HomeMy WebLinkAboutReso 4309-1965RESOLUTION NO. 4309 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING THE REPORT AND RECOMMENDATION OF THE CITY MANAGER, DIRECTOR OF PUBLIC WORKS AND CHIEF OF POLICE AND FORWARDING SAME TO THE DI- VISION OF HIGHWAYS, STATE OF CALIFORNIA, AS A BASIS FOR THE REQUEST FOR THE UN- DERTAKING OF WORK ON EL CAMINO REAL ~'" to receive same. BE IT RESOLVED by the City Council of the City of South San Francisco that 1. The report and recommendation of the City Manager, Director of Public Works and Chief of Police, attached here- to as Exhibit "A", regarding the proposed improvement to E1 Camino Real in the City of South San Francisco be ap- proved; 2. A copy of this report and recommendation be for- warded to the California Division of Highways, same to con- stitute a request by the City Council to accommodate the recommendations contained therein as soon as it is feasible to do so4 3. The City Manager is hereby authorized to forward copies of this Resolution and order report and recommend- ations to other officers or parties he deems it advisable I hereby certify that the foregoing resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a reoular meeting held on the is% day of November , 19 65, by the following vote: AYES, COUNCILMEN Frank Bertucelli, Pa~.r~ck H. Real During re~ent years the incidence of serious ac~i- 4ents along E1 Camino Real has become of general concern. There is attached hereto, flor your information, a su~na~ and bz~a~ of the accidents that have occurred along t.his state arterial over the last two years and ten montlm. The breakdown denotez the location as well as whether o~ly pFoperty damage or property damage and personal Injury resulted. It will be noted that serious acciGents pre- dcmttnate at the princi~al intersections! namely: of E1 Camino ~eal and Chestnut, Spruoe, Orange and Arroyo. The reason for t~ese numerous serious accidents obvious. Traffic on E1 Cam/no Real is p~esently running ~in excess of 26,000 A.D.T.' but more important, develop- ment along tile intersecting streets is bringing about great increase in turning movements onto and off of E1 Camino. T~e street is built to a rain/mum four lar~ standard without stacking lanes for turning movements, adequate shoulders or divider islands, and the travel lanes are only ten f~et wide. Therefore the frequent left turns, across tl~e ~th of onccaaing traffic, not ~nly tends to slow all movement in both directions but causes broadside and other mcci~ents. It appears, further, that the worst is y~t to cc~e. The completion and impending opening of a large discount department st~re at spx-ace and E1 Camino P~al, conatruc- tLcm of a drive-in theatre o~ Spruce Avenue, and plans fo~ the development o~ a shopping center on Chestnut make it certain that not only total traffic but the percentage of turn~g movements in relation to that total will crease great ly. The City Council has allocated $200,000 as operative share for t}~ E1 Camlno Real project and hem indicated a willingness to ~orm an assessment to raise whatever additional money is r~e~ssary to com- plete the work, but tt-~ Division of ilighways has 1hall'- cared that no money ~tll be available for ~/ring the 1966-67 fiscal year. It therefore appears t~t the project is still three to five years aw~y.
