CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO
EMPLOYEE CLASSIFICATION PLAN BY ADDING JOB SPECIFICATIONS
FOR THE POSITIONS OF SENIOR CIVIL ENGINEER AND PLANNING AIDE
BE IT RESOLVED that the City Council of the City of South San
that the Employee Classification Plan, as amended, is further amended as follows:
1. To add the Job Specifications for the positions of:
A. SENIOR CIVIL ENGINEER
B. PLANNING AIDE
I hereby certify that the foregoing Resolution was regularly intro-
duced and adopted by the City Council of the City of South San Francisco at a
regular meeting held on the 24th day of April , 19 85, by the

SENIOR CIVIL ENGINEER
DEFINITION'
-- Under direction, to assist in the administration and supervision of the Engineering
vision; to perform varied, professional engineering work; to supervise personnel per-
._rming design, inspection and surveying duties; and to do related work as required.
EXAMPLES OF DUTIES
Assist in directing the activities of the Engineering Division, coordinating work
projects requiring both engineering office and field work; assists, supervises and reviews
work of subordinate engineering personnel engaged in compiling.data relating to and in the
design and preparation of drawings, maps, profiles, plans, estimates and reports relating
to Civil engineering projects; reviews plans for conformance to established engineering
standards and practices; reviews standard specifications and adds special provisions for
unusual engineering projects; assists in evaluating the needs for, and developing plans
and schedules for long range engineering and public works projects; provides continuing
engineering and public works projects; provides continuing technical assistance and per.-
sonally participates in assigned engineering projects; directs the inspection of public
works construction projects for conformance to established plans and specifications;
answers questions to the general public and attends meetings with representatives of other
departments and agencies; takes charge of the Engineering Division in the absences of City
Engineer.
DESIRABLE QUALIFICATIONS
Knowledge of:
Principles and practices of civil engineering;
Methods of design, construction and maintenance of public works facilities;
Technical, legal, financial and public relations aspect of municipal
government.

Ability to:
Prepare engineering estimates, plans, and specifications;
Perform. difficult engineering work in design and construction of public
works facilities;
conduct technical engineering research work, make analysis, and write
comprehensive reports;
Plan, organize, and supervise the work of engineering projects and personnel;
Establish and maintain cooperative working relationships with those
contacted in the course of work.

EXPERIENCE:
Four (4) years of increasingly responsible professional civil engineering experience
including at least two (2) years of Public Works experience in municipal government.
EDUCATION:
Equivalent to graduation from an accredited four year college or university with a major
in civil engineering, or closely related engineering field.
CENSE:
Possession of a valid certificate of registration as a Civil Engineer issued by the State
_~partment of Registration for Professional Engineers and a possession of an appropriate
California.operator's license issued by the State Department of Motor Vehicles.

PLANNING AIDE(U)
-- Under direction, to perform responsible non-profesional planning and zoning assign-
I ~ts, to assist planners in the preparation of planning studies and plan; to prepare
b..phic, tabular, and written materials and reports, assist the public, and do related
work as required.
EXAMPLES OF DUTIES
Provide the public with a variety of technical information related to zoning and planning
ordinance requirements, environmental review procedures, application filing procedures and
permit review processes; assist the public,in filling out permit applications; to. deter-
mine conformance of requested land use with current ordinances; coordinate with other
agencies to assure that conditions of approval are satisfied so that land use permits,
building finals, etc., can be issued; maintain supply of ordinances available for public
use; outline;' outline properti'es on maps using parcel number or by reading a legal
description; maintain case files, assist the planners with technical data, prepare exhi-
bits for meetings, and coordinate census date.
DESIRABLE QUALIFICATIONS
Any combination of education and/or experience which provide the following:
Working knowledge of alpha/numeric filing systems;
Gain a working knowlege of land use permit application filing procedures
and review processes;
Read and gain a working knowledge of state and local ordinances, regula-
tions and plans pertaining to the permit application process and to
determine and interpret appropriate regulations relative to a project;
Read and interpret maps and legal descriptions to outline parcels of
land and determine land use, distances, etc.;
Orally communicate with lay persons on complex, technical issues;
Deal tactfully with the public and staff in stressful situations;
follow oral and written instructions and office procedures;
develop and maintain cooperative work rel.ationships with those contacted
in the course of work.
EDUCATION:
Equivalent to graduation from an accredited four-year college or university with
major work in planning, landscape architecture, engineering, public administration, or
geography.
LICENSE:
Possession of a valid California operator's license issued by the State Department of
tor Vehicles.
