CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING THE THIRD AMENDMENT
TO THE AGREEMENT FOR ANIMAL CONTROL AND
SHELTER SERVICES WITH THE COUNTY OF SAN MATEO
WHEREAS, animal control services are provided to all cities in San Mateo County
( "County ") through the Peninsula Humane Society /Society for the Prevention of Cruelty to
Animals ( "PHS /SPCA ") through a master contract with PHS /SPCA and individual contracts
with 20 cities; and
WHEREAS, on June 17, 2003, the County and PHS /SPCA entered into an Agreement for
Animal Control Services and Shelter Services ( "Master Agreement "); and
WHEREAS, the County and the City of South San Francisco ( "City ") entered into an
Agreement on or about July 1, 2003 for Animal Control Services (hereinafter, "City
Agreement "); and
WHEREAS, the County and the City entered into the First Amendment to the City
Agreement on or about December 14, 2004, extending the City Agreement to correspond with an
extension of the Master Agreement and PHS /SPCA land lease through June 30, 2008, and
amending the PHS /SPCA payment schedule; and
WHEREAS, County and City entered into a Second Amendment on or about April 24,
2007, extending the City Agreement to correspond with the Second Amendment of the Master
Agreement and PHS /SPCA land lease through June 30, 2011 and amending the PHS /SPCA
payment schedule; and
WHEREAS, County and PHS /SPCA have entered into a Third Amendment, extending
the Master Agreement through June 30, 2015;
WHEREAS, the proposed Third Amendment would extend the current City Agreement
through June 30, 2015, where the City contracts with the County for animal control and shelter
services provided through PHS /SPCA.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council approves the Third Amendment with the County of San Mateo
for animal control and shelter services.
NOW, THEREFORE, BE IT RESOLVED that the City Manager of the City of South
San Francisco is hereby authorized and directed to execute the Third Amendment on behalf of
City of South San Francisco, subject to approval as to form by the City Attorney.

the City Council of the City of South San Francisco at a regular meeting held on the 25 day of
May 2011 by the following vote:
AYES: Councilmembers Mark Addiego and Karyl Matsumoto,
Vice Mayor Richard A. Garbarino and Mayor Kevin Mullin
NOES: Councilman Pedro Gonzalez
