HomeMy WebLinkAboutReso 4473-1966RESOLUTION NO. 4~7S CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION ADDRESSING COMMENTS TO THE REGIONAL WATER QUALITY CONTROL BOARD #2 REGARDING THE TENTATIVE POLICY STATEmeNT WHICH IS THE SUBJECT OF A HEARING THURS- DAY, MAY 26, 1966 BEFORE SAID BOARD. BE IT RESOLVED by the City Council of the City of South San Francisco that: 1. The followin~ comments are respectfully addressed to the Regional Water Quality Control Board #2 re~ardin~ the tentative policy statement, which is set for hearin~ on Thursday May 26, 1966. Disinfection at all times for all dis- chargers is contrary to the exlstin~ practice of the Water Quality Control Board which has always taken into account the particular conditions surroundin~ each discharger and has considered spec- ifically the effect of that effluent upon the recelvin~ waters. The Water Quality Board has already set standards for disinfection of discharce from the South San Francisco-San Bruno Sewace Treatment plant, based upon per- formance and need, and to materially alter these standards without clearly showin~ the necessity, as indicated by tests, would be a breach of good faith· Dependin~ upon the quality of the effluent, dilution, and the state of the receivln~ waters, disinfection in many instances would serve no beneficial purpose. De Funds and effort which should properly be spent for improvin~ the overall quality of discharged wastes may be diverted to disinfection alone as a substitute. Some outfalls are located where there is little or no possibility for water contact sports now or in the foreseeable future. That the City Mana~_er be and he is hereby authorized to represent the City of South San Francisco at said hearing. -1- 3. That the City Manager inform the Water Quality Control Board #2, that based on the afore- goin~ comments the City of South San Francisco opposes the adoption of the tentative policy state- ment.
