NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Government Code of the
State of California, the City Council of the City of South San Francisco will hold a Special Meeting on
Monday, the 5 day of December 2011, at 7:00 p.m., at the Municipal Services Building, 33 Arroyo
Drive, South San Francisco, California.
1. Call to Order.
2. Roll Call.
3. Post Colors — South San Francisco Police Explorers.
4. Pledge of Allegiance.
5. Introduction of Elected Officials.
6. Public Comments - comments are limited to items on the Special Meeting Agenda.
7. Mayor declares the purpose of the meeting.

General Municipal Election on November 8, 2011.

SUBJECT: CERTIFICATION OF ELECTION RESULTS OF THE GENERAL
MUNICIPAL ELECTION OF NOVEMBER 8, 2011
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution declaring the election
results of the General Municipal Election of November 8, 2011.
BACKGROUND /DISCUSSION
In accordance with Government Code Section 10264, the following certification of election results
for the November 8, 2011 General Municipal Election is submitted:
The number of registered voters: 25,659
The number of votes cast: 6,208
Percentage of turnout: 24.19%
The votes cast for City Council Candidates:
Kevin Mullin 4633
Rich Garbarino 4359
Johnny "Midnight" Rankins 1284
CONCLUSION
The Certificate of the Chief Elections Officer and the Final Official Canvass of Votes for the 25
precincts in South San Francisco are attached. Certificates of Election will be prepared for Kevin
Mullin and Richard A. Garbarino as members of the City Council upon passage of the proposed
Resolution.

RESOLUTION NO: -2011
CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION CANVASSING RETURNS AND DECLARING
RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN
THE CITY OF SOUTH SAN FRANCISCO ON NOVEMBER 8,
2011.
WHEREAS, a General Municipal Election was held in and throughout the City of South San
Francisco on the 8th day of November 2011, pursuant to Resolution No. 74 -2011, for the election of
two members of the City Council; and
WHEREAS, the City Clerk presented to the City Council, for its inspection, all returns of the
vote cast, pursuant to Election Code 10264.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that it finds:
1. That there were 25,659 registered voters in the City of South San Francisco and that
6208 votes were cast in the City of South San Francisco; and
2. That the names of persons voted for as submitted at said General Municipal Election
are as follows:
(a) As regularly- nominated candidates:
Richard Garbarino
Johnny "Midnight" Rankins
Kevin Mullin
(b) As write -in candidates:
None
3. Election Results
(a) That the record of the votes cast at said General Municipal Election in favor of
said candidates as shown by the official count at each of the several precincts
established throughout said City for the purpose of conducting said Election is as
shown on Exhibit "A" attached hereto, the same being a tabulation of the votes
by precincts.

4. That the City Council of said City hereby declares as follows:
Kevin Mullin and Richard Garbarino were duly elected at said General Municipal
Election as members of the City Council of South San Francisco.
BE IT FURTHER RESOLVED that:
1. The City Clerk of said City shall, and is hereby ordered to, issue Certificates of
Election to Kevin Mullin and Richard Garbarino as members of the City Council.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a Special Meeting held on the 5 day of
December 2011 by the following vote:

THAT an election was held within the boundaries of the CITY OF SOUTH
SAN FRANCISCO on Tuesday, November 8, 2011 for the purpose of electing
two (2) Members to City Council for four (4) year terms; I caused to have
processed and recorded the votes from the canvass of all ballots cast at said
election within the boundaries of the CITY OF SOUTH SAN FRANCISCO.
I HEREBY FURTHER CERTIFY that the record of votes cast at said
election are set forth in Exhibit "A" attached hereto and incorporated herein by
reference as though fully set forth at length.

DISTRICT ELECTION HELD TUESDAY,
NOVEMBER 8, 2011
I, MARK CHURCH, CHIEF ELECTIONS OFFICER of the County of San
Mateo, State of California, do hereby certify that the Consolidated Municipal,
School and Special District Election was conducted pursuant to law throughout
said county on November 8, 2011; and
I HEREBY FURTHER CERTIFY the following facts: that at said
Consolidated Election 440 election precincts were duly established with 342
operating precinct boards; that the election was conducted thereat pursuant to
law; that pursuant to Division 15, Chapter 4 of the California Elections Code, I
have canvassed the votes cast at all precincts which were 23,606; that 71,735
vote by mail votes were cast; that 323 early votes were cast, canvassed and
included in the result of the total 95,664 votes cast which is accurately shown in
this Statement of the Result of the Vote as determined by the official canvass of
the returns attached hereto and made a part hereof.
