CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION AWARDING A CONSULTING SERVICES
AGREEMENT TO CAROLLO ENGINEERS, INC. FOR THE
WATER QUALITY CONTROL PLANT UPGRADES —
CRITICAL REHABILITATION PROJECTS IN AN AMOUNT
NOT TO EXCEED $1,362,000
WHEREAS, in June 23, 2011, staff issued a Request for Proposals (RFP) for the Water
Quality Control Plant Upgrades (WQCP) — Critical Rehabilitation Projects ( "Project "); and
WHEREAS, on July 27, 2011, staff received proposals from three (3) firms; and
WHEREAS, a panel consisting of staff from the Cities of South San Francisco, San
Bruno, Millbrae and Burlingame interviewed all three firms who submitted proposals; and
WHEREAS, Carollo Engineers, Inc. ( "Carollo ") was ranked highest based on their
proposal, project understanding, qualifications, historical knowledge of the WQCP and
wastewater experience; and
WHEREAS, staff recommends awarding the consulting services agreement for the
Project to Carollo in an amount not to exceed $1,362,000; and
WHEREAS, funding for the Project is included in the City of South San Francisco's
2011 -2012 Capital Improvement Program (CIP); and
WHEREAS, the Finance Department shall transfer approximately $175,000 from CIP
Project No. ss1018 to the Project to provide sufficient funds to cover the Project cost.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby awards the consulting services agreement for the WQCP
Upgrades — FY 11 -12 CIP Projects to Carollo Engineers, Inc. of Walnut Creek, California, in an
amount not to exceed $1,362,000, conditioned on Carollo Engineer's timely execution of the
Project contract and submission of all required documents, including but not limited to, executed
bonds, certificates of insurance, and endorsements, in accordance with the Project documents.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to establish the Project Budget consistent with the
information contained in the staff report.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City Council upon timely submission by Carollo Engineer's signed
contract and all other documents, subject to approval by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 24 day of
August 2011 by the following vote:
AYES: Councilmembers Mark Addiego, Pedro Gonzalez, and Karyl Matsumoto,
Vice Mayor Richard A. Garbarino and Mayor Kevin Mullin
