HomeMy WebLinkAboutReso 18-1987RESOLUTION 18-87 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION OPPOSING COUNTY OF SAN MATEO USE PERMIT UP-86-9 TO ALLOW A RESIDENTIAL CARE FACILITY WITH 31 BEDS FOR AMBULATORY AND NON-AMBULATORY PERSONS AGE 60 AND OVER AT 355 DORADO WAY WHEREAS, on October 23, 1986 the South San Francisco Planning Commission reviewed the use permit request of Robert and Lourdes Cueva to establish a residential care facility at 355 Dorado Way in the unincorporated area of County Club Park located adjacent to the City of South San Francisco; and WHEREAS, on October 23, 1986 the South San Francisco Planning Commission adopted Resolution 2373 which recommended that the San Mateo County Planning Commission deny the proposed residential care facility at 355 Dorado Way; and WHEREAS, on November 26, 1986 the San Mateo County Planning Commission denied this use permit application; and WHEREAS, the applicants of this use permit have appealed the County Plann- ing Commission's denial decision to the County Board of Supervisors; and WHEREAS, the City Council has determined that the proposed use is incon- sistent with the Land Use Element of the South San Francisco General Plan, adopted on June 27, 1984, and specifically General Plan Policies 8-7 and 8-8 which state: "8-7 Country Club Park should remain in rural area retaining its rural characteristics with minimum lot sizes being three quarters (3/4) of an acre per dwelling unit; 8-8 Existing drainage and sanitary sewage problems should be corrected in the Country Club and Avalon areas"; and T WHEREAS, in 1980 the City of South San Francisco prezoned this property RE-Rural Estates and this zoning district does not permit residential group care facilities; and WHEREAS, those comprehensive zoning ordinance amendments adopted by the City Council on November 12, 1986 do not permit residential group care faci- lities at this location; and WHEREAS, the City Council has determined that the proposed use is more intensive from an environmental impact standpoint than the child nursery school use previously operated at this location and the City Council is con- cerned about the disruptive influence which this new use will have on surround- ing properties; and WHEREAS, the City Council has determined that the proposed use would not be compatible with single family residential and other low intensity uses in the surrounding area; and WHEREAS, the applicant has not provided evidence that the property has been granted a connection to the City's public sewer system. NOW, THEREFORE, BE IT RESOLVED that the South San Francisco City Council hereby opposes UP-86-9 and recommends that the San Mateo County Board of Supervisors deny the appeal and the proposed residential care facility at 355 Dorado Way. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular -2- meeting held on the 25th day of February , 1987 by the following vote: AYES: Councilmembers John "Jack" Drago, Richard A.
