HomeMy WebLinkAboutReso 102-2011 RESOLUTION NO. 102 -2011 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION TO THE METROPOLITAN TRANSPORTATION COMMISSION REQUESTING THE ALLOCATION OF FY 2011/2012 TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 PEDESTRIAN /BICYCLE PROJECT FUNDING FOR THE PEDESTRIAN CROSSING IMPROVEMENT AT EL CAMINO HIGH SCHOOL PROJECT, AND COMMITTING THE NECESSARY NON FEDERAL MATCH FOR THE PROJECTS AND STATING THE CITY'S ASSURANCE TO COMPLETE THE PROJECT WHEREAS, Article 3 of the Transportation Development Act (TDA), Public Utilities Code (PUC) Section 99200 et seq., authorizes the submission of claims to a regional transportation planning agency for the funding of projects exclusively for the benefit and/or use of pedestrians and bicyclists; and WHEREAS, the Metropolitan Transportation Commission (MTC), as the regional transportation planning agency for the San Francisco Bay region, has adopted MTC Resolution No. 875, Revised, entitled "Transportation Development Act, Article 3, Pedestrian/Bicycle Projects," which delineates procedures and criteria for submission of requests for the allocation of "TDA Article 3" funding; and WHEREAS, MTC Resolution No. 875, Revised requires that requests for the allocation of TDA Article 3 funding be submitted as part of a single, countywide coordinated claim from each county in the San Francisco Bay region; and WHEREAS, the City of South San Francisco desires to submit a request to MTC for the allocation of TDA Article 3 funds to support the projects described in Attachment B to this resolution, which are for the exclusive benefit and/or use of pedestrians and/or bicyclists. NOW, THEREFORE BE IT RESOLVED, that the City of South San Francisco declares it is eligible to request an allocation of TDA Article 3 funds pursuant to Section 99234 of the Public Utilities Code, and BE IT FURTHER RESOLVED, that there is no pending or threatened litigation that might adversely affect the project or projects described in Attachment B to this resolution, or that might impair the ability of the City of South San Francisco to carry out the project; and BE IT FURTHER RESOLVED, that the City of South San Francisco attests to the accuracy of and approves the statements in Attachment A to this resolution; and BE IT FURTHER RESOLVED, that a certified copy of this resolution and its attachments, and any accompanying supporting materials shall be forwarded to the Congestion Management Agency, Countywide Transportation Planning Agency, or County Association of Governments, as the case may be, of County of San Mateo for submission to MTC as part of the countywide coordinated TDA Article 3 claim. Attachment A Re: Request to the Metropolitan Transportation Commission for the Allocation of Fiscal Year 2011 /2012 Transportation Development Act Article 3 Pedestrian/Bic cle Pro Fundin• Findings 1. That the City of South San Francisco is not legally impeded from submitting a request to the Metropolitan Transportation Commission for the allocation of Transportation Development Act (TDA) Article 3 funds, nor is the City of South San Francisco legally impeded from undertaking the project(s) described in "Attachment B" of this resolution. 2. That the City of South San Francisco has committed adequate staffing resources to complete the project(s) described in Attachment B. 3. A review of the project(s) described in Attachment B has resulted in the consideration of all pertinent matters, including those related to environmental and right -of -way permits and clearances, attendant to the successful completion of the project(s). 4. Issues attendant to securing environmental and right -of -way permits and clearances for the projects described in Attachment B have been reviewed and will be concluded in a manner and on a schedule that will not jeopardize the deadline for the use of the TDA funds being requested. 5. That the project(s) described in Attachment B comply with the requirements of the California Environmental Quality Act (CEQA, Public Resources Code Sections 21000 et seq.). 6. That as portrayed in the budgetary description(s) of the project(s) in Attachment B, the sources of funding other than TDA are assured and adequate for completion of the project(s). 7. That the project(s) described in Attachment B are for capital construction and /or design engineering; and/or for the maintenance of a Class I bikeway, which is closed to motorized traffic; and/or for the purposes of restriping Class II bicycle lanes; and /or for the development or support of a bicycle safety education program; and /or for the development of a comprehensive bicycle and /or pedestrian facilities plan, and an allocation of TDA Article 3 funding for such a plan has not been received by the City of South San Francisco within the prior five fiscal years. 