CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO
EMPLOYEE CLASSIFICATION PLAN (CITY ATTORNEY
DEPARTMENT POSITIONS).
BE IT RESOLVED by the City Council of the City of South San Francisco that
the Employee Classification Plan, as amended, is further amended effective
January 15, 1987 as follows:
1. The Class Specification for Deputy City Attorney is created, as
set forth in Exhibit "A". This position, when filled, is to be
allocated to the Management and Confidential Employee Group at
a Control Point of $3170.00 per month.
2.The Class Specification for Assistant City Attorney is revised,
as set forth in Exhibit "B".
3. The Class Specification for Legal Secretary is revised, as set
forth in Exhibit "C".
BE IT FURTHER RESOLVED that the single position of Deputy City Attorney/
Assistant City Attorney is to be flexibly staffed so that the position may be
filled at either level, and so that advancement opportunities exist within the
department.
I hereby certify that the foregoing Resolution was regularly introduced and
adopted by the City Council of the City of South San Francisco at aregular
meeting held on the 14th day of January , 19 87 bY the following vote:

DEPUTY CITY ATTORNEY
DEFINITION
Under direct supervision of the City Attorney, to provide a variety of pro-
fessional legal services to City officials, various boards and commissions
and City departments.
DISTINGUISHING CHARACTERISTICS
This is the entry level classification in the attorney series. An attorney in
this classification is generally assigned to more routine professional legal
tasks.
EXAMPLES OF DUTIES - Depending upon assignment, duties may include, but are not
limited to, the following:
Perform legal research and provide opinions on various legal problems for City
departments and various boards and commissions.
Draft and review ordinances, resolutions, contracts, deeds, leases and other
legal documents and instruments; review such documents and offer opinions as
to legal acceptability when presented to the City for consideration by an out-
side agency.
Represent the City in civil actions brought by or against the City and prosecute
misdemeanor municipal code violations.
Investigate claims and complaints by or against the City and recommend action to
be taken.
Assist in or prepare cases for administrative hearings and represent the City in
such hearings.
Respond to citizen complaints and requests for information.
May represent the City Attorney at various meetings and in court when necessary.
Perform related duties as assigned.

QUALIFICATIONS
Knowledge of:
Legal principles and practices, including civil, criminal and administrative
law and procedures.
Judicial procedures and rules of evidence.
Methods of legal research.
Ability to:
Communicate clearly and concisely, orally and in writing.
Analyze and prepare a variety of legal documents.
Conduct research on legal problems and prepare sound legal opinions.
Prepare and present cases in court, and before hearing officers and
arbitrators.
Work semi-independently, with general supervision.
Establish and maintain cooperative relationships with those contacted
in the course of work.
Experience and Education
Any combination of experience and education that could likely provide
the required knowledge and abilities would be qualifying. A typical
way to obtain the knowledge and abilities would be graduation from an
accredited law school with a Juris Doctor degree or its equivalent.
Prior experience with a municipality or other governmental agency is
desirable.
Licenses
Active membership in the State Bar of California.
A valid California driver's license.

ASSISTANT CITY ATTORNEY
DEFINITION
Under general supervision of the City Attorney, to provide a wide range of pro-
fessional legal services to City officials, various boards and commissions and
City departments.
DISTINGUISHING CHARACTERISTICS
This is the journey level classification in the attorney series. An attorney in
this classification is expected to demonstrate professional competency and analy-
tical skills using considerable initiative and sound independent judgment.
EXAMPLES OF DUTIES - Depending upon assignment, duties may include, but are not
limited to, the tollowing:
Perform legal research and provide opinions on various legal problems for City
departments and various boards and commissions.
Draft and review ordinances, resolutions, contracts, deeds, leases and other
legal documents and instruments; review such documents and offer opinions as
to legal acceptability when presented to the City for consideration by an out-
side agency.
Represent the City in civil actions brought by or against the City and prosecute
misdemeanor municipal code violations.
Investigate claims and complaints by or against the City and recommend action to
be taken.

