and semi-ski'lled tasks in the cleaning and maintenance of City buildings. Work is performed under the general supervision of the Superintendent of Facilities Mainte- nance. Incumbents will provide lead direction to Custodians in lower-level classifications. DISTINGUISHING CHARACTERISTICS The Lead Building Maintenance Custodian is the highest classifica- tion in the Building Maintenance Custodian series. This class is distinguished from the next lower level of Senior Building Mainte- nance Custodian in that incumbents are assigned duties involving more independent and varied responsibilities and provide lead direc- tion to other Custodian positions. EXAMPLES OF DUTIES (The duties listed below represent examples of work performed and are not all-inclusive of duties which are or may be assigned this classification.) Lead Building Maintenance Custodian positions perform any of the duties set forth in the class specifications for Senior Building Maintenance Custodian and Building Maintenance Custodian. In addi- tion, they: - Oversee the maintenance of assigned buildings and facilities. Receive stores, issue stock and provide inventory control in the operation of a central stores unit for office and related sup- plies. Maintain and set up recording and related equipment for City Council, commission and other meetings being held in City build- ings. - Deliver and pick up City documents such as Council agendas. QUALIFICATIONS Knowledge Of: Methods, materials and equipment used in the janitorial maintenance of public buildings and facilities; some knowledge of building trades in the areas of plumbing, electri- cal, carpentry and painting; basic principles of supervision; and safe work practices. ~,ead Building Maintenance Custodian Page 2 10/86 Ability To: Effectively and safely perform semi-skilled build- ing maintenance tasks not requiring journey-level skill in any trade; maintain proper' standards of cleanliness in assigned areas; work independently; perform physical labor, including periodic heavy' labor~ effectively direct the work of other per- sonnel; follow written and verbal instructions; work extended or irregular hours; maintain basic records; and work effectively with other personnel and with the public. Education and Experience: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be the completion of the tenth grade and three years' experience in janitorial work and basic building maintenance. Driver's License: Possession of a valid, appropriate State of California Driver's License. 10. City of South San Francisco LEAD PARK MAINTENANCE WORKER June 1986 DEFINITION Positions in the classification of Lead Park Maintenance Worker perform skilled tasks in the maintenance of park grounds, equipment and facilities; street medians; trees; and other landscaped areas. Incumbents function as leadworker on a regular basis, directing crews of from two to four workers. Work is normally performed under the general supervision of a Park Supervisor or the Superintendent of Facilities Maintenance. DISTINGUISHING CHARACTERISTICS This is the highest classification in the Park Maintenance Worker series. It is distinguished from the next lower class of Senior Park Maintenance Worker in that the incumbent performs work requiring a higher level of skill and regularly directs a small crew of workers. EXAMPLES OF DUTIES (The duties listed below represent examples of work performed and are not all-inclusive of duties which are or may be assigned this classification.) Lead Park Maintenance Worker positions perform any of the duties set forth in the class specifications for Senior Park Maintenance Worker and Park Maintenance Worker. In addition, they: Lead and participate in the work of park maintenance crews. Assign work, instructs other crew members and insures compliance with safety and other work procedures and rules. Maintain work records and schedules. Provide for needed materials, equipment and personnel either directly or through coordination with supervisors. Report project status to supervisory recommendations for needed improvements. personnel and make Work from blueprints and specifications in directing installation of irrigation systems or other projects. the - May serve as Park Supervisor on a relief basis. 117 Lead Park Maintenance Worker Page 2 q/86 QUALIFICATIONS Knowledge Of: Techniques, tools, equipment and materials used in parks and landscape maintenance; characteristics of plant pests and diseases and techniques for their control; techniques, tools, equipment and materials used in the maintenance and re- pair of park and recreational structures and facilities; the operation and minor repair of various power-driven equipment; general principles of supervision; and safe work practices. Ability To: Effectively direct the work of crews; effectively and safely perform skilled park maintenance tasks; work from plans and drawings; prepare accurate job estimates on labor and material; work in inclement weather; work extended or irregular hours; follow written and verbal instructions; and work effec- tively with other personnel and with the public. Education and Experience: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be completion of the twelfth grade and four years of experience in park maintenance work. Driver's License: Possession of a valid, appropriate State of California Driver's License. 