RESOLUTION REQUESTING THAT CONGRESSMAN J. ARTHUR
YOUNGER SUPPORT THE COLMA CREEK FLOOD CONTROL
PROJECT AND THE APPROVAL OF SAID PROJECT BY THE
UNITED STATES ARMY CORPS OF ENGINEERS
BE IT RESOLVED by the City Council of the City of
South San Francisco that
WHEREAS, the Board of Supervisors of San Mateo County,
after extensive study and investigation, has duly approved
the United States Army Corps of Engineers' project for Colma
Creek, and,
WHEREAS, the City of South San Francisco, which city
is paying approximately 75% of the local cOntribution to
said project, and the Cities of Pacifica, Daly City and San
Bruno, which cities are within the zone, have duly approve
the plan recommended by the County of San Mateo, and,
WHEREAS, construction and installation of the project
is urgently needed to accommodate the collection and flow
of storm drain waters in a manner so as to safeguard and
prevent damage to valuable properties in the area and the
possible threat of injury to persons who work and live in
the area, and,
WHEREAS, the delay or failure to immediately construct
and install the proposed work poses a continuing burdensome
cost on the City of South San Francisco and the County of
San Mateo in the way of emergency flood control measures,
remedial work and legal claims for damages, and,
WHEREAS, the Peninsula Manufacturers, after thorough
and lengthy study, have approved the County plan and passed
a Resolution so declaring, and,
WHEREAS, no current engineering studies have been
undertaken that indicate a plan other tbmn the plan ap-
proved by the County that would be economically feasible
and provide the level of protection required, and,
WHEREAS, a reconnaissance study of the United States
Army Corps of Engineers and the County of San Marco in-
dicates that the proposed project, based upon the corps
of Engineers' criteria, is economically feasible and the
ratio of benefit to cost is favorable, and,
WHEREAS, the alternate plan would provide protection
only for South San Francisco and said protection would
be a lower level of protection, and,
WHEREAS, the alternate plan would be so costly for
the local agency that the five cities involved would have
to reassess prior approval, and it is indicated that the
results of such reassessment would be a determination not
to participate, thereby preventing the accomplishment of
the project.
NOW, THEREFORE, IT IS ORDERED that the City Council
of the City of South San Francisco does hereby respectfully
request and urge Congressman J. Arthur Younger to take
all the steps necessary to bring about as early as pos-
sible the approval of the Colma Creek Flood Control project
by the United States Army Corps of Engineers.