Communicate clearly and conciselys orally and in writing.
Analyze a wide variety of legal issues.
Analyze and prepare a variety of legal documents.
Conduct research on legal problems and prepare sound legal opinions.
Prepare and present cases in courts and before hearing officers and
arbitrators.
Work independently in the absence of supervision.
Establish and maintain cooperative relationships with those contacted
in the course of work.
Experience and Education
Any combination of experience and education that could likely provide
the required knowledge and abilities would be qualifying. A typical
way to obtain the knowledge and abilities would be:
Educati on:

Experience:
Three years of experience in the practice of laws
preferably for a municipality or other governmental
agency.
Licenses

Legal Secretary

DEFINITION
Under general or limited supervision, performs and may be
required to supervise a variety of difficult, complex and
responsible secretarial functions, as assigned.
DISTINGUISHING CHARACTERISTICS
A position assigned to this class is distinguished from other
secretarial classes by the high degree of confidentiality, mature
judgment, initiative and assumption of responsibility which must
be exercised in performing secretarial and administrative detail
functions, all of which require technical knowledge of legal
terminology, forms and documents, working knowledge of
engineering and planning terminology and practical knowledge of
legal and City government operations and procedures. A high
degree of tact and secretarial professionalism must be
implemented and maintained in assisting and dealing with City
officials, departments, divisions, and other personnel, as well
as private attorneys and representatives of private interest
groups and businesses.
EXAMPLE OF DUTIES
1) Types from own composition or from draft, clear copy, or
dictation such material as correspondence, agreements,
resolutions, ordinances, permits, affidavits, briefs and other
legal document; 2) Screens incoming mail, telephone calls,
visitors and claimants, directing them to appropriate official,
or may provide necessary response or information without giving
legal advice; 3) Maintains calendars and schedules for City
Attorney and Staff, makes arrangements for appointments,
meetings, conferences and Court dates and follow-up for
coordination; 4) Assures that Court documents are properly
assembled and filed in accordance with applicable rules of Court,
including but not limited to, rules regarding format, service of
process, filing times, and telephonic follow-up on Law and Motion
matters as required by local rules; 5) Maintains law library,
records, and files (including confidential files); 6)
Independently, or with limited instruction and supervision,
gathers, assembles and prepares formats and background
information for special projects (including, but not limited to,
budget, claims and litigation reports to Council, etc.); 7)
Prepares payroll, expense statements, purchase orders and other

related fiscal documents; 8) Operates a wide variety of office
equipment and business machines, including, but not limited to,
word processor, typewriter, dictation transcriber, calculator,
photocopy machine, microfiche reader/printer, personal computer,
etc.; 9) As a confidential employee, maintain all information
acquired through this position in strictest confidence and
refrain totally from discussions of office business except as
required by employment.
QUALIFICATIONS
Knowledge of:
City government and legal operations, functions
and procedures;
Principles and practices of modern office
procedures, records retention systems, and
equipment such as word processors and
personal computers;
Legal, engineering and planning terminology, forms
and documents;
Proper business English, spelling, punctuation,
grammar and vocabulary;
Basic mathematics;
Professional office protocol to be exercised in
dealing with City officials, attorneys and
the general public;
Shorthand is desirable.
Ability to:
Maintain confidentiality and exercise mature
judgment and tact in dealing with
controversial or sensitive situations;
Initiate and conduct effective and efficient
interviews and research for background
material preparation and presentation;
Independently perform difficult and responsible
clerical work including comprehending,
securing and disseminating information;
Establish and maintain and professional office
atmosphere, good working relationship and
communication with those contacted in the
course of work;
Type accurately at a speed of no less than 65
words per minute.

EDUCATION
Graduation from High School or its equivalent, preferably
including or supplemented by courses in typing, shorthand
and office practices and procedures. Successful completion
of one year of either business college or paralegal training
may be substituted for one year of the required experience.
EXPERIENCE
Five (5) years of increasingly responsible secretarial
experience, two of which should have been legal secretarial
experience.
