CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION AWARDING THE CONSTRUCTION
CONTRACT TO CHIANG C. M. CONSTRUCTION, INC. FOR
THE FIRE STATION 63 UPGRADE PROJECT IN AN
AMOUNT NOT TO EXCEED $1,317,669 (BASE BID
$1,298,328 PLUS ADDITIVE ALTERNATE NO. 2 $19,341)
AND REJECTING ALL BID PROTESTS AND BID
ALTERNATE AA1.
WHEREAS, on June 15, 2011, staff re- advertised a Notice Inviting Bids for the Fire
Station 63 Upgrade Project ( "Project "); and
WHEREAS, on August 4, 2011, staff received bids from seven (7) pre - certified
contractors; and
WHEREAS, Chiang C.M. Construction, Inc. of San Francisco, California, was the lowest
responsible bidder; and
WHEREAS, staff recommends awarding the construction contract for the Project to
Chiang C.M. Construction, Inc. of San Francisco, California, on the basis of the their base bid
and alternate bid AA2 in the amount of $1,317,669; and
WHEREAS, staff recommends rejecting all bid protests and bid alternate AA1; and
WHEREAS, funding for the Project is included in the City of South San Francisco's
2011 -2012 Capital Improvement Program ( "CIP ") and sufficient funds have been allocated to
cover the Project cost.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby awards the construction contract for the Fire Station
Upgrade Project to Chiang C.M. Construction, Inc. of San Francisco, California, in an amount
not to exceed $1,317,669, conditioned on Chiang C.M. Construction, Inc.'s timely execution of
the Project contract and submission of all required documents, including but not limited to,
executed bonds, certificates of insurance, and endorsements, in accordance with the Project
documents and reject all bid protests and bid alternate AA1.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City Council upon timely submission by Chiang C.M. Construction,
Inc.'s signed contract and all other documents, subject to approval by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 24 day of
August 2011 by the following vote:
AYES: Councilmembers Mark Addiego, Pedro Gonzalez, and Karyl Matsumoto,
Vice Mayor Richard A. Garbarino and Mayor Kevin Mullin
