HomeMy WebLinkAboutReso 177-1985RESOLUTION NO. 177-85 ,- A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFICATION PLAN BY ADDING JOB SPECIFICATIONS FOR THE POSITIONS OF COORDINATOR OF LABOR RELATIONS AND COORDINATOR OF PERSONNEL SERVICES AND EMPLOYEE DEVELOPMENT BE IT RESOLVED by the City Council of the City of South San Francisco that the Employee Classification Plan, as amended, is further amended as follows: 1. To add Job Specifications for the positions of: Coordinator of Labor Relations Coordinator of Personnel Services'and Employee Development Copies of which are all hereto as exhibits A and B. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 14th day of August 1985, by the following vote: AYES: Councilmembers Mark N. Haffey CITY OF SOUTH SAN FRANCISCO EXHIBIT A TO RESOLUTION NO. 177-85 COORDINATOR OF LABOR RELATIONS AUGUST 1985 DEFINITION Under the direction of the Deputy City Manager/CD&A, plans organizes, coordinates, directs, and personally participates in. the City's employee relations program & MOU's; recommends, and processes action on employee disciplinary matters~ DISTINGUISHING CHARACTERISTICS The Coordinator of Labor Relations should have knowledge of the principles and practices of public personnel administration and should be knowledgeable about funtional areas within the personnel field, with emphasis on employee relations and conduct of administrative appeal hearings. The individual should possess the ability to establish and maintain effective working relationships with all levels of management, and with the public; and should be able to present effective written and oral reports and presentations. EXAMPLE OF DUTIES Conducts the employee relations function of the City, including negotiations coordination of Memorandum of UnderstandiNg with employee organizations, conducts compensation and benefit studies; prepares staff reports for City Council Meetings; answer questions for information from employees, management, outside agencies, and the public. DESIRABLE QUALIFICATIONS __Knowledge of: - Principles, methods andtechniques of public personnel administration including position classification, salary and benefit administration; - Applicable Federal, State and local laws and regulations pertaining to safety and workers' compensation, affirmative action, and personnel'records management; - The principles and techniques of effective supervision; - The theory and practice of group process;. Ability to: - Conduct compensation and benefit studies; - Conduct the employee relations function of the City, including negotiation of Memorandum of Understanding with employee organizations; - Interpret the City's personnel programs and policies to employees, department, and the general public; - Perform complex personnel work with a minimum of supervision; - Gather, interpret and analyze information and solve problems; - Make verbal presentations requiring tact, persuasion and diplomacy; - Make recommendations and evaluate alternative courses of action; - Plan, supervise and evaluate the work of others; - Prepare budgets and work within budgetary allowances. EDUCATION Equivalent to graduation from an accredited four (4) year college with a major in Public Administration, Business Administration, Personnel Management or a related field. EXPERIENCE Three (3) years increasingly responsible professional personnel experience. LICENSE Possession of an appropriate California Operator's License issued by the State Department of Motor Vehicles. EXHIBIT B CITY OF SOUTH SAN FRANCISCO TO RESOLUTION NO. 177-85 AUGUST 1985 COORDINATOR OF PERSONNEL SERVICES & EMPLOYEE DEVELOPMENT DEFINITION Under direction to assist Deputy City Manager/CD&A by relieving him of administrative detail; performs personnel work in a variety of program areas inclUding recruitment and selection, position classification, employee development and training; and is responsible for directing and coordinating the daily activities and operation of the Personnel Office; attend meetings of the Personnel Board, and to do related work as required. DISTINGUISHING CHARACTERISTICS This class is responsible for the daily operations of the personnel system. The duties and responsibilities assigned to an incumbent in this class differ from those found in other personnel positions, by the difficulty and respon- sibilities involved in the independent judgment and technical knowledge required in public personnel work. Must be available to work evenings and weekends. EXAMPLES OF DUTIES Plans, organizes and supervises the daily work of the Personnel Office; plans and administers a program for the recruitment, testing and selection of employees; confers with departmental officals to determine personnel needs and provide assistance with City's Rules and Regulations and policies, administers employee benefits and retirement relation matters; assists in management studies and surveys related to personnel matters; prepares agendas and staff reports for Personnel Board Meetings; the conduct of position and classification studies; employee development and training programs; supervises clerical employees. SUPERVISION RECEIVED AND EXERCISED General direction is provided by the Deputy City Manager/CD&A Responsibilities of the Coordinator of Personnel Services & Employee Development includes the direct or indirect supervision of technical or clerical personnel. QUALIFICATIONS. - Fundamental principles and practices of public personnel administration; - Principles of organization and management; - Statistical concepts and methods; - Principals of supervision;, - Principles of training, recruitment, safety and benefit administration. ABILITY TO - Communicate clearly and concisely, orally and in writing; - Collect, compile, and analyze information and data; - Establish and maintain effective relationships with those contacted in the course of work; - Interpret the City's personnel programs and policies to employees, departments, and the general public; - Perform complex personnel work with a minimum of supervision; - Gather, interpret and analyze information and solve problems; - Abil.ity to set priorities and use of time efficiently; - Ability to make verbal presentations requiring tact, persuasion and diplomacy; - Ability to make recommendations and evaluate alternative courses of action; - Ability to plan, supervise and evaluate the work of others. EDUCATION Equivalent to graduation from an accredited four year college or university with a major study in personnel, business or public administration or a closely related field. EXPERIENCE Three (3) years increasingly responsible technical personnel experience. LICENSE Possession of an appropriate California Operator's License issued b~the State Department of Motor Vehicles.
