S. STEEL PLANT SITE REDEVELOPNENT PROJECT RECITALS WHEREAS, 1+ Is +he policy of +he Sta+e of California and +he Clty of Sou+h San Francisco, as provided In +he +he California Envlronmental Quall+y Ac+ of 1970, as amended, and Title 14, Caltfornla Admlnls+ra+Ive Code, Guldellnes for Implementation of the California Envlronmen+al Quall+y Ac+ of 1970 (hereinafter "CEQA" and "Guidelines," respectively), +ha+ +he Cl+y should not approve projec+s as proposed If there are feasible alternatives or feasible ml+lga+lon measures available which would ml+lgate the envlronmen+al effec+s of such projec+s mo a level of lnslgnlflcance; and WHEREAS, a Final EIR (final EIR) has been prepared pursuan+ +o Requtremen+s of +he CEQA Guldellnes +o address envlronmen+al effec+s of said proposed Redevelop- men+ Projec+; and WHEREAS, +he Cl+y Council, In Resolu+lon No. 151-85, has made cer+ain findings pursuan+ +o requlremen+s of CEQA and Section 15091 of +he Guidelines per+alnlng to the slgniflcan+ Impac+s Iden+lfled in +he Final EIR and has Iden- +lfled +hose slgniflcan+ impac+s which, by vlr+ue of ml+Iga+ing measures described in +he Final EIR have been ml+lga+ed to accep+able levels, as well as those impac+s which are Infeasible of ml+Igatlon and for which feasible al+erna+lves are nov available; and WHEREAS, Sec+ion 15093(a) of +he CEQA Guidelines requires the City +o balance the benefits of a proposed projec+ agains+ l+s unavoidable envlronmen+al risks in de+erminlng whether +o approve +he projec+; and WHEREAS, Sec+ion 15093(b) of +he CEQA Guidelines requires where +he decision of the City allows the occurrence of significant effec+s which are Identified in the Final EIR bu+ are nos mltlga+ed, the Cl+y mus+ s+a+e in wrl+ing +he reasons to support Its ac+ion based on +he Final EIR and/or o+her informa+ion In +he records; NOW, THEREFORE, BE IT RESOLVED, +hat the Clty Council of the Cl+y of Sou+h San Francisco makes +he following S+atements of Overriding Consldera+lons In suppor+ of l+s ac+ion, and as required by +he Guidelines: 1. Developmen+ likely +o be proposed under +he Plan would provide up +o Four Million Dollars ($4,000,000) +o +he Redevelopmen+ Agency for use on capl+al lmprovemen+s or o+her purposes In +he area. 2. The City's general fund would receive up +o $607,000 in excess of pro- viding services +o developmen+s likely +o be proposed under +he Plan. 3. Developers would be required +o contribu+e necessary funds +oward cer+aln existing and fu+ure capital lmprovemen+s including the Ga+eway Pump Sta+lon, +he Oys+er Poln+ Overcrosslng and s+orm drain requlremen+s on-sl+e. 4. Developmen+s likely +o be proposed under +he Plan would provide up +o +hree hundred fif+y (350) residential unl+s; thereby increasing existing housing s+ock In the Cl+y by approxlma+ely +wo percen+ (2%). 5. Residential developmen+ in the Redevelopment Area would provide flf+een percent (15%) Iow and moderate income housing and would fur+her +he goals of the City's Housing Elemen+ of +he General Plan. 6. Developmen+ likely +o be proposed under the Plan would change exls+lng views of +he Redevelopment Area from +ha+ of a desola+e, underu+illzed Indus+rial sl+e to +ha+ of a mixed use sl+e. 7. Po+entlal uses would genera+e up +o 9,000 daily vlsi+ors, who would be provided new views and access to San Francisco Bay, a significant regional resource. 8. Public costs and liabilities might occur if the Redevelopment Area remains In l+s current blighted and unused condition. I+ Is likely +ha+ +he site would need to be cleared and cleaned of any hazardous debris and possibly purchased by a publlc agency +o avoid adverse impacts to public health and safe+y. 9. Development likely to be proposed under +he Plan would employ up +o 6,200 people, and would greatly stimulate business in +he area such as re+all, service and business support activities. Appllca+lon of +he Assocla+lon of Bay Area Governments employment mul+ipllers +o developments likely +o be proposed under +he Plan indicates +ha+ +here could be genera+ed up +o 23,200 new jobs throughout +he Bay Area, 10. Developments likely +o be proposed under +he Plan would stimulate local business actlvl+y and increase nearby land and lease values. New revenues would also be genera+ed by sales and use +ax, real property transfer +ax, fran- chise tax, transient occupancy +ax and business license +ax. 11, Redevelopment of +he Area would eliminate and clear bllgh+ in furtherance of +he purposes of +he Community Redevelopment Law (commencing a+ Health and Safety Code Sec+lon 33000). 12. Redevelopment under +he Plan would provide for more effective removal of hazardous waste from +he former steel plan+ sl+e. 13. Redevelopment under +he Plan would provide a means of financing Improve- men+s to +he circulation system +o benefit no+ only users of +he proposed develop- men+s on +heir respective si+es; but would also benefit users of other proper+les In +he area and +hose uslng various modes of transportation in +he Area. 14. Redevelopment under +he Plan would allow consideration and encourage- men+ of Improvements and coordination of public transportation facilities, In- cluding but no+ Ilml+ed +o +rains and buses, +hereby Improving circulation of private mo+or vehlcles. 15. Redevelopment under the Plan would give the City of South San Francisco greater control over development taking place in the Redevelopment Area, because of controls built into the redevelopment process. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the loth day of July , 1985, by the following vote: AYES: NOES: ABSENT: Councilmembers Mark N.