12. City of South San Francisco June 1986 LEAD PUBLIC WORKS MAINTENANCE WORKER DEFINITION Under general supervision, to lead and personally assist a crew involved in performing a variety of semiskilled and skilled tasks involved in the construction, maintenance and repair of streets, sewers, storm drains, and related public works; to participate in the more complex public works construction and repair work; and to do related work as required. DISTINGUISHING CHARACTERISTICS An employee whose position is assigned to this class has full leadworker responsibilities over positions assigned to the lower Public Works Maintenance Worker classes. In addition, an incumbent in this class performs the more difficult and complex public works maintenance and repair tasks requiring some knowledge and skill in the general trades field. A Lead Public Works Maintenance Worker also assists with the training and instruction of less experienced public works maintenance personnel. EXAMPLES OF DUTIES Leads and assists public works maintenance crews engaged in constructing and repairing a variety of public works including streets, sewer lines and mains, drainage structures, and related facilities; leads and participates in breaking up concrete, building forms, mixing and pouring concrete, performing rough cement work, cutting and preparing streets for patches, filling or building up holes and cracks in City streets, spreading premix and oil macadam, and otherwise preparing and maintaining streets and other paved surfaces; leads and participates in laying pipelines, caulking joints, cutting and fitting joints, backfilling trenches, and performing other tasks incidental to maintenance and repair of sewer lines and mains; personally performs the more skilled tasks; may inspect public works facilities to locate and determihne the extent of repair or maitenance work required; assists in maintaining work records and makes recommendations or suggestions for needed improvements; assists in training and evaluating the work performance of assigned employees; insures proper care and safe use of tolls, supplies and equipment. 13. City of South San Francisco Lead Public Works Maintenance Worker Page 2 LICENSE Possession of valid appropriate California Driver's license issued by the State Department of Motor Vehicles. DESIRABLE QUALIFICATIONS Knowledge of: Methods, tools and materials used in the construction and maintenance of streets, sewers, and related public works facilities; The operation of a variety of power driven equiopment used in public works maintenance and repair activities; General principles of supervision; Safe work practices. and Ability to: Perform a wide variety of public works construction and maintenance work; Work from plans and drawings; Lead and instruct subordinate personnel; Understand and carry out oral and written directions; Establish and maintain cooperative relationships with those contacted in the course of work; Work extended or irregular hours and in inclement weather; and Experience: Four years of increasingly responsibile experience in public works construction and maintenance work. and Education: Equivalent to completion of the tenth grade. 14. City of South San Francisco June 1986 MAINTENANCE CRAFTSWORKER DEFINITION The Maintenance Craftsworker is a single-position classification assigned a variety of semi-skilled and skilled tasks in the mainten- ance of installations and equipment on City-owned Common Greens areas around condominiums. The incumbent also performs grounds maintenance tasks, which are normally secondary to this position's maintenance functions. Depending upon the project, work is performed indepen- dently or under general supervision. The incumbent may be assigned a helper on a regular basis, but does not function as a leadworker. DISTINGUISHING CHARACTERISTICS This classification is distinguished from all other City maintenance classes through its specialization in the performance of a variety of semi-skilled and skilled maintenance tasks involving some trades' knowledges. EXAMPLES OF DUTIES (The duties listed below represent examples of work performed and are not all-inclusive of duties which are or may be assigned this classification.) Maintains and repairs the majority of installations and equip- ment on City-owned Common Greens areas around condominiums. In this capacity, performs a variety of carpentry, plumbing, elec- trical and concrete work not requiring journey-level skills. These include: concrete walks and retaining walls; wood and cyclone fences; irrigation systems; playground equipment; and electrical wiring and fixtures. Inspects contractor's work in maintaining landscaped areas; if possible, has deficiencies corrected or refers them to supervisory personnel. Provides information to property owners on maintenance programs and problems; as appropriate, acts on maintenance requests or refers them to supervisory personnel. - Applies herbicides to play areas. 