8. That the project(s) described in Attachment B which are bicycle projects have been included in a detailed bicycle circulation element included in an adopted general plan, or included in an adopted comprehensive bikeway plan (such as outlined in Section 2377 of the California Bikeways Act, Streets and Highways Code section 2370 et seq.). 9. That any project described in Attachment B that is a "Class I Bikeway," meets the mandatory minimum safety design criteria published in Chapter 1000 of the California Highway Design Manual. 10. That the project(s) described in Attachment B are ready to commence implementation during the fiscal year of the requested allocation. 11. That the City of South San Francisco agrees to maintain, or provide for the maintenance of, the project(s) and facilities described in Attachment B, for the benefit of and use by the public. Describe the project (location, length, scope, size of project); please include a map: Explain: The project includes design and installation of an in- ground lighted crosswalk system across Mission Road at the El Camino Real /BART driveways. The lighted crosswalk will be operated by pedestrian push buttons. The system will be wireless and solar powered. Bulb -outs will be included in the project, as well as high visibility crosswalks. Please see Attachments 1 and 2 for the General Map and Site Plan. Attachments 3 and 4 show Site Photos and Proposed Improvements. Mission Road, which has a posted speed limit of 30 MPH runs between BART and El Camino Hiqh School. Centennial Way runs parallel to the roadway. The project location currently prohibits pedestrian crossing due to the high vehicle speeds and close proximity to nearby controlled intersections with crosswalks at Lawndale Boulevard and Evergreen Drive. Students continue to use this uncontrolled intersection because it is a more direct connection to BART, bus stops and Centennial Way. Fences and school monitors have been utilized unsuccessfully to prevent students from crossing at this location. Sight distances approaching the intersection are free of obstructions. Nonetheless, between 2007 and 2010, thirteen collisions have occurred either at or in close proximity to the intersection. Two of the thirteen accidents involved collisions with pedestrians. One of the pedestrian related collisions included a student jaywalking from El Camino High School to access BART. Given this need, staff is proposing to create a safe crossing for pedestrians. Permits, Agreements and /or Environmental Clearance approved? Staff filed a Notice of Exemption with the County since the installation of in- ground lighted crosswalks are safety upgrades within the existing public right -of -way. The project will allow safe crossing of Mission Road at the El Camino High School /BART driveways. (Please see Attachment 5 for the Notice of Exemption.) IV. PROJECT NEED a. Does the project meet commuter and /or recreational purposes? Yes ® No ❑ Explain: This project meets both commuter and recreational purposes by providing a safe, direct connection beween El Camino High School and the South San Francisco BART Station, as well as Centennial Way. b. Is bicycle and /or pedestrian safety improved because of the project? Yes ® No ❑ Explain: The main purpose of this project is to improve safety at El Camino High School and Mission Road. Between 2007 and 2010, 13 collisions have occurred either at or in close proximity to the subject intersection. Two of the thirteen accidents involved collisions with pedestrians. One of the pedestrian related collisions included a student jaywalking from El Camino High School to access BART. SMCTA Measure A & TDA Art 3 FY 2012 & 2013 Program Page 4 of 10 Project Application Pedestrian Crossing Improvement at El Camino High School 01 Feb11 7 Jaywalking across Mission Road, between El Camino High School and the BART Station, has been a concern voiced to the Police Department for many years. Previous failed responses to this concern have included installation of shrubs and a chain link fence as a deterrent, as well as installation of signaqe to direct pedestrians to the existing crosswalks at Mission Road /Evergreen Drive or Mission Road /Lawndale. The proposed improvements will distinguish a new mid -block crossing, to help reduce traffic speeds and highlight the presence of pedestrians and bicyclists. A combination of signaqe improvements, high visibility crosswalk striping,, pedestrian refuge islands and a pedestrian activated lighted crosswalk system will be utilized to create a much safer crossing for students, as well as the community wishing to access