RECOMMENDATION It is recommended that the City Council consider the attached citizen applications for appointment to the open seats on the Personnel Board and Planning Commission and that Council interview each citizen.Upon completion of interviews,Council should move to appoint individuals to the aforementioned Boards and Commissions. BACKGROUND/DISCUSSION Pursuant to Resolution No.27-2009,the City Council holds biannual recruitments/meetings for the purpose of considering appointments to Boards and Commissions.The application deadline for the current biannual recruitment was January 23, 2016 at 5:00 p.m. Page 21 of the Current City Council Handbook states “No member of any Board or Commission may be a member of any other Board or Commission or hold any paid position with the City,unless otherwise approved by the Council.In order to be eligible for an appointment to any Board or Commission,a person must be a resident of the City,unless otherwise provided by law.”This has been included since there is one City staff member that has applied to multiple boards and commissions. Summary of Open Seats Personnel Board:Three (3)seats are vacant due to one resignation and two expiring terms.Three (3) applicants may be appointed to a term expiring June 30, 2020. Planning Commission:Three (3)seats are vacant due to expiring terms.Three (3)applicants may be appointed to a term expiring June 30, 2020. The Council held a separate meeting for the Parks and Recreation Commission and Parking Place Commission interviews. Summary of Meeting Times, Term Lengths/Limits and Agency Purpose The Personnel Board meets quarterly on the third Tuesday of January,April,July and October at 6:00 p.m.,in the City Hall Conference Room.Commissioners are appointed to a four (4)year term with a limit of appointment to three (3)consecutive terms.The Personnel Board reviews and oversees issues relative to recruitment-related testing and to certifying lists of persons eligible for employment in the City.It also hears appeals submitted by employees in the competitive service for disciplinary action related to dismissal, demotion,salary reduction,grievance,or alleged violation of the personnel rules and certifies its findings and recommendations. The Planning Commission meets first and third Thursdays of the month at the Municipal Services Building. Commissioners are appointed to a four (4)year term with a limit of appointment to three (3)consecutive terms.
