Martinelli, City Clerk SUBJECT: Planning Commission Recruiting/Appointments W[Malo It is recommended that the City Council consider the attached citizen applications for appointment to the open seats on the Planning Commission; and that Council interview each citizen. It is further recommended that upon completion of interviews for the positions, Council move to appoint three (3) Planning Commissioners to terms ending December 31, 2018 and one (1) Planning Commissioner to a partial term ending December 31, 2016. BACKGROUND/DISCUSSION Pursuant to Resolution No. 27-2009, the City Council holds biannual recruitments/meetings for the purpose of considering appointments to Boards and Commissions. In November 2014, due to expiration of terms and resignations, the City Clerk's Office initiated recruitment for several Boards and Commissions, including the Planning Commission. The application deadline was January 5, 2015 at 5:00 P.M. Due to the number of applicants and time constraints, Planning Commission interviews/appointments will be heard on January 14, 2015. Interviews for the remaining Boards and Commissions included in the recruitment will take place at a later date. SUMMARY OF OPEN PLANNING COMMISSION SEATS Planning Commission - One (1) seat is vacant due to resignation. One (1) applicant maybe appointed to serve a partial term to expire December 31, 2016. Two (2) seats are vacant due to term limits. Two (2) applicants may be appointed to serve respective full terms to expire December 31, 2018. One (1) seat is eligible fear reappointment. One (1) applicant may be appointed to serve a fall term expiring December 31, 2018. Planning Commissioner Aristides Ruiz has reapplied for this seat. SUMMARY OF MEETING TIMES, TERM LENGTHS/LIMITS AND AGENCY PURPOSE FOR THE PLANNING COMMISSION The Planning Commission meets the first and third Thursdays of the month at 7:00 p.m. at the Staff Report Subject: Planning Commission Recruitment/Appointments Page 2 Municipal Services Building. Commissioners are appointed to a four (4) year term with a limit of appointment to three (3) consecutive terms. The purpose of the Planning Commission is to make recommendations as to the orderly, physical growth and development of the community in relation to land subdivision, planning and zoning. It makes recommendations in matters of zoning changes, variances, special use permits, parcel maps, subdivision maps and other related matters. As a South San Francisco resident, mother of a three year old, and former City of South San Francisco Recreation Department employee of over ten years, I care deeply about the City of South San Francisco. The City of South San Francisco has overseen and led a variety of development projects such as the renovation of Orange Park, the development of Ron McLellan's Acres of Orchids, and the redevelopment of Westborough Square. These projects have brought pockets of improvement, but connectivity, access and sustainability present challenges that must be addressed as the City of South San Francisco grows. For instance, the new Westborough Square development includes some of the beauty I would love to see expanded through the City with its combination of commercial stores and family owned businesses such as the dry cleaners and Westborough Deli, the storm water pollution prevention greenery, and modern storefront pushed-out design. Because of access challenges, many shoppers select to drive, however parking is severely limited. This leads to illegal parking at the nearby Pak-N-Save parking lot, double parking, and frustration. With improvements to crossings, public transit access and shuttle options available through San Mateo County'Transportation Authority grant funding, the need for parking could be greatly reduced. I am highly interested in seeking appointment so I may bring this perspective to future development projects such as the Grand Boulevard Initiative, the redevelopment efforts of Grand Avenue, and downtown South San Francisco projects. This perspective will ensure that the City of South San Francisco is a place both current and future generations desire to work, play, study and live. What qualifies you for this appointment (continued ftom. application)? As Safe Routes to School Coordinator for San Mateo County, I worked with the City/County Association of Governments staff, Public Works Directors from all over San Mateo County, and engineering consultants to consider both the non- infrastructure (mindset) and infrastructure (concrete) elements that increase access for all road users to key community destinations. Working throughout San Mateo County enabled me to develop knowledge of rural, suburban and urban design elements that facilitate long-term community sustainability. This knowledge is particularly helpful in South San Francisco because the city includes a variety of different subdivisions. This work fueled a passion in me that drove me to foster partnerships that facilitated the attainment of a $900 million Active Transportation Grant from the California Department of Transportation. Additionally, my background in the education field facilitates a comprehensive perspective when I consider any project design. The San Mateo County Health System provides an excellent definition of "all users," which they define as "users of ages eight to eighty." With our population aging, consideration must be given to Universal Design elements as these design elements ensure everyone can access developments. Outside of my work in education and transportation with the Safe Routes project, the San Mateo County Transportation Authority's Citizen's Advisory Committee and the City/County Association of Government's Bicycle/Pedestrian Advisory Committee, I have worked closely with the RecycleWorks Master Composters Program of San Mateo County. Through this work, I have developed keen insights into waste management, storm-water pollution prevention, green development, and a comprehensive view of environmental sustainability. These green elements of any development project are essential for long-term community sustainability. In short, I care deeply about the City of South San Francisco as it is my home, it is where I shop, and it is where I will raise my family. My background in education, sustainable development, and the environment bring perspectives that will support the City of South San Francisco to improve connectivity and access, facilitate continued economic growth, and address long-term sustainability.
