CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ACCEPTING AND APPROVING AMENDMENT
TO MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY
OF SOUTH SAN FRANCISCO AND THE INTERNATIONAL
ASSOCIATION OF FIREFIGHTERS LOCAL 1507, AFL-CIO
FOR THE PERIOD JULY 1, 1983 THROUGH JUNE 30, 1985.
BE IT RESOLVED by the City Council of the City of South San Francisco
that the amendment to the Memorandum of Understanding with Unit #6, South
San Francisco Fire Fighters, represented by International Association of
Fire Fighters, Local 1507, AFL-CIO for the period including July 1, 1983
through June 30, 1985, a copy of which is attached as Exhibit "A" and
incorporated herein by this reference as if set forth verbatim, is hereby
accepted and approved.
BE IF FUTHER RESOLVED, That the City Clerk be and is hereby authorized
to endorse on Page 1 of the signature page of said Memorandum of Understanding
the following:

EXHIBIT "A" TO RESOLUTION NO. 52-85
AGREEMENT TO AMEND THE MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF SOUTH SAN FRANCISCO AND THE
INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL
1507, AFL-CIO FOR THE PERIOD JULY l, 1983 THROUGH
JUNE 30, 1985.
Effective january l, 1985 the City agreed to provide five percent
(5%) in addition to the salary rate for which a Firefighter otherwise
qualifies in accordance with Appendix "A" of the Unit #6 Memorandum of
Understanding as compensation for those.employees assigned to the
duties of Engineer.
The representatives of the City and the the represel~tatives of the
International Association of Firefighters, Local 1507, AFL-CIO were unable
to complete all details of the engineer duty assignments and therefore
agreed that two and one-half percent (2.5%) would be implemented as of
January 1, 1985 with the stipulation that the additional 'Cwo and one-half
percent (2~5%) would be implemented retroactive to January l, 1985 upon
completion of all details of the engineer duty assignment program.
The representatives of the City and the representatives of the
International As.sociation of Firefighters, Local 1507, AFL-CIO have met
and conferred and have agreed to amend the Memorandum of Understanding
between the City of South San Francisco and the International Association
of Firefighters, Local 1507, AFL-CIO in order to provide the additional
two and one-half percent (2.5%) as the details of the engineer duty
assignment program have now been completed.
It is therefore agreed that the Memorandum of Understanding between
the City Of South San Francisco and the International Association of
Firefighters, Local 1507, AFL-CIO for the period July l, 1983 through
June 30, 1985, shall be amended to include the followin~ language under
Article 6, Section 6:
"Section 6.. Engineer Duty Assignment Compensation~
Effective January l, 1985, an 'employee in the classification of
Firefighter who is assigned to engineer duties shall receive five
percent (5%).in addition to the rate for which he or-she otherwise
qualifies pursuant to the provisions of Appendix "A". Employees who
qualify for this special assignment compensation shall have his or
her'base hourly wage rate calculated as follows:
Employees base'hourly wage rate including
incentives (as set forth in Appendix "A"
x 1.05 = Employees base hourly special
compensation rate."

The City and Unit #6 hereby agree to the Amendments as expressly
stated herein and except as herein modified, all other provisions,
terms and conditions of the Memorandum of Understanding shall remain
in effect.

DEPARTMENTAL PROCEDURES FOR ENGINEER DUTY ASSIGNMENTS
Engineer Duty Assignment: As assigned, under the Supervision of a Battalion
Chief,.the assignment of a qualified Firefighter to perform the duties necessary
in order to properly drive, operate and maintain fire vehicles, apparatus and
equipment and to assist in the training of other Engineers will be made in
addition to.his.or her usual Firefighting duties. Examples of the additional'
Engineer'assignment duties: Drives fire apparatus; positions pumper at the
scene Of emergencies and regulates water pressure in'accordance with
department'policy and field hydraulics, positions aerial platform and aerial
truck at the scene of emergencies;checks apparatus for proper operation and
performs minor maintenance; cleans, polishes, checks and services equipment;
prepares reprots on operation of apparatus and equipment; conducts pumper tests
.and vehicle inventory check; is responsible for the readiness condition of
apparatus and equipment at all times~-gives i~st~uction on the operation of
apparatus'to firefighters; takes shortest route when responding to emergencies..
Qualified Firefighter: A qualified Firefighter shall mean an employee in the
classification of Firefighter who has:
1o' Successfully completed the Departmental Driver's Training
Program and has obtained and maintains the appropriate.
Driver's License as issued by the State of California,
Department of Motor Vehicles; and
2.. Received not less than an overal'l rating of "Standard" on
his or her last employee performance evaluation; and
3. Met the Departmental standards for On-the-Job Driving Records.
(Standards to be developed) ~
Profi.ciency Review: A Firefighter who wishes to be assigned to Engineer duty
..and who has' suc'ces'sfully completed the Departmental' Driver's Training Program,
but who has not been assigned to Engineer's duty on an on,going basis, may be
required to pass a proficiency review in order to become qualified.
'Seniority: The most senior Firefighter who is qualified in accordance with the
above, and wishes to be assigned to a vacant Engineer. duty assignment, will be
so assigned,
'Implementation:~ Those Firefighters assigned to Engineer duties as of March 7,
1985 shall be considered as having qualified for Enginfer duty assignment. Any
Fi. refighter ass. igned to Engineer duties after March 7, 1985, must qualify in
· accordance with the above.
