COMMUNITY FORUM ADJOURNMENT REGULAR CITY COUNCIL MEETINGMAY 27, 2009 AGENDAPAGE 3 S R taffeport DATE: May 27, 2009 TO: Honorable Mayor and City Council FROM: Marty Van Duyn, Assistant City Manager SUBJECT: ADOPTION OF A RESOLUTION AMENDING THE 2008-2009 ACTION PLAN TO INCORPORATE THE AMERICAN RECOVERY AND REINVESTMENT ACT COMMUNITY DEVELOPMENT BLOCK GRANT STIMULUS FUNDING INTO THE CURRENT FISCAL YEAR 2008-2009 BUDGET RECOMMENDATION: It is recommended that City Council adopt the attached Resolution authorizing submittal of the City's One Year Action Plan Amendment 2008-2009 (Action Plan Amendment) to the Department of Housing and Urban Development (HUD); authorizing a budget transfer to incorporate the CDBG Stimulus Funds into the 2008-2009 operating budget; and authorizing the City Manager to execute all documents and certifications necessary to secure and award CDBG funds for the City. BACKGROUND/DISCUSSION The City was notified by the Department of Housing and Urban Development (HUD) of an additional entitlement of $161,564 in stimulus funding for the current fiscal year from the American Recovery and Reinvestment Act of 2009. The purpose of this hearing is to obtain public comments concerning the City’s One Year Action Plan Amendment for the Community Development Block Grant Stimulus Funds (CDBG-R). This funding must be incorporated into our current fiscal year 2008-2009 budget and submitted to HUD by June 5, 2009. Federal legislation requires citizen participation in all phases of the development of a CDBG Program. Accordingly, this public hearing was scheduled to obtain citizens’ views on the amended plan. The 2008-2009 CDBG-R Action Plan has been available for public comments since May 12, 2009 and notice of its availability was published in the San Mateo Times on that date. This public hearing was announced in the San Mateo Times on May 20, 2009 as required by federal legislation. HUD has made several key provisions for the CDBG-R funds including abbreviated plan availability requirements and adjustments to the usual process of application First Program Year Action Plan Amendment The CPMP Annual Action Plan includes the SF 424 and Narrative Responses to Action Plan questions that CDBG, HOME, HOPWA, and ESG grantees must respond to each year in order to be compliant with the Consolidated Planning Regulations. The Executive Summary narratives are optional. Narrative Responses GENERAL Executive Summary The Executive Summary is required. Include the objectives and outcomes identified in the plan. Program Year 1 Action Plan Executive Summary: The 2008-2009 One Year Amended Action Plan describes the actions that the city of South San Francisco will take in order to utilize the stimulus funding acquired through the American Recovery and Reinvestment Act of 2009 (CDBG-R). Our jurisdiction was awarded over $161,564 in funding that our office plans to use in an effort to meet the goals set out by the Department of Housing and Urban Development (HUD). With our funding we will create jobs and invest resources in improving our community while simultaneously meeting the needs of our low income residents. Projects The main goals of the American Recovery and Reinvestment Act (ARRA) are to stimulate job creation and develop long term economic benefits. It is proposed that funds be allocated for a plan to rehabilitate homes for low income families, train residents for green jobs and continue community education through the implementation of a home retrofit program and the completion of a low income housing and educational project called the Green X-Ray House. Both of these activities will help provide jobs, energy efficiency training for the community and enhanced housing to the community. Project 1: The Green X- Ray House ($20,000) The City of South San Francisco has taken a low income housing unit in need of repair and utilized it for the purposes of educating the community during the repair process. The home is receiving a full green retrofit and will serve as a community resource and training tool for those interested in green building. Project 2: Green Home Enhancement and Retrofit Program ($141,594) First Program Year Action Plan 1Version 2.0 City of South San Francisco It is expected that this program will provide green home retrofits for 16 homes in South San Francisco. The home enhancements that this program expects to offer include: new windows, attic insulation, tank-less water heaters, energy efficient appliances, weather-stripping and furnace replacements. It is expected that roughly 10 youths will be trained on how to complete home assessments and manage a rehabilitation process. This will provide trainees with an opportunity to seek out career opportunities in the growing field of energy efficiency management. Contractors would handle most of the major work, providing them with paid employment opportunities. Project Partners All of our partners on these projects are professionals in good standing with the City of South San Francisco. Both of the key leads for our home retrofit program are experienced and have the expertise needed to make our projects a reality. Partner 1: North Peninsula Neighborhood Services Center The staff at North Peninsula will work to ensure that program volunteers receive proper training and information on doing a green home retrofit. They currently serve as the property managers for City or Redevelopment Agency owned rental housing units. In addition, they manage the House Helpers minor home repair program for the City of South San Francisco. Partner 2: Rebuilding Together Peninsula This organization will handle the construction component of the retrofit program. They will also hire contractors and handle the contracts for this project. Their non- profit has a large warehouse and the resources to help manage volunteers. Each year, they conduct projects in our community to help low income residents in need of free housing improvements. Contractors will comply with all Davis-Bacon requirements as necessary. Public Participation HUD requires citizen participation in all phases of the development of a CDBG Program. Accordingly, a public hearing was scheduled to obtain citizens’ views on the amended plan. The 2008-2009 CDBG-R Action Plan was made available for public comments since May 12, 2009 and notice of its availability was published in the San Mateo Times on that date. The date of availability more than exceeded the 7 day requirement for stimulus funds as stipulated by HUD. Furthermore, this amendment notice and a copy of this plan were placed on the city website on March 12, 2009 as required by HUD regulations. Our public hearing was announced in the San Mateo Times on May 20, 2009 as required by federal legislation. Our office plans to award all contracts by the required deadline of June 17, 2009.
