CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE SUBMITTAL OF THE FINAL
STATEMENT OF OBJECTIVES AND PROJECTED USE OF COM-
MUNITY BLOCK GRANT FUNDS FOR FISCAL YEAR 1985-86
BE IT RESOLVED by the City Council of the City of South San Francisco that:
1. Approval of Final Statement.
The "Final Statement of Objectives and Projected Use of Community Block
Grant Funds for Fiscal year 1985-86"is hereby approved and a copy of said
statement is attached hereto as Exhibit "1."
2. Submittal of Statement.
The City Manager is authorized to submit said statement and to provide
the Department of Housing and Urban Development with such additional information
and execute such additonal documents that may be required to secure said Block
Grant funds for the City of South San Francisco.
I hereby certify that the foregoing Resolution was regularly introduced and
adopted by the City Council of the City of South San Francisco at a regular
meeting held on the 28th day of August , 1985 , by the following

FINAL STATEMENT OF OBJECTIVES
AND
PROJECTED USE OF COMMUNITY DEVELOPMENT BLOCK GRANT
FUNDS FOR FISCAL YEAR 1985/86
I. FINAL STATEMENT OF OBJECTIVES
The City of South San Francisco is a first year Entitlement Community
in the federal Community Development Block Grant Program with
$569,000 available for Fiscal Year 1985-86.
In developing this Statement, the City was cognizant of the national
Co~unity Development Block Grant objectives to benefit low and
moderate income persons and to eliminate a slum or blight.
The City of South San Francisco Community Development Block Grant
Plan for 1985-86 contains four basic objectives. The projects
contained in this Proposed Statement address all of these objectives
as follows:
1. Address housing needs of targeted groups of residents.
2. Equal opportunity for housing.
- 3. Maintain and improve public facilities.
4. Ensure improved living environment residential and
commercial neighborhoods.
The following section outlines the projects proposed to be implemented
with 1985-86 funds. All projects meet the national objective for
benefiting low to moderate income persons. 21% of the budgeted funds
are for housing or for housing related projects. 58% of the 1985-86
funds are for Community Development projects; all of which directly
serve low to moderate income persons. All proposed activities address
at least one of our objectives.
II.
PROJECTED USE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR
FISCAL YEAR 1985-86
Operation Sentinel - $6,000 , Citywide - Objective #1 & #2
These funds will be utilized by Operation Sentinel, a non-profit
corporation, to provide rental information and mediation services to
residents of South San Francisco as well as investigate complaints of
housing discrimination of all types, including racial, sexual, and
families with children.
Shared Housing Project - $12,000 - Citywide - Objective #1
These funds will be used to support a shared housing project for the
City of South San Francisco. The program will arrange shared housing
for seniors and low to moderate income adults. It is estimated that
approximately 45 individuals will be assisted through matches, with
information and referral going to approximately 200 South San Francisco
residents,
Senior Home Repair Program - $10,000 - Citywide - Objective #1
This project will fund a minor home repair service for seniors. Specific
services include plumbing, electrical, painting, appliances, carpentry,
roof repairs, and other handyman work. Fees will be charged on a sliding
scale dependent upon the income of the client. The Community Development
Block Grant funding will be used for direct service costs only. The
program will be self administered by the City of South San Francisco.
..Interim Assistance - Historic Old Town Homeowners Association - $16,000
- Target'Area - Objective #4
These funds will be used to support community cleanup activities in the
target area. A homeowners association has been newly formed and the
City is providing support service in several of their activities.
Specially this project will fund: l) a graffiti removal program, 2)
rental of debris boxes, 3) miscellaneous materials for youth street
cleanup, and 4) printing costs.
Lighting Improvements - Cypress and Pine Play Area - $22,000 - Target Area -
Objective #3 & #4
This project involves security lighting for small play area developed with
HCDA funds in 1978. Crime and vandalism is high in the area. The City
is providing funding for improved street lighting.
Housing Rehabilitation Loan Program - $90,000 - Target Area and'Citywide -
Objective #1 & #4
This project will fund the rehabilitation of approximately four dwelling
units in the target area and Citywide, bringing the units to standard
condition. The City will serve as a liaison and contract the administration
~of the program with San Mateo County.
Senior Center Expansion - $100,000 -~Citywide - Objective #3 & #4
The E1Camino Senior Center, housed in the Municipal Services Building,
provides a multitude of services on a daily basis including nutrition,
counseling, transportation, recreation, life enrichment classes,
referral network, and multi-lingual outreach services. This project
will fund a portion of a 6,000 square foot expansion which is needed
for the expanded nutrition and afternoon programs.
Magnolia Center Development - $210,000 - Target Area and Citywide -
Objective #3 & #4
This project will fund a portion of the rehabilitation cost of a 15,000
square foot historical building to be utilized as a senior/multi-purpose
center. Three (3) acres adjacent to the center will be 150 privately
developed senior housing units; at least 20% of which will be for low
and moderate income seniors. The City's multi-service senior program
within the target area, temporarily housed in another site, will be
transferred permanently to this proposed site. The project site sits
at the entrance to the downtown revitalization.
Administration - $103,000
This project will fund overall program administration excluding the costs
of operating the Housing Rehabilitation Loan Program which is included
in that project, per Co~nunity Development Block Grant Regulations.