15. Maintenance Craftsworker Page 2 Uses a variety of hand tools, power tools and light motorized equipment, including dump truck, loader, auger and cement mixer. Works from blueprints and specifications on such projects as the installation or repair of sprinkler systems. - May direct the work of a helper on a regular basis. - As required, performs general grounds maintenance duties. Remains available service. for and responds to calls for emergency QUALIFICATIONS Knowledge Of: Techniques, materials, tools and equipment used in carpentry, plumbing, electrical and concrete work; basic techniques, chemicals, tools and equipment used in park mainten- ance work; light motorized equipment; materials estimating; and safe work practices. Ability To: Effectively and safely perform a wide variety of semi-sk{lled and skilled trades' tasks; operate trucks and other light power driven equipment; work effectively with other personnel, property owners and contractors; work in inclement weather; work extended or irregular hours; respond to emergency service calls; and follow written and verbal instructions. Education and Experience: Sufficient education and experience to sat{sfactor{ly perform the duties of this classification. A typical qualifying background would be completion of the twelfth grade and four years of experience including some park mainten- ance, but with emphasis on the use of trades skills. Additional, relevant training received through an accredited vocational or trade school may be substituted for up to two years of the desired experience on a year-for-year basis. Driver's License: Possession of a valid, appropriate State of California Driver's License. 16. City of South San Francisco MECHANIC'S HELPER June 1986 DEFINITION Positions in the classification of Mechanic's Helper perform semi- skilled tasks in the maintenance, servicing and repair of automotive and heavy equipment. Depending on assignment, work is performed under close to general supervision. Incumbents may provide limited work direction to less experienced employees in this classification or to temporary personnel. DISTINGUISHING CHARACTERISTICS This is the entry-level classification in the Equipment Mechanic series. It is distinguished from the next higher class of Equipment Mechanic in that the majority of its duties involve the servicing and minor repair of equipment as opposed to the full scope of journey-level work performed by Equipment Mechanics. EXAMPLES OF DUTIES (The duties listed below represent examples of work performed and are not all-inclusive of duties which are or may be assigned this classification.) - Services equipment through lubrication, changing oil and fil- ters, flushing radiators and checking the operation of electri- cal, fuel and brake systems. - Cleans, washes and fuels equipment. - Repairs and changes tires, lightbulbs, fuses and other minor accessory equipment. - Repairs and adjusts carburetors, fuel pumps, ignition systems and brakes. - Assists Mechanics in major repair work. - Maintains necessary maintenance records. - Cleans garage areas; picks-up and delivers parts. - May provide limited work direction to less experienced employees in this classification or to temporary personnel. 17. Mechanic's Helper 6/86 Page 3 QUALIFICATIONS Knowledge Of: Tools employed in equipment maintenance and their proper use; the service and minor repair and maintenance of automotive and heavy equipment; and safe work practices. Ability To: Effectively and safely perform semi-skilled tasks involved in repairing and servicing motorized equipment; demon- strate mechanical aptitude; maintain basic service records; in- terpret manufacturers' service manuals; perform moderate physi- cal labor; follow written and verbal instructions; and work effectively with other personnel. Education and Experience: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be the completion of the tenth grade and two years' experience in the servicing and minor repair of motorized equipment. Driver's License: Possession of a valid, appropriate State of California Driver's License. 18. City of South San Francisco PARK MAINTENANCE WORKER June 1986 DEFINITION Positions in the classification of Park Maintenance Worker perform unskilled and semi-skilled tasks in the maintenance of park grounds, equipment and facilities; street medians, trees; and other land- scaped areas. Depending upon assignment, work is performed under close to general supervision. Incumbents may provide limited work direction to less experienced employees in this classification or to temporary and seasonal workers. DISTINGUISHING CHARACTERISTICS This is the experienced, entry-level classification in the Park Maintenance Worker series. It is distinguished from the next higher class of Senior Park Maintenance Worker in that the latter repre- sents the full journey level and performs the more specialized, skilled and difficult types of park maintenance work. Work may be performed independently or as a member of a crew. EXAMPLES OF DUTIES (The duties listed below represent examples of work performed and are not all-inclusive of duties which are or may be assigned this classification.) Maintains all types of landscaped areas through mowing, water, planting, trimming, weeding and fertilizing. Applies insecticides, herbicides and fertilizers. Serves as groundsman on tree crews; may perform the work of Tree Trimmers on a training or relief basis. Operates trucks, tractors, mowers, chippers and related grounds and tree maintenance equipment. Cleans and performs minor repairs to park and recreation equip- ment, buildings and related facilities. Maintains and prepares athletic fields.