BART and Centennial Way. Please see Attachment 4 for the proposed site plan with the improved crossing layout. V. POLICY CONSISTENCY a. Demonstrate the project is consistent with policy documents. Discuss the public planning process that resulted in project development: Explain: Staff met with the South San Francisco Bicycle and Pedestrian Advisory Committee (BPAC) to develop the proiect, which was open to the public. The project is based on recommendations from the SSF Bicycle Master Plan, which involved heavy participation by residents, bicycle organizations, and various City Commissions. Prior to this, the proiect was submitted as part of a Safe Routes to School grant application in 2010. Unfortunately, the proiect was not selected for funding. Is project identified in the San Mateo County Comprehensive Bicycle and Pedestrian Plan as part of the Countywide Bikeway Network or located in a Pedestrian Focus Area identified in the CBPP? This project will be identified in the Plan. c. Comment on level of support. As appropriate, attach documents of support and show composition of relevant committee. (examples: letters, meeting minutes, etc) Explain: This project is supported by several commitees, agencies, groups, as well as the City Council, BART, El Camino High School and the SSF Unified School District. Please see Attachment 6 for various letters of support, the SSF BPAC Meeting Minutes and the City Council Actions Taken document, indicating approval of the submission of the project. The SSF BPAC supports this project application. The BPAC is comprised of Karen Sumner (Chairperson), Al Meckler (Vice Chairperson), Teresa Avelar (Committee member), Dan Sherman (Committee member), and Betty Battaglia (Committee member). A copy of the meeting minutes are attached (Attachment 6) indicating their approval, as well as a letter of support. This proiect is supported by the City's Traffic Advisory Committee (TAC). The TAC is comprised of Linda Aiello (Planning), Don Olsen (Police Department), Tom Carney (Fire Department), Frank McAuley (Public Works), and Dennis Chuck (Engineering Administrator). The SSF City Council supports this project application. The City Council is comprised of Kevin Mullin (Mayor), Richard Garbarino (Vice Mayor), Mark Addiego (Councilmember), Pedro Gonzalez (Councilmember), and Karyl Matsumoto (Councilmember). Council approved by motion the submission of the project at the March 9 City Council meeting. A copy of the Actions Taken document, provided by the City Clerk, is attached (Attachment 6). Other agencies supporting this proiect are: SSF Parks and Recreation Commision and the Alliance. The project is supported by Assemblymember Jerry Hill and Senator Leland Yee as well. Discuss any potential funding shortfalls or funding sources that are considered risky, and how they will be addressed. Explain: There are no potential funding shortfalls or risky funding sources associated with this project. The funding match is coming from the Citv's Gas Tax funds. There is sufficient Gas Tax to cover the project's match. e. Can the project be partially funded? Yes ® No ❑ If "Yes ", how much? Explain: If the project is partially funded, the City will complete the design ($25,000) and look for construction funding in the future. f. Can the project be divided into phases? Yes ® No ❑ If "Yes ", describe the different phases and cost associated with each phase. Explain: The project could be split into two phases: design ($25,000) and construction ($115,000). VII. EFFECTIVENESS a. What is the relationship of the project to bicycle or pedestrian routes /facilities (i.e. does it provide access to, or close a gap in the bicycle or pedestrian network)? Explain: This project connects directly to Centennial Wav, linking El Camino High School, as well as the Sunshine Gardens community to the SSF BART Station. Explain: The project improves the environment by providing a safer crossing for pedestrians and bicyclists. The safer environment encourages an increase in the number of pedestrians and bicyclists who utilize the roadways, which improves the air quality and reduces the emissions. Potential supplantation will be examined in the application review as well as in the pre -award review and post award monitoring. Funding may be suspended or terminated for filing a false certification in this application or other reports or documents as part of this program. Certification Statement: I certify that any funds awarded under the FY2012 and /or FY2013 San Mateo County Transportation Authority Measure A and /or the TDA Article 3 Bicycle and Pedestrian Program will be used to supplement existing funds for program activities, and will not replace existing funds or resources.
