CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION AWARDING PROFESSIONAL SERVICES
AGREEMENTS TO ALPHA ANALYTICAL LABORATORIES
INC. AND DYSERT ENVIRONMENTAL INC. FOR TESTING
AND SAMPLING SERVICES
WHEREAS, in May 2011, staff issued a Request for Proposals ( "RFP ") for Laboratory
Testing and Sample collection services for the Water Quality Control Plant (WQCP); and
WHEREAS, on June 8, 2011, the City of South San Francisco ( "City ") staff received
proposals from eight (8) firms; and
WHEREAS, a panel of WQCP staff, reviewed and interviewed all eight firms who
submitted proposals; and
WHEREAS, Alpha Analytical Laboratories Inc. ( "Alpha ") and Dysert Environmental
Inc. ( "Dysert") were ranked highest based on their proposal, project understanding,
qualifications, and experience; and
WHEREAS, staff recommends awarding an agreement to Alpha not to exceed $400,000
for laboratory analysis and to Dysert not to exceed $100,000 to perform various sampling
collections for the WQCP; and
WHEREAS, award of the professional services agreements to Alpha and Dysert will
provide for the preparation of reports to the State Water Quality Control Board and the US
Environmental Protection Agency, and
WHEREAS, the project will be funded by the WQCP 2011 -2012 operating budget,
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby awards professional services agreements Alpha and
Dysert to provide for the preparation of reports to the State Water Quality Control Board and the
US Environmental Protection Agency, in an amount not to exceed $400,000 and $100,000,
respectively, conditioned on Alpha and Dysert's timely execution of the contract and submission
of all required documents, including but not limited to certificates of insurance and
endorsements, in accordance with the agreements.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City Council.

I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 22 day of
June 2011 by the following vote:
AYES: Councilmembers Mark Addiego and Pedro Gonzalez,
Vice Mayor Richard A. Garbarino and Mayor Kevin Mullin

ABSENT: Councilmember Karyl Matsumoto
