HomeMy WebLinkAboutReso 21-1985RESOLUTION NO. 21-85 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION GRANTING RECOGNITION TO THE SOUTH SAN FRANCISCO POLICE ASSOCIATION AS THE EXCLUSIVE REPRESENTATIVE EMPLOYEE ORGANIZATION FOR EMPLOYEES IN CLASSIFI- CATIONS INCLUDED IN REPRESENTATION UNIT VII - NON-SWORN POLICE BE IT RESOLVED by the City Council of the City of South San Francisco that: WHEREAS, the City Council of the City of South San Francisco determined that Unit VII - Non-Sworn Police .was an appropriate representation unit for purposes of employer-employee relations on February 19, 1975 by Resolution No. 23-75; and WHEREAS, the City Council of the City of South San Francisco recognized the Unit VII Wage Committee as the majority representative of recognized employee organizations on December 6, 1979 by Resolution 135-79; and WHEREAS, the City Council of the City of South San Francisco modified Unit VII Non-Sworn Police to revise job titles of existing classifications included in the representation unit on July 15, 1981 by Resolution No. 78-81;.~and WHEREAS, the Municipal Employee Relations Officer received a petition from the South San Francisco Police Association on December 20, 1984 requesting that the Association be formally recognized as the exclusive bargaining representative for employees in classifications included in representation Unit VII Non-Sworn Police; and WHEREAS, the petition was accompanied by the signatures of all of the regular employees of the unit; and WHEREAS, the Municipal Employee Relations Officer has reviewed the information included with the petition and finds it to be in compliance with the requirements of the South San Francisco Municipal Code Chapter 3.08 Section 3.08.150; and WHEREAS, the Municipal Employee Relations Officer has provided notice of the receipt of the petiton to all affected employees, city offices and departments and interested employee organizations; and AYES: NOES: ABSENT: WHEREAS, the City Manager has determined that no other employee organization has presented written documentation of eligibility to participate in an election of the employees for recognition as the representative employee organization; and WHEREAS, the City Manager and the South San Francisco Police Association agree that an election is not required since every employee in the unit signed a statement declaring the Association to be his or her representative organization and no person or interested employee organization has produced written documentation of objection to the granting of recognition to the Association from any employee in the unit; and WHEREAS, all appropriate notices and sufficient time for the filing of written documentation and receipt of all objections from all affected employees and interested employee organizations have been provided; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTH SAN ~RANCISCO THAT: 1. The South San Francisco Police Association is hereby formally recognized as the exclusiverepresentative employee organization of the employees in classifications included in representation Unit VII - Non-Sworn Police and 2. Recognition of the Association shall remain in effect for one year from the date hereof and thereafter until recognition is withdrawn~mr th~ssociation is replaced by another organization pursuant to the provisions of Chapter 3.08 of the South San Francisco Municipal Code. I hereby certify that the foregoing Resolution was regulRrly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 23rd day of January , 1985 by the following vote: Councilmembers Mark N.
