CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION REQUESTING COUNTY
CLERK OF SAN MATE¢ COUNTY TO
RENDER SPECIFIED ELECTION SERVICES
BE IT RESOLVED by the City Council of the City of South San Francisco
as follows:
1. That the Board of Supervisors of the County of San Mateo shall be,
and is hereby, requested to permit the County Clerk of said County to render the
services hereinafter specified, relating to the conduct of the Special Municipal
Election to be held within said City on Tuesday, the 8th day of April, 1986.
2. That the election services requested by said City in connection
with the holding and conducting of said election are more particularly set forth
in Exhibit "A" attached hereto and incorporated herein, the same as though fully
set forth at length.
3. That said City, shall, and does hereby, accept and agree to comply
with the terms and conditions of the performance of said election services, and
the payments therefor, as set forth in Exhibit "A."
4. The County Clerk is further auchorized and delegated to perform the
duties specified in Exhibit "A" for the pur)ose of the special municipal elec-
tion to be held within the City of South Sal Francisco on Tuesday, the 8th day
of April, 1986.

SERVICE AGREEMENT
SPECIAL MUNICIPAL ELECTION OF APRIL 8, 1986
CITY OF SOUTH SAN FRANCISCO
Hereinafter set forth below are the services that may be rendered by the County
Clerk incident to preparation for and conduct of the special election to be held
April 8, 1986 by the City of South San Francisco.
A. SERVICES FURNISHED BY COUNTY CLERK
(1)
Consolidate Precincts: Set consolidated precincts and supply list for
legal publication by City. City to advise as to number of county pre-
cincts to be consolidated (maximum registration per consolidation) and
number of voting machines to be used per precinct.
Precinct Indexes: Furnish precincc indexes, by consolidated precinct,
to the Affidavits of Registration of eligible voters (3 copies for pre-
cinct supplies, i copy for City and I copy for Election Office files).
(3) Polling Place Notices/Labels: Prepare and address for mailing to eli-
gible voters. Includes stock.
Inserting Election Matter to be ma"led to eligible registered voters,
or affix labels, if applicable.
Delivery to Post Office for mailing. (Postage to be provided by City
C1 erk.)

Select Polling Places: Including performance of whatever field work
may be necessary to complete such selection, prepare, process and
mailing of polling place agreement forms. List to be supplied to City
Clerk for appointment by City Gove-ning Body not less than 30 days
prior to the election, and for legal publication.
(5)
Select Election Officers: (1 Inspector, 3 Judges each polling place) -
including substitute election officers. Prepare forms, mail applica-
tions, process applications upon return, prepare election officer
appointment list, prepare and mail appointments to election officers.
City Clerk to be supplied list for appointment by City Governing Body
not less than 30 days prior to the election, and for legal publication.

Precinct Supplies: Optional Items Provided - Flags, special letter to
inspector and absentee information. Services required to prepare pre-
cinct packets with additional items.
B. SPECIFIED ELECTION ACTS TO BE PERFORMED BY CITY CLERK
(1)
By resolution, request the Board o~ Supervisors (through the County
Clerk) to permit the County Clerk co render specified election services
to the City relating to the conducc of the election. Signed Service
Agreement should accompany Resolution.
Deadline to request service of County Clerk is 88 days prior to the
election or January 10, 1986. If a measure(s) is to he voted on, exact
wording of measure(s) must also be fil:ed by the 88th day prior to elec-
ti on.
Legal Publications:
All legal publications are the responsibility of the City Clerk
including but not limited to: Notice of Election, Notice to File
Arguments For or Against, List of tominees, etc.
Note:
County Clerk will provide list of applicable election officers
and polling places to the City Clerk approximately 29 days prior
to election.
(3) Nomination Papers:
City Clerk is to issue, file and cleck all Nomination Documents.

City Clerk is to certify List of O-'ficial Candidates (including number
to be elected, exact way each name is to appear on ballot and the
ballot designation) to the County Clerk at least 81 days prior to elec-
tion. The deadline to file this certification is January 17, 1986.
(5)
City Clerk is to prepare and deliver to the County Clerk the ballot
pamphlet containing, if applicable, Ballot Measure(s), Analysis of
Measure(s), Arguments For or Against, Rebuttals thereto and Candidate's
Statements (Statements of Qualifications). Due date of this material
at the Office of the County Clerk, 40 Tower Road, San Mateo is February
28, 1986.

City Clerk is to advise County Cle"k if any Write-In Candidate offi-
cially files a Declaration of Candidacy. Notification is required as
soon as possible, but in no case inmediately after the 14th day prior
to the election or March 25, 1986.
SPECIFIED ELECTION ACTIONS TO BE PERFORMED BY CITY CLERK AND EXCLUDED FROM
SCHEDULE OF COUNTY CLERK SERVICES:
(1) Argument filings.
(2) Legal publications: Responsibility of City Clerk and payment to be
made by City.
(3)
Official Designation of Consolidated Precincts, Polling Places and
Appointment of Election Officers by City Council. All Election Officer
and Polling Place Fees to be paid by the City. (This would include any
possible custodian fees where schools are used as polling places.)
(4)
Absentee Voting: Processing of absent voter applications, verifica-
tion of signature, mailing of absent voter ballots and voting in
Clerk's office to be handled by Ci;y Clerk.
(5) Check Nomination signatures and Absentee application signatures.
(6) Absentee Canvass is responsibility of and will be made by City Clerk.

(7) Semi-Official Canvass is responsibility of and will be made by City
C1 erk.

Official Canvass to be made by the City Governing Body.
City will be responsible for compliance with statutory requirements as
set forth as the responsibility of the city Clerk in the Political
Reform Act of 1974.
The conduct of the election remains the responsibility of the City
Clerk. Performance of Services he"einabove specified in Section A are
at all times considered to be unde- direction of the City Clerk and the
County shall assume no special autlority or responsibility in the con-
duct of the election designated to the City under provisions of the
Elections Code, the Federal Voting Rights Act or such other law
governing the conduct of such eleccion.
TERMS AND CONSIDERATION
This schedule shall be in effect for the performance of all specified services
incident to the preparation and holding of ~he City of South San Francisco
Special Municipal Election to be held April 8, 1986, except services listed as
required by City Clerk.
In the event the County is unable to perform services required under this
Agreement, as a result of employer/employee relation conditions, vendor con-
ditions or other conditions beyond the control of the County Clerk, the County
will be relieved of all obligations under this Agreement.
Consideration: In consideration of the performance of the aforementioned ser-
vices and supplies provided by the County C'erk, the City of South San Francisco
shall pay to the County Clerk a sum equal to the actual cost of such services
and supplies.

NOTICE OF ELECTION
NOTICE IS HEREBY GIVEN that a Special Municipal
Election will be held in the City of South San Francisco,
State of California, on Tuesday, the 8th day of April, 1986
for the following office:
City Treasurer (unexpired 4 year term)
The period for filing Nomination papers begins on
Thursday, January 9, 1986 and enos on Thursday, January 30,
1986, at 5:00 p.m. nomination papers may be picked up from
City Clerk Barbara A. Battaya, 400 Grand Avenue, South San
Francisco, CA 94080.
That if no one or only one person is nominated for
an elected office, appointment to such elective office may be
made as prescribed by Section 22844 of the Elections Code.
A person is not eligible to hold office as city treasurer
unless he or she is at the time of assuming such office an
elector of the city, and was a registered voter of the city
at the time nomination papers are issued to the candidate
G.C. 36502 and E.C. 22842.

The POLLS shall be opened at 7:0£ a.m. and shall be kept open
until 8:00 p.m. of said day when the polls shall be closed,
except as otherwise provided in Section 14301 of the
Elections Code.